A Tale of Two Chambers: Group Home

Both legislative chambers held lively discussions about out-of-home care last week. Both had very different tones and, at times, conflicting expert testimony. Some youth, in front of the House Children, Families and Seniors Subcommittee, testified that after seven foster care placements, their group home experience put them on a path of personal and educational success. Other youth appearing the next day at the Senate Children, Families & Elder Affairs Committee were critical of their group home experience. They blamed it for developmental complications, a lack of a “family-oriented” environment, inconsistent discipline, and having new admissions showing up in their bedrooms without notice and subsequent fear for their personal belongings. Medicaid Expansion Battle Heats Up

Will ideology once again cost the state billions of dollars, and over 800,000 Floridians health care?That is becoming THE question of Session. Although Medicaid expansion, or the new proposed plan, the Florida Health Insurance Affordability Exchange Program, directly serves low- income adults who do not qualify for Medicaid and have incomes up to 138 percent of the federal poverty level, the impact is far reaching across the entire state budget. Guns on Campus Draws Critics

Pointing to the turbulent environment of college that includes high stress, drugs, and alcohol, opponents of SB 176 and HB 4005 rallied at the Capitol this week. The bills would allow people with concealed-firearms licenses to carry guns at state colleges and universities and are supported by the National Rifle Association (NRA), although in 1999 NRA Executive Vice President and Chief Executive Officer Wayne LaPierre stated at a NRA convention, “we believe in absolutely gun-free, zero-tolerance, totally safe schools. That means no guns in America’s schools, period.” READ MORE

CIRTT Reports Not Posted to Website

Last Session, legislation passed that required Critical Incident Rapid Response Teams (CIRRT) to investigate the death of any child who had verified abuse or neglect with the Department of Children and Families (DCF) in the twelve months prior to their death. According to SB 1666, “the purpose of such investigation is to identify root causes and rapidly determine the need to change policies and practices related to child protection and child welfare.” READ MORE

A bill that would make several changes to statutes to improve the adoption of children has passed the House with amendments that include requiring a “reasonable effort” to gather post-adoption services needed from the adoptive families within one year. HB 7013, sponsored by the House Health & Human Services Committee, also legislatively removes the ban on gay adoption of foster youth. Similar bill SB 320 is on second reading in the Senate. The Pot of Gold at the End of the Rainbow

If there is a pot of gold to be found this St. Patrick's Day we believe it is in our beautiful St. Petersburg. This photo Jason Collin captured of a rainbow leading to our iconic pier just confirms what we already know.

At our recent New Member Orientation, Chris Steinocher spoke of St. Pete experiencing the best of times. There is an energy in the air. The feeling that we are on the verge of something great. A diverse population of millennials, artists, techies, students, scientists, entrepreneurs and energetic retirees coming together to create a thriving environment, alive with culture and innovation. This is St. Pete today. But are we in the best of times or is the best yet to come?

Throughout the history of St. Pete, our leaders frequently celebrated what they believed where the best of times. See below; I had 2 of these tonight, and several over the past few weeks.

It is my understanding that this mess at 54th Avenue S and 31st Street is largely an FDOT project. It has gone on (and off and on and off and on and off) now for weeks and weeks, resulting in frequent traffic jams, long hours of closed roadways without a single worker in sight, and some very, very angry Lakewood residents. Could you please get ahold of whoever is in charge of this ongoing horror and see if you can't get them to speed things up just a tad? And if they ar e going to take extended breaks or just walk away for whatever reason, could they be persuaded to open the lane or at least get their heavy equipment out of the intersection? I came through here on Saturday morning a few weeks ago and found a lane shut

100 down eastbound on 54th without a single worker or worker's vehicle anywhere in sight. The traffic was grid-locked back out to 34th Street.

Thanks. Feedback would be appreciated. (You may have seen the angry report filed on Seeclickfix to the effect that nowhere on the north side would residents be disrespected like this. At the time I didn't consider that a valid complaint; now I am starting to wonder....)

Gotta wonder what these guys are thinking: In front of the Marathon station, admiring their traffic cones and their absolutely idle backhoe parked in the traffic lane at rush hour; if they had shovels they would be leaning on them. Due to protocols on Google and DOT, stopped traffic on side streets shows as “normal” (green) on the web-available traffic news. Fifteen minutes is about right, times the two hundred cars backed up to 7 th Ave S. To whom could we address these complaints?

Comments: The PD and E study includes a Location Hydraulics technical memorandum. Please verify this includes a bridge hydraulic scour analysis. The bridge foundations should be hydraulically analyzed and cost estimated for drilled shafts. Driven piles, due to the proximity of nearby residences, are not recommended. Traffic counts should include bicyclists, this is a heavily used bike route by higher speed road cyclists, and lower speed recreational cyclists, and the design should provide for both, as well as pedestrians. Also, consider taking boat traffic counts to identify the need to open the waterway during weekends or other periods during the construction phase, as part of the traffic detour study. Consider safety improvements to the intersection of Weedon Drive leading to Weedon Island Park. thanks TBG

Pinellas County has engaged HDR to perform the PD&E Study and other engineering services for the Riviera Bay Bridge (Bridge No. 154371) replacement and San Martin Boulevard Roadway Improvements located approximately 1.0 miles east of 4th St. N. and 1.3 miles south of Gandy Boulevard in St. Petersburg, FL. Also being considered, as a separate component, is a trail evaluation. Federal grants will be applied for to fund the bridge replacement project, thus the study will need to meet all National Environmental Policy Act (NEPA) requirements.

