Shri Ramesh Chand Meena Chairman - TRIFED 5 200 days of PMVDY – March 2020 “Tribals have their own economic ethos and are a set of skillful people who possess a set of life skills which helps them survive in the most dire circumstances - where all of us cannot live or survive more than 7 days. They can do wonders, produce the most wonderful handicrafts. But the only problem that they have is they lack marketing skills. Therefore, the two lakh crore product that they own, gets them not even 10 percent of the total value chain. Shri. Pravir Krishna Managing Director, TRIFED Because they lack the skill of marketing, because they lack the skill of retailing they fall prey to predatory middlemen. Middlemen in business is not a bad term but in the tribal ecosystem, in the tribal commerce system, it becomes predatory when what it worth say, Rs. 1000 is bought and sold for Rs. 200 or even Rs. 100, and sold at the tertiary market the next second at Rs. 5000.” TRIFED aims to activate 50,000 “Self Help groups” that enable tribals to participate in over 70 per cent of the value-chain processes. “ The VanDhan Yojana is about setting up 50,000 self help groups spread across the forested areas, where village primary and secondary level manufacturing will be encouraged, promoted and instead of raw materials, they will sell finished products.This is the magic that we are planning to take across the country. This is a 4-step process. As of now, the tribal is doing just the first part. He is doing just the gathering. The rest of the enterprise is being done by somebody else. A little training and a little promotion, and a little encouragement will take them to the next level. For the moment, we have sanctioned about 1100 of these self help groups of the 50,000 that we are talking about. We have reached 1100 in 4 months. This started on 15th August 2019, where about 3 lakh people are already involved.” “Pravir Krishna was speaking at the second day of the Times Now event Summit 2020” The TRIFED Team 6 200 days of PMVDY – March 2020 Van Dhan Timeline 200 Meetings 27 States 300 Workshops 308 Districts 2019: February Guidelines released 2019 August Delegation of Administrative 2018 April and Financial power to TRIFED Value Addition Scheme with for implementing VanDhan name VanDhan was launched by Hon’ble PM 2020: Jan-Feb 2019: Aug-Nov 200 meetings 150 Meetings for States , 26 states onboarded, 15 States onboarded, 1128 Proposals received 653 Proposals received 2019: Nov-Dec 150 Meetings for States 18 States onboarded, 921 Proposals received 2020: Tech for Tribals IITs/other premium institutional 2020: Mobile partnership for ESDP (M/o and Web app MSME) Commenced onboarding on IT 1,205 platform VDVKs 7 200 days of PMVDY – March 2020 MSP for MFP Scheme § As per the Hague Committee Report, May 2011, Indicative State-wise distribution of economically important MFPs the procurement value of 14 major MFPs is estimated Rs. 1900 Crores (including tendu & bamboo) § Based on a survey and data collected by TRIFED, the value of potential stock of proposed 55 MFPs is estimated to be about Rs.20,000 crores. § Transformative growth of tribal community is centric to the development of Minor Forest Produces (MFP) § The Provision of the Panchayats Act, 1996 (PESA) and Recognition of Forest Rights Act, 2006 conferred ownership of MFPs to forest dwellers who are predominantly tribal communities § Collection and sale of MFPs contribute 40 – 60 % of tribal annual earnings, particularly tribal women, who collect/ primary process/use / sell the MFP § In this backdrop, the Government of India launched Scheme for Marketing of Minor Forest Produce through Minimum Support Price (MSP) & Value chain Development in 2014 § MSP For MFP Scheme was proposed to be a holistic scheme for development of MFP trade to cover non-nationalized/ non-monopolized MFPs but the benefits have not percolated down to reach the expected levels of tribal gatherer engagement, Tribals have been made owners of MFP in their areas and MSP has been announced for several MFPs, however, the ownership is still largely notional. § MSP for MFP scheme needs to become a driver, rather than a mere safety net. At times, terms and nomenclatures of the ‘people’ are given by non locals. In the Naga context, the term ‘Naga’ itself is non-local, nomenclature of its federating tribes like Tangkhul is non-local, and names of many Tangkhul villages like Ukhrul, Tushen, Lambui, and Hundung etc. are given by non local administrators, missionaries, anthropologists and neighbouring communities among others. The core focus of the paper is to understand the origin of the terms WUNG, HAO and TANGKHUL. It also brings in the hypothesis of ‘Tangkhul-Meitei Origin’ while attempting to understand the people in brief. This has led to shift in land use in which polyculture of variety of traditional crops are being slowly replaced by market driven monoculture system of cultivation to meet the demands to market on one side and maximization of production on the other side. As a result, the traditional crops in homegarden are being threatened in many areas. A study on conservation of tradition crops in homegarden in Tangkhul community in Ukhrul District of Manipur, India was carried out to assess the impact of such change in terms of crop species and their socioecological significance. A total of 73 plant species of economic, social and cultural values belonging to 27 families were recorded in homegardens. Result of this study shows that Tangkhul traditional community has vast indigenous knowledge on conservation of biodiversity in limited homegarden sites. Understanding traditional knowledge concerning HGs and how this form the knowledge for choice of species across the local community could help developing better strategies for sustainable management of traditional homegarden.
