Shelton, President, Communications Workers of America (CWA) Before the U.S. House Committee on Ways and Means March 27, 2019 “The 2017 Tax Law and Who it left Behind” Thank you Chairman Neal, Ranking Member Brady and Members of the Committee for inviting me to testify today. My name is Christopher Shelton and I am the President of the Communications Workers of America (CWA). CWA represents approximately 700,000 workers in the telecommunications, media, airline, manufacturing, health care and public sectors in the United States, Puerto Rico and Canada. We appreciate having the opportunity to testify today at this hearing on the 2017 tax law because it was one of the most consequential pieces of legislation to be enacted in some time that directly impacts all our members’ lives in many ways, regardless of the sector of the economy they work in. Unfortunately, during the debate and consideration of that legislation there were no hearings or forums where we were given an opportunity to directly share with this Committee or others in Congress our views on how the tax code could be reformed or restructured to benefit working American families. Hearings like this one should have been held before the law was rushed through Congress. So we are deeply grateful Chairman Neal for you and the Committee now giving us an opportunity to share our views on how the new tax law has impacted working Americans’ lives. CWA strongly believes that our tax code needs restructuring and reform and we followed the debate on the tax cut closely. -

After enrolling and graduating from Rising Sun Center for Opportunity’s all-female MC3 pre-apprenticeship program, Women Building the Bay, Juju felt prepared to enter the construction trades. Now, she feels empowered as a mother and career woman to support her family doing work that she is passionate about. Dear Valued Community Members, Far too many people in the Bay Area are unaware of career opportunities in the union construction trades. Whittaker Specialist in Labor Economics Domestic Social Policy Division Congressional Research Service ˜ The Library of Congress Labor Practices in the Meat Packing and Poultry Processing Industry: An Overview Summary During the early 1960s, segments of the meat packing industry began to move from large urban centers to small communities scattered throughout the Midwest. By century’s end, this migration had effected major changes within the industry. The old packing firms that had established their dominance during the late 1800s had largely disappeared or been restructured as part of a new breed of packers. Joining with the poultry processors who had emerged in the wake of World War II, they quickly became a major force in American and, later, global industry. The urban-to-rural migration, some suggest, had at least two major motivations. One was to locate packing facilities in areas where animals were raised rather than transporting the stock to urban packinghouses as had been the tradition: a more economical arrangement. The other was a quest for lower labor costs: to leave behind the urban unions and their collective bargaining agreements and to operate, as nearly as possible, in a union-free environment. This initiative involved a low- wage strategy, allowing for employment of lower skilled and low-wage workers. The aftermath of this migration was complex. The urban unionized workforce, by and large, did not follow the migrating plants. -

The idea behind the pro gram was to give one hundred and twenty Minnesota high school juniors and seniors the opportunity to see Minnesota government in operation. With a grant from the Minnesota Bicentennial Commission and the Minnesota Government Learning Center, URBAN CONCERNS WORKSHOPS INC. took six groups of twenty students to the Minnesota Capitol during the 1976 Legislative Session. The students had the opportunity to observe the Legislature in opera tion for one week, meet with state elected officials, Congressmen, Legislators, lobbyists, reporters, and legislative staff members. Representatives of both political parties talked with the stu dents and mock precinct caucuses were conducted. Each student also had the chance to visit with his or her legislator. With the success of the 1976 program, URBAN CONCERNS decided to continue the program even after the Bicentennial Celebration was over. Funded by the Minnesota Government Learning Center and individual contributors, the 1977 program was expanded. Even though the name remains PROJECT 120, one hundred and sixty Minne sota high school juniors and seniors will go to the Capitol in 1977. Instead of six weeks the program will run eight. More emphasis will be placed on what the students can do when they return home. -

Historic Resource Study of Pullman National Monument
Chapter 6 EXISTING CONDITIONS The existing conditions and recent alterations in the Town of Pullman and the factory sites have been addressed well in other documents. The Pullman Historic District Reconnaissance Survey completed in 2013 offers clear and succinct assessments of extant buildings in Pullman. Likewise, the Archaeological Overview & Assessment completed in 2017 covers the current conditions of factory remnants. A draft revised National Historic Landmark nomination for Pullman Historic District, completed in August 1997 and on deposit at Pullman National Monument, includes a list of contributing and non-contributing structures.612 For the purposes of this Historic Resources Report, the existing conditions of built environment cultural resources that are not addressed in the aforementioned documents will be considered briefly for their potential significance for research and interpretation. In addition, this section will consider historical documents valuable for studying change over time in the extant built environment and also strategies for using Pullman’s incredibly rich built environment as primary historical evidence. Figure 6.1 offers a visual map showing the approximate age of extant buildings as well as major buildings missing today that were present on the 1892 Rascher Map. Most obvious from this map are the significant changes in the industrial core. Importantly, many of the 1880s buildings that no longer stand were replaced gradually over the twentieth century at first as part of the Pullman Company’s changing technological needs, then after 1959 as part of deindustrialization and the reinvention of the Calumet region. The vast majority of domestic structures from the Town of Pullman’s original construction survive.
