Narendra Modi - Aug 15,2019 Prime Minister emphasized the need to fast-track country’s growth and development in his Independence Day speech from the Red Fort in Delhi. “I have promised PM @NarendraModi ji that over the next 3 years, every Indian citizen will at least buy one product, if not more, which is produced by our tribal brothers & sisters” Hon’ble Union Minister for Commerce & Industry and Railways, Shri Piyush Goyal 4 200 days of PMVDY – March 2020 “We are a part of humanity, until everyone progresses and has the opportunity to fulfill their potential and transform their dreams into reality, our goals will only be mirage… For this mirage to become oasis, we need to work hard and dream big to innovatively address the real problems that our nation faces today” -Hon’ble Minister spoke at Lumami on the occasion of 25th anniversary of Nagaland University on Sep 6,2019 Shri Arjun Munda Hon’ble Union Minister for Tribal Affairs “The 'Van Dhan Karyakram' under the Ministry of Tribal Affairs will establish 50,000 'Van Dhan Vikas Kendras' (VDVK) in the tribal areas across the country to ensure livelihood generation and empowerment of the tribal people.” -Hon’ble Minister of State for Tribal Affairs spoke at the review meeting of welfare schemes on November 14,2019 Smt. Renuka Singh Hon’ble Minister of State for Tribal Affairs “We will implement the Van Dhan Yojana and ensure the benefits of the program reach the tribal population.” Shri Deepak Khandekar Secretary, Ministry of Tribal Affairs “Tribal people would be empowered through formation of self- help groups which would be provided exposure to international markets." Shri Ramesh Chand Meena Chairman - TRIFED 5 200 days of PMVDY – March 2020 “Tribals have their own economic ethos and are a set of skillful people who possess a set of life skills which helps them survive in the most dire circumstances - where all of us cannot live or survive more than 7 days. They can do wonders, produce the most wonderful handicrafts. But the only problem that they have is they lack marketing skills. Therefore, the two lakh crore product that they own, gets them not even 10 percent of the total value chain. Shri. Pravir Krishna Managing Director, TRIFED Because they lack the skill of marketing, because they lack the skill of retailing they fall prey to predatory middlemen. Middlemen in business is not a bad term but in the tribal ecosystem, in the tribal commerce system, it becomes predatory when what it worth say, Rs. 1000 is bought and sold for Rs. 200 or even Rs. 100, and sold at the tertiary market the next second at Rs. 5000.” TRIFED aims to activate 50,000 “Self Help groups” that enable tribals to participate in over 70 per cent of the value-chain processes. “ The VanDhan Yojana is about setting up 50,000 self help groups spread across the forested areas, where village primary and secondary level manufacturing will be encouraged, promoted and instead of raw materials, they will sell finished products. This is the magic that we are planning to take across the country. This is a 4-step process. As of now, the tribal is doing just the first part. He is doing just the gathering. The rest of the enterprise is being done by somebody else. A little training and a little promotion, and a little encouragement will take them to the next level. For the moment, we have sanctioned about 1100 of these self help groups of the 50,000 that we are talking about. We have reached 1100 in 4 months. This started on 15th August 2019, where about 3 lakh people are already involved.” “Pravir Krishna was speaking at the second day of the Times Now event Summit 2020” The TRIFED Team 6 200 days of PMVDY – March 2020 Van Dhan Timeline 200 Meetings 27 States 300 Workshops 308 Districts 2019: February Guidelines released 2019 August Delegation of Administrative 2018 April and Financial power to TRIFED Value Addition Scheme with for implementing VanDhan name VanDhan was launched by Hon’ble PM 2020: Jan-Feb 2019: Aug-Nov 200 meetings 150 Meetings for States , 26 states