B roadening A ccess to S ustainable Bak Amraek Lower Secondary School E ducation Facts Description Name Bak Amraek In spite of its flourishing tourism, Cambodia is still one of the poorest and least developed countries in Southeast Type of facility Lower Secondary School Asia. Development is not evenly distributed in the country and many rural communities remain poverty-stricken No. of students 257 (108 boys, 149 girls) as corruption and self-interest impedes the country’s growth. Bak Amraek Lower Secondary School is located in No. of teachers 14 (4 male, 10 female) Aek Phnum District of the Battambang Province. The local community has a population of 10,663, and the main Facilities to be built 1 building with 4 source of income originates from fishery, plantation work and subsistence farming. The school offers education classrooms & 5 toilets from lower secondary level 1 through 3 (Grades 7–9), and has 257 students, aged 12–15, in attendance. In 2013, Total facilities after 2 buildings with 8 Child’s Dream supported the construction of one school building with 4 classrooms. However, due to increasing completion classrooms & 7 toilets number of students from Preaek Luong and Preaek Norint communes and 7 other surrounding villages, the Size of building 288 m2 school faces heavy overcrowding. The school suffers from overcrowded classrooms, which creates a chaotic and Budget USD 52,655 unproductive environment for the students to learn in. C.M.A.A REQUEST FOR PROPOSAL RFP No: 001/CMAA/BTB/CFR/2015 For Battambang Land Release Project Annex I Instructions to Offerors A. Introduction 1. General The CMAA is seeking suitably qualified CMAA‐accredited operators to conduct Battambang Land Release Project as per Statement of Work (SOW) attached in Annex‐III. 2. Cost of proposal The Offeror shall bear all costs associated with the preparation and submission of the Proposal, the CMAA will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the solicitation. B. Solicitation Documents 3. Contents of solicitation documents Proposals must offer services for the total requirement. Proposals offering only part of the requirement will be rejected. The Offeror is expected to examine all corresponding instructions, forms, terms and specifications contained in the Solicitation Documents. Failure to comply with these documents will be at the Offeror’s risk and may affect the evaluation of the Proposal. 4. Clarification of solicitation documents A prospective Offeror requiring any clarification of the Solicitation Documents may notify the CMAA in writing to [email protected]. The CMAA will respond in writing to any request for clarification of the Solicitation Documents that it receives earlier than 20 November 2014. Written copies of the CMAA’s response (including an explanation of the query but without identifying the source of inquiry) will be sent by email to all prospective Offerors that has received the Solicitation Documents. 5. Amendments of solicitation documents At any time prior to the deadline for submission of Proposals, the CMAA may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Offeror, modify the Solicitation Documents by amendment. -

mCÄmNÐlÉkßrkm<úCa Field Report Public Information Room (PIR) Road Trips Third Quarter 2006 One PIR road trip was made this quarter to three sub-districts in Battambang province. The trips scheduled to Prey Veng and Siem Reap provinces in August were postponed because roads were impassible due to flooding. No trips were scheduled for September, which was still in the flood season (making travel difficult) as well as the rice transplanting season (making it difficult for people to take time to attend meetings). Background The purpose of these field trips to villages throughout Cambodia is to distribute materials related to the Extraordinary Chambers in the Courts of Cambodia (ECCC, the Khmer Rouge Tribunal), show films on the regime, and hold discussions on sexual abuse that occurred during Democratic Kampuchea. Staff members also answer questions about the Tribunal during these meetings. When visiting villages, the team members always give a short talk before showing the films. The topics cover: 1) an introduction to the Documentation Center of Cambodia, 2) the purpose of the PIR team’s visit to the village, 3) a presentation on the background and developments of the ECCC, and 4) an introduction to the film(s) the villagers are about to see. After the films are screened, the team members ask if anyone had been sexually abused during Democratic Kampuchea, or if they knew anyone or had heard about anyone who had. People are also encouraged to make comments on the film(s), ask questions about the upcoming Khmer Rouge Tribunal, voice their opinion of the need to educate the younger generation on the history of Democratic Kampuchea, and other topics. -

Cambodia: Comfrel’s Report on Irregularities in Voter List Revision and Voter Registration During the process of voter list revision and voter registration for 2007, lasting from September 15 to October 20, 2007, COMFREL has deployed around 200 observers to observe in 400 communes/sangkats across 24 provinces/cities.1 In general, COMFREL observes that both the political and security environment have been improved, although some voters used to or have felt concerns about insecurity, as in previous pre-national election periods. COMFREL highly appreciates the efforts of the National Election Committee (NEC) and officials at all levels, especially village and commune authorities, who have been carrying out voter list revision and voter registration. In some communes, clerks and councils have worked together to create mobile registration working groups to register voters in villages. However, COMFREL observes that the speed of voter registration this year is slower than that of last year. According to NEC temporary results, dated September 28, 2007, by September 26, 2007, in 1,608 communes/sangkats across 24 provinces/cities, the number of newly registered voters was 233,776, which represents 34% of the NEC estimate of 682,459. For the same period in 2006, the rate of voter registration was 47% (273,477 of an estimated 577,205 new voters to be registered). Meanwhile, COMFREL has doubts about the NEC’s unclear estimation on the number of voters to be registered, as the NEC made a wrong estimation number of new voters to be registered in 2006 (estimating around 570,000 new voters while in reality the number had increased to 1.2 million). -

Uplands Irrigation and Water Resources Management Sector Project (RRP CAM 44328) POVERTY AND SOCIOECONOMIC CONDITION A. Introduction 1. This report presents the socioeconomic and poverty situation in the project areas of the Uplands Irrigation and Water Resources Management Sector Project in Cambodia. The project areas are located in the provinces of Battambang and Kampong Thom. The proposed project is planned to enhance agricultural and rural economic productivity through increased efficiency of irrigation systems and improved management of water resources. It will be implemented in two irrigation schemes, namely, Prek Chik Irrigation Scheme located in Battambang Province and Taing Krasaing Irrigation Scheme located in Kampong Thom Province. The social and poverty assessment of the project examines the socioeconomic conditions in the project areas and identifies the population that will be impacted. It identifies the existing irrigation and agriculture situation in relation to poverty condition of the existing population within the proposed irrigation schemes. It presents the poverty situation in terms of the poverty rate and identifies the vulnerable population which may be impacted by the project. B. Development Scenario and Socioeconomic Development Policies and Plans 2. Over the last decade, Cambodia has been experiencing economic development with a growth rate of 10.2% for the period of 2004–2008. Though the gross domestic product (GDP) decreased to 0.1 in 2009, it recovered in 2010 and 2011 with a growth rate of 6.0%. Agriculture, fisheries and forestry have shown tremendous growth in 2005 with 15.7% compared to other sectors such as industry with 12.7% and services with 13.1%. -
