WHEREAS, Edward Ross Roybal was born on February 10, 1916 in Albuquerque, New Mexico. At the age of six, his family, moved to the Boyle Heights area of . After graduation from Roosevelt High School in 1934, he joined the Civilian Conservation Corps. He later continued his education at the University of at Los Angeles, where he studied business administration, and at Southwestern University, where he studied law; and

WHEREAS, In 1949, following a groundswell of support from minority communities, Mr. Roybal was elected to serve the 9th District on the Los Angeles City Council. He made history as the first Hispanic to serve on the city council in more than a century. He served the 9th District for 13 years; and

WHEREAS, Edward Roybal served in Congress for 30 years. He was elected to the House of Representatives in 1962 to serve the 30th District of California, which included communities like Boyle Heights, , Hancock Park, MacArthur Park and . He was the first Hispanic from California to serve in Congress since 1879; and

WHEREAS, Edward Roybal was a leader in Congress, as a result of which he was able to secure many benefits for the people of Los Angeles. He was also a leader in all other aspects of civic life; he was a founding member and the first chair of the Congressional Hispanic Caucus (CHC) and the Congressional Hispanic Caucus Institute (CHCI). He was also the founding member of the National Association of Latino Elected and Appointed Officials (NALEO); and in 2001, President Clinton awarded Rep. Roybal the Presidential Citizens Medal for over 50 years of "exemplary deeds of service for our nation;" and

WHEREAS, because of his distinguished achievements and service Edward Roybal will truly be one of the towering leaders in the history of Los Angeles;

NOW, THEREFORE, BE IT RESOLVED that by the adoption ofthis Resolution, the Council of the City of Los Angeles hereby commemorates Edward R. Roybal's leadership and service to the City by naming the Board of Public Works meeting room of City Hall (Room 350) as the Edward Roybal Board of Public Works Room. ~~
