Je tiens a vous informer que, compte tenu des exigences enoncees dans la resolution 1458 (2003), j'ai nomme comme cinquieme expert du Groupe: M. Harjit Singh Kelley (Kenya, expert en affaires maritimes). Je vous serais reconnaissant de porter cette information a F attention des membres du Conseil de securite. Ambassador Akram's letter to me conveying the Committee's concurrence with the proposed nomination is also attached for your information. u Kieran Prendergast 4 March 2003 United Nations S/2003/;185 Security Council Distr.: General 14 February 2003 Original: English Letter dated 14 February 2003 from the Secretary-General addressed to the President of the Security Council I have the honour to refer to Security Council resolution 1458 (2003) of 28 January 2003 concerning Liberia. In paragraph 6 of the resolution, the Council requested me to appoint, in consultation with the Security Council Committee established pursuant to resolution 1343 (2001), a Panel of Experts consisting of no more than five members, for a period of three months, to conduct a follow-up assessment mission to Liberia and neighbouring States, in order to investigate and compile a report on the Government of Liberia's compliance with the demands referred to in paragraph 2 of resolution 1343 (2001), and of any violations of the measures referred to in paragraph 5 of resolution 1408 (2002), including any involving rebel movements, and to conduct a review of the audits referred to in paragraph 10 of resolution 1408 (2002). Accordingly, I wish to inform you that, taking into account the requirements stated in resolution 1458 (2003), including that I draw, as much as possible and as appropriate, on the expertise of the members of the Panel of Experts established pursuant to resolution 1408 (2002), I have appointed the following four experts: 1. Atabou Bodian (Senegal, expert from the Internationa! Civil Aviation Organization) 2. Enrico Carisch (Switzerland, expert on financial links) 3. Damien Callamand (France, expert from Interpol) 4. Alex Vines (United Kingdom of Great Britain and Northern Ireland, expert on diamonds). I have also designated Atabou Bodian to chair the Panel of Experts. Practical survey training with Royal Navy at HMS DRAKE and on board HMS HYDRA and HMS BEAGLE. 1978 Appointed Fleet Commander of the Kenya Navy. Worked with EG&G Survey Company, Singapore, on the feasibility study of Kilifi Bridge - Hydro graphic Survey. 1979 Worked with ITECH Survey Company, USA, on pre-dredging survey of Mombasa Harbour. 1979 Naval Staff Course at United States Naval War College, Newport, Rhode Island 1981 Senior Hydrographic Course at the United Nations sponsored course at the Indian Navy Hydrographic School in Goa. 1982 Attended the International Hydrographic Conference in Monaco as the Kenyan delegate. 1982 Appointed Chairman of Armed Forces Court Martial to try the 1982 coup defaulters. 1983 Headed the joint US - Kenyan Forces exercises in Kenya. 1984 Attended the Otomat Missile Course at Otomelara in La Spezia, Italy 1985 Appointed Staff Officer One Co-Ord to Defence Headquarters and served as a Naval Adviser to Chief of General Staff. 1986 Requested for early retirement (at the rank of Lieutenant Colonel) from my commission in the Armed Forces to concentrate on my private matters. 1994 Appointed as Commissioner to the Presidential Commission to investigate the sinking of Mtongwe Ferry in the Mombasa Harbour. To date running my own safari and touring business. ACTIVITIES AND INTERESTS Played hockey up to national standard. Called for 1972 and 1976 Olympic Games trials. Now play squash and social hockey. Have kept my diving qualifications current and dive regularly for recreation. Keen mountaineer. Attended the Outward Bound Mountain School Course in 1964 and have served as an instructor at the School at Loitokitok on numerous occasions. Attained the Bronze, Silver and Gold Awards in the Duke of Edinburgh's Award Scheme ( now known as President's Award ) Member of the Mombasa Sports Club and the Mombasa Club. Have served as a Chairman of the Mombasa Sports Club committee and have been a regular member of the Coast Hockey Association Committee for a number of years. Am a qualified national hockey umpire and a Level I hockev coach..
