Why Atal Conclave?

IN TRIBUTE TO THE LATE FORMER PM AND BHARAT RATNA SHRI JI

The state of is of utmost strategic importance to as it shares its borders with three important countries - Bhutan towards its west, Myanmar in the east and most importantly China towards its north.

The youth of the state constitute around 40% of its population i.e. 4 lakh individuals aged between 18 - 30 years.

The Arunachal Pradesh Transformational and Aspirational Leadership Conclave or the ATAL Conclave, was organised by the Government of Arunachal Pradesh and Vision India Foundation.

The aim of the ATAL Conclave is to motivate the youth of Arunachal Pradesh and enable a platform to ideate, create and innovate on the solutions to the various challenges that the State faces.

The conclave also aims to propose new ways to leverage the various opportunities for ‘Vision 2040: #ArunachalRising’, which was the theme of the Conclave PAGE | 03 OBJECTIVES AND DESIGN |

INFO SESSIONS

The young and dynamic team of Vision India Foundation traveled across the state of Arunachal Pradesh and carried out information sessions in various educational institutions and youth networks.

The aim of the info sessions was to disseminate information among students and aspiring young leaders about the achievements of the present State and Central Government and about ATAL Conclave.

The team covered a distance of over 2000 kilometers across the state reaching more than 4800 students across 46 educational institutions within a short span of 10 days. | APPLICATION AND SELECTION PAGE | 06

THE PROCESS

The applications opened on 24th August 2018, with the Hon'ble Chief Minister's appeal to the state's youngsters to apply for the conclave.

The social media campaign across various platforms spread the Hon'ble Chief Minister's message to a wider audience to participate in the conclave.

Pamphlets and flyers were handed out besides the digital campaign, to spread the word in remote areas with limited internet access.

Huge number of applications were received and shortlisted based on their resume and essay on their vision of Arunachal Pradesh. The final list of participants were selected based on a telephonic interview.

The overarching theme of ATAL Conclave, ‘Vision 2040: #ArunachalRising’, for the 120 participants, was sub-divided into 10 challenges and 5 opportunities.

PREPARING THE TEAMS 26th - 27th Sep 2018

Orientation Introductory session of the bootcamp to orient the 1 delegates about the Conclave, its structure and format along with it's theme and sub-themes

Introduction to Public Policy A talk on public policy enumerating 2 parameters of 5 judging a policy and 5 benchmarks for the identification of a good public policy.

Public Policy: Citizen's Perspective Shri Lobsang Phuntsok, founder of the Jhamtse Gatsal 6 Children’s Community highlighted the problems and solutions in education system of Arunachal Pradesh. Group Captain Mohanto Panging, Ex-IAF officer and founder of Elam Industries focused his session on ‘Arunachal at 46’

Public Policy: Bureaucrat's perspective Shri Prince Dhawan, IAS, DC, Capital Complex and Shri 7 Harshvardhan, IPS, SP, Capital Complex, joined a panel discussion moderated by Shri Aditya Tiwari, OSD to CM, Arunachal Pradesh

INAUGURAL SESSION:

Dr. Jitendra Singh, Hon'ble Union Minister of State (I/C) Ministry of Development of North Eastern Region, Minister of State, Prime Minister's Office, Ministry of Personnel, Public Grievances and Pensions, Department of Atomic Energy, Department of Space Shri Pema Khandu, Hon'ble Chief Minister, Arunachal Pradesh Shri , Hon'be Deputy Chief Minister, Arunachal Pradesh Shri Satya Gopal, Chief Secretary, Government of Arunachal Pradesh

PRESENTATIONS: CHALLENGES

1. Inclusive and Equitable Education

Problems highlighted: The team highlighted that the education curriculum of the state is not holistic, and there is absence of personality & skill development. Local language or knowledge of the local culture is not a part of the syllabus which causes a problem for the locals.

Recommendations: The delegates opined that students must be directly involved in the policy- making process, and there is a need of quality teacher appointment.

Open forum: Secretary Education, Government of Arunachal Pradesh, answered the questions from the audience and highlighted improvement in pass percentage over years. She also briefed on the efforts on career counselling and promotion of local languages by the government. PAGE | 11 CONCLAVE |

2. Shramave Jayate

Problems highlighted: The students pointed out the importance of trained manpower and stated instances from Indian history where India lost due to lack of training and skill. They also highlighted the causes of unemployment in the state.

Recommendations: The students suggested development of skill training institutes in the state, improvement of transparency in recruitment and enhancing Ease of Doing Business in the state.