Attached you will find a draft proposal of scope of service for the San Martin Boulevard over Riviera Bay Bridge Replacement PD&E study. You are being asked for your input and review comments at this time. For your reference, a copy of the San Martin Bridge Replacement Feasibility Study, July 2012 can be found in the following directory on the PW ftp site:

Delphi Sending Autonomous Audi On Cross-Country Trip. Mashable (3/13) reported that an autonomous car developed by Delphi Automotive will “begin a 3,500-mile trip across the U.S.” this Sunday, March 22, traveling from San Francisco to New York in about a week. The vehicle is based on an Audi Q5 crossover, “outfitted with laser sensors, radar and multiple cameras.” Bloomberg News (3/13, Naughton) quoted Delphi’s chief technology officer, Jeff Owens, as saying: “We will gain more miles experience than anybody else has been able to achieve so far. ... We’re going to learn a lot.” Owens said company engineers, “including a trained driver, will be in the Q5 the whole trip.” The arrival in New York is timed to “coincide with the New York Auto Show.”

195 FHWA Gives Passing Grade To Controversial ET-Plus Guardrail. The AP (3/14, Stengle) reports the Federal Highway Administration officials said Friday that the Trinity Industries Inc. ET-Plus guardrail system found on many US highways “met safety standards in crash tests that followed accusations they have speared cars.” The story says that the FHWA tests did not lead to guardrails penetrating the test cars upon impact, “although in one case the driver’s door was crumpled.” The AP says 40 states have “stopped installing the guardrails, and Trinity Industries Inc. stopped shipping them” after a October verdict by a Texas jury found that Trinity “had failed to tell regulators about design changes made in 2005” and the company should pay out at least $175 million for that failure.

Politico (3/13, Caygle) reports that the Senate last Thursday “easily confirmed” Christopher Hart to lead the National Transportation Safety Board, which leaves him with a two-year term atop the board. The story says Hart faced no opposition and the Senate approved him with a 97-0 vote. Hart has been the agency’s acting chairman since Deborah Hersman departed to head the National Safety Council. Politico adds Hart served as an NTSB member from 1990-1193 and from 2009 till now. The AP (3/13, Associated Press) reports a statement by Hart after the Senate confirmation said “I am grateful for the opportunity to lead this extraordinary organization whose mission is so important and commendable.” The Senate also “approved by a voice vote the nomination of transportation safety advocate” Tho “Bella” Dinh-Zarr to fill a vacancy on the NTSB, leaving the agency with four seats filled and one vacant.

Research and Funding

NASA Launches Magnetospheric Science Satellites. The Christian Science Monitor (3/15) reports that NASA launched a “constellation of state-of-the-art magnetospheric science satellites” into orbit on Thursday, noting that they are intended to “unravel the mysteries of the process known as magnetic reconnection.” The article describes the scope of the $1.1 billion Magnetospheric Multiscale mission, and thumbnails what is currently known about magnetic reconnection.

SpaceX To Launch Turkmenistan’s First Satellite This Weekend. Florida Today (3/14, Dean) reported that if SpaceX launches “Turkmenistan’s first satellite” next Saturday, it will be the third launch from Cape Canaveral “in as many weeks.” SpaceX will not try a booster landing test during the launch, instead waiting for its next mission to the ISS, which will take place “no earlier than April 10.” SpaceX Expects To Be Certified By Air Force By June. Reuters (3/13, Shalal) reported that on Friday, SpaceX President Gwynne Shotwell said her company expects the US Air Force will certify it to compete for security launches by June, adding that relations between the two sides are at a new high following the settlement of a lawsuit in January.

Impact Of Robots, Automation Expected To Put Pressure On Jobs, Wages. CNBC (3/13, Wee) reported online about the trend of increased use of automation in manufacturing, noting that in the past 15 years robots have “advanced and are smaller, nimble and more affordable,” encouraging even small and medium-size US businesses to begin automating their shop floors. “Some economists see a future where robots will push down labor costs and lift productivity so companies will think twice before offshoring U.S. jobs,” CNBC said. It cited a Boston Consulting Group finding that automation is expected to increase productivity by up to 30% in “many industries,” and reduce labor costs by “at least” 18% in the coming decade. Although BCG researchers didn’t specify what labor cost savings would mean in terms of the potential number of jobs eliminated by automation, CNBC noted the generalized fear of “botsourcing” – that “more robots” equals “lost jobs.” SXSW Demonstrators Protest Robots, AI. USA Today (3/14, Swartz, Today) reports that a group of roughly two dozen protestors demonstrated at the SXSW tech and entertainment festival in Austin to protest advances in robotics and artificial intelligence. Organizer Adam Mason, a computer engineer, said, “This is about morality in computing.” The piece notes that “gawkers” stared at the

196 “rare protest” at the festival, and notes that such science luminaries as Stephen Hawking and Tesla founder Elon Musk have expressed concerns about AI.

DOT Program For Safer Environments For Pedestrians, Cyclists Involves 85 US Cities. The Fort Worth (TX) Star-Telegram (3/15, Hirst) reports Fort Worth Mayor Betsy Price, a cycling enthusiast, has signed her city up for a “national challenge to create safer environments for pedestrians and cyclists.” The story says the project will include “collecting usable data on cyclists.” The Star-Telegram says in February the DOT announced that the 85-plus participating cities, including Fort Worth, across the US will tackle seven specific areas of the challenge, “including improving local cycling and pedestrian laws, educating and enforcing proper road use, collecting data and building complete streets.”

Biofuels Industry Group Now Seeking To Change RFS. Energy Guardian (3/11, Rogers) reported that the Advanced Biofuels Association, which represents advanced and cellulosic fuel producers, last week “officially shifted its position on the Renewable Fuel Standard,” or RFS, saying it was time for Congress to “reform” the program, which is overseen by the Environmental Protection Agency and requires the blending of biofuels for transportation uses. According to the article, the association’s new stance was met with “approval from opponents of the current RFS,” who regard the change as helping their efforts.