onboarded, 15 States onboarded, 1128 Proposals received 653 Proposals received 2019: Nov-Dec 150 Meetings for States 18 States onboarded, 921 Proposals received 2020: Tech for Tribals IITs/other premium institutional 2020: Mobile partnership for ESDP (M/o and Web app MSME) Commenced onboarding on IT 1,205 platform VDVKs 7 200 days of PMVDY – March 2020 MSP for MFP Scheme § As per the Hague Committee Report, May 2011, Indicative State-wise distribution of economically important MFPs the procurement value of 14 major MFPs is estimated Rs. 1900 Crores (including tendu & bamboo) § Based on a survey and data collected by TRIFED, the value of potential stock of proposed 55 MFPs is estimated to be about Rs.20,000 crores. § Transformative growth of tribal community is centric to the development of Minor Forest Produces (MFP) § The Provision of the Panchayats Act, 1996 (PESA) and Recognition of Forest Rights Act, 2006 conferred ownership of MFPs to forest dwellers who are predominantly tribal communities § Collection and sale of MFPs contribute 40 – 60 % of tribal annual earnings, particularly tribal women, who collect/ primary process/use / sell the MFP § In this backdrop, the Government of India launched Scheme for Marketing of Minor Forest Produce through Minimum Support Price (MSP) & Value chain Development in 2014 § MSP For MFP Scheme was proposed to be a holistic scheme for development of MFP trade to cover non-nationalized/ non-monopolized MFPs but the benefits have not percolated down to reach the expected levels of tribal gatherer engagement, Tribals have been made owners of MFP in their areas and MSP has been announced for several MFPs, however, the ownership is still largely notional. § MSP for MFP scheme needs to become a driver, rather than a mere safety net. Development of value chain in MFP along with trainings for tribal gatherer, infrastructure support (storage, warehouses etc.), clustering them for improving their bargaining power, access to timely credits are critical components for realizing the intended benefits of the scheme for the tribal population. § To strengthen these aspects of the Scheme, training & value addition component has been revamped as ‘Pradhan Mantri Van Dhan Yojana (PMVDY)’ 8 200 days of PMVDY – March 2020 PMVDY – At a glance 1,205 VDVKs 3.7 Lakhs Beneficiaries 14523 Lakhs Funds Sanctioned Fig : VDVKs State wise Van Dhan Kendras by States Odisha 156 Chhattisgarh 139 Gujarat 116 Madhya Pradesh 86 Sikkim 80 Manipur 77 Andhra Pradesh 75 Nagaland 73 Maharashtra 64 West Bengal 44 Mizoram 44 Jharkhand 39 Telangana 30 Assam 27 Rajasthan 25 Meghalaya 20 Karnataka 19 Tripura 17 Kerala 13 Uttarakhand 10 Ladakh 10 Himachal Pradesh 10 Arunachal Pradesh 10 Bihar 8 Tamil Nadu 7 Uttar Pradesh 5 Goa 1 0 20 40 60 80 100 120 140 160 180 9 200 days of PMVDY – March 2020 About VanDhan ü Initiative targeting livelihood generation for tribals gatherers and transforming them into entrepreneurs. ü Idea is to set-up tribal community owned Van Dhan Vikas Kendras (VDVKs) in predominantly forested tribal districts. ü A Kendra shall constitute of 15 tribal SHGs, each comprising of upto 20 tribal NTFP gatherers or artisans i.e. about 300 beneficiaries per Van Dhan Kendra ü 100% Central Government Funded with TRIFED providing Rs. 15 lakhs for each 300 member Van Dhan Kendra • Tribal Gatherer Contribution of Rs.1000 / member to instil ownership • Panchayats/ District Administration to provide operational premises to SHGs • Well thought out Bankable Project Report comprising of • Annual MFP Gathering Plan, • Types of Value Addition : Sorting and Grading, Processing • Business Plan • Procurement of Equipment (thru’ GeM/ tendering by SIA/ DIU) • Identification of Master Trainers • Training in Value addition, Use of equipment, Enterprise Management • Identification of local, district level, state level, national, global buyers for MFP Value Added Products • Arrangement for Logistics & Transportations • Branding & Marketing 10 200 days of PMVDY – March 2020 VanDhan Resource Documents 1.