Open forum: Special Secretary in the Chief Minister’s Office answered the questions and commented on the presentation. He stated that Arunachal is primarily an agriculture based state and there is still a huge potential to be leveraged.

3. Ayushmaan Arunachal

Problems highlighted: The team started with challenges in the health sector such as: lack of specialized doctors, lack of rehabilitation centres, unavailability of affordable medicines and privatization of drug stores making medicines unaffordable.

Recommendations: The solutions proposed by the team were: government must support indigenous medicinal practices, there must be establishment of research centres, regular blood donation camps must be organized, and most importantly infrastructure must be upgraded

Open forum: Commissioner of Health and Director Health Services presented Government’s perspective. They highlighted that the consolidated health budget of AP is one of the highest in the country. Further Arunachal is the only state where 100% of the citizens are covered by insurance schemes

4. Water and sanitation

Problems highlighted: The delegates stated negligence as the main cause of water pollution. They also highlighted lack of proper waste disposal system in the state.

Recommendations: The team recommended organizing awareness campaigns, introducing a policy instrument to penalize for polluting water bodies, promoting rainwater harvesting techniques as some of the steps to improve the present status

Open forum: The Government officials engaged with the audience and highlighted the efforts of the government such as rejuvenation of water sources, plantation and efforts under Swachh Bharat Mission etc. | CONCLAVE PAGE |12

KEYNOTE SESSION:

Keynote Speaker: Shri Shakti Sinha, Director Nehru Memorial Museum and Library Theme of Address: Act East Policy - Transforming India's North East

Key Takeaways: He started his address by mentioning that no policy in the world can be successful without the involvement of local people and their perspectives, and India's shift from Look East to Act East essentially aims to cover this He also discussed the government initiatives in the north-eastern area such as large scale infrastructural projects and enhancing road connectivity PAGE | 13 CONCLAVE | DAY 2 29th Sep 2018

PRESENTATIONS: CHALLENGES

1. Arunachal in Order

Problems highlighted: The problem of violence against women, child marriage, polygamy, and juvenile delinquency were presented. The presentation also highlighted the gap between existence of laws and there implementation.

Recommendations: The focus point of the solutions included citizen’s participation and vigilance along with effective and timely implementation of law and order

Open forum: Commissioner Home, highlighted efforts by the state government such as: checking undocumented entries in State by introducing E-LIP, and launch of Emergency Response Scheme Support System in the State

2. Challenges in Infrastructure

Problems highlighted: The team emphasized upon the delay in development of railways and airways in the state; they also pointed out that only 3 mainframes distribute the entire network and data in the state and can easily be damaged by any natural calamity

Recommendations: Suggestions to improve cellular network by dividing the mainframes into smaller clusters, and the importance of social impact assessment and effective monitoring were discussed

Open forum: Commissioner PWD, Commissioner Industry, Secretary Industry and Secretary IT answered the questions from audience on the development plan of the state

3. Smart cities for Smart Arunachal Problems highlighted: The team presented problems of the capital such as: poor conditions of road, improper drainage system, poor network connectivity, delays in scheme implementation and stated that the state of other cities was even worse.

Recommendations: The solutions included proper implementation of existing schemes such as PMAY, SBA etc. and inclusive planning, mobilizing youth, waste management, encouraging local handicrafts and horticulture to promote employment.

Open forum: Secretary Urban Development, highlighted government efforts such as door to door garbage collection, 12 out of 30 towns being covered as ODF, provision for government and private buildings to be earthquake resistant | CONCLAVE PAGE |14

4. Rural Development

Problems highlighted: The issues pointed out by the team include: Seasonal and disguised unemployment, non-commercialisation of raw-material, handicrafts and minor produces and lack of awareness and opportunities in the rural area

Recommendations: These included: adopting best practices from other states, focus on skill development to increase employability, family planning and developing proper health and education infrastructure

Open forum: Secretary IT, Secretary Rural Development, and Special Secretary IT interacted with the audience and highlighted government efforts like: National Rural Livelihood Mission, PM Gram Sadak Yojana, CM Adarsh Gram Yojana, and Smart Village Program

5. Change, continuity and adaptation of culture in AP

Problems highlighted: The issues of polygamy, lack of documentation, taboos, community divide, westernization and vanishing of local dialects were highlighted by the team.

Recommendations: The solutions suggested were preservation of folklores, culture and heritage, inculcation of culture in the school & in marketing and research. Creating awareness among men and women to eradicate patriarchy were also stated.

Open forum: The Secretary Youth and Sports affairs and Cultural Affairs answered audience questions and shared work of the Archaeological dept to preserve scripts by setting up of various museums, dedicated body to conserve dialects

6. Making Arunachal Elections Corruption free

Problems highlighted: The reasons for widespread prevalence of corruption were highlighted such as: lack of awareness, easy money, illiteracy, and unemployment.

Recommendations: Solutions included making elections cash free, increasing employment opportunities and improving education facilities. Cooperation and involvement of common people was stated as a must to make Arunachal corruption free

Open forum: Open forum was chaired by Chief Secretary and Commissioner Finance, Investment and Planning. They highlighted that Staff Selection Board had been appointed to ensure fair appointments, procurement had been made entirely transparent and launch of Digital Arunachal Mission PAGE | 15 CONCLAVE |

Keynote Speaker: Shri Kiren Rijiju, Union Minister of State Home Affairs, and Shri Bhaichung Bhutia, Former Captain, National Football team Theme of Address: Aspirational North-East and Leadership Challenges and Transforming Youth of Arunachal through Sports, respectively Key Takeaways:

Shri Kiren Jijiju: Remembering Shri Atal Bihari Vajpayee ji, he reminisced his attempt to engage youth in politics and policy and acknowledged his contribution in establishment of DoNER Ministry in order to speed up the development of North East. He stressed upon the need for unity in the state while expressing the issue of community divide. The 3 steps towards development: reform, perform and transform were reiterated by him. The immense influence of western culture and the increasing dependency of the people on the government for better lives and employment were criticized. He stressed upon the need to ensure dignity of labor and to build an economy in the state in order to become self-sufficient. He encouraged the youth to work hard and bring about a new spirit in the state. Shri Bhaichung Bhutia encouraged the parents to take more more interest and support the youth in pursuing sports as a career. He also emphasiszed the need to take chances and risks for following passion along with hard-work.

KEYNOTE SESSION 2:

PRESENTATIONS: OPPORTUNITIES

1. Energy The first opportunity focused on ensuring access to affordable, reliable, sustainable and modern energy for all, by Team Lohit. Benefits of use of solar energy & wind energy and their immense potential in the state were highlighted Other opportunities such as Hydro-power and Biogas use were identified

2. Tourism The second opportunity presented on Bringing Arunachal into the Tourism map of India and the world by Team Tirap. The areas of intervention identified by the team were: Poor road, rail and air connectivity, poor cellular network, unfriendly behavior by the local people, low publicity of tourist destinations and sensitive border region Efforts in all the above areas was stated as the need of the hour

3. Human Capital The third presentation was on developing the Human Capital Potential of Arunachal Pradesh by team Subansiri. The team discussed on the importance of education and good health and how it fosters innovation and enhances productivity. The issues of rising population, brain-drain, low opportunities were cited as impediments to the development of the state.

4. Make in Arunachal The fourth presentation was on Make in Arunachal: Opportunities for MSME sector by team Siang. They pointed out that for a state like Arunachal with very low population and high availability of resources, immense opportunities can be explored They elaborated that MSMEs requires small amounts of investments and are labor intensive, hence provides a lot of employment opportunities

5. Rural Economy The final opportunity was: Building an integrated and inclusive rural economy by team Kameng. The major impediments pointed out were poor connectivity, poor electrification, non-commercialization of crops, disguised unemployment and degrading education facilities. The team expressed that to achieve Vision 2040 the Rural economy cannot be ignored and all the above issues must be catered PAGE | 17 CONCLAVE |

Hon'ble Chief Minister Shri Pema Khandu presented a token of appreciation and personally signed message to all the delegates of the ATAL Conclave

ADDRESS BY THE HON'BLE CHIEF MINISTER:

Shri Pema Khandu, Hon'ble Chief Minister, Government of Arunachal Pradesh, appreciated the efforts of all delegates in deliberation and presentation of their views. He reassured that the solutions suggested by the delegates during the conclave will be taken into consideration and put to use. He acknowledged the gap between the people and the government and reiterated that the Conclave was an effort to bridge this gap. He announced ATAL Concalve as an annual event for the state in order to encourage the youth to ideate, deliberate and act. He highlighted his government's effort in the area of connectivity, sanitation, reducing corruption etc.

VALEDICTORY ADDRESS:

Speaker: Shri Jayant Sinha, Union Minister of State for Civil Aviation · The biggest challenge would be to tackle unemployment and create jobs for skilled people in the formal sector. The solution to that would be to create more high productive jobs in the private and public sector and ensure that the workforce is utilized in the most efficient way.

He also mentioned the need to identify a few high output producing industries
