East Godavari district is having the area of 10,807 Sq Kms with 7 Revenue divisions, 64 Revenue mandals and 1012 Grama panchayats with a population of 51,51,549 as per 2011 provisional census figures. East Godavari District lies North - East Coast of Andhra Pradesh and bounded on the North by Visakhapatnam District and the State of Orissa, on the East and the South by the Bay of Bengal and on the West by Khammam District of Telangana State and West Godavari Districts.     FELDES | 71 Imaginaries of Development: A Case Study of the Polavaram Dam Project Klara Feldes Abstract: Large dams and their social consequences have been subject to extensive debate in recent decades. In India, the National River Linking Project (NRLP), which is the world’s largest water project in the making and involves the construction of several dams, has been at the centre of this debate. The 168‐billion‐dollar project is designed to connect the majority of Indian rivers to a gigantic water grid. Historical‐ ly, large scale water infrastructure in the subcontinent has been discursively linked to imaginaries of development and national progress, as underlined by Nehru’s famous quote proclaiming large dams as ‘the temples of modern India’. However, these imaginaries clash with the experiences of those affected by the construction of dams: not only are the displaced communities among the most marginalized in Indian society, but they also benefit the least and suffer the most from such pro‐ jects. This article begins by exploring the degree to which such imaginaries contin‐ ue to be prominent in contemporary political discourse, by undertaking an analysis of the media coverage received by the Polavaram Project, i.e. the first project im‐ plemented under the NRLP scheme. Secondly, it contrasts the findings with the experiences of those being subject to displacement due to the implementation of the project. This second part relies on data gathered during ethnographic field‐ work, notably the qualitative interviews conducted by the author across the neigh‐ bouring Indian states of Andhra Pradesh, Telangana and Chhattisgarh in areas af‐ fected by the Polavaram project.

Chandrashekhar Iyer, Chairman, GRMB at Hyderabad on 5th June, 2020.The list of participants is enclosed at Annexure - I At the outset, the Chairman welcomed the Members of the Board and other participants from Government of Andhra Pradesh (GoAP), Government of Telangana State (GoTS) and GRMB to the meeting. Recalling that the Board has recently completed six years of its existence, he gratefully acknowledged the cooperation and support extended by both the States in smooth functioning and growth of the Board. He urged both the States to further strengthen the Board in fulfilling its mandate as provided for in the Andhra Pradesh Reorganisation Act, 2014 (APRA). Chairman thereafter requested Member Secretary to take up the Agenda items for discussion. The agenda-wise discussions held and decisions taken as under. Item 9.1- Confirmation of the Minutes of the 8th meeting of the Board held on 09thAugust, 2019. Member Secretary presented before the Board that the minutes of the 8th meeting of the Board was circulated to the members of the Board vide GRMB letter dated 16th September 2019. They cater mostly to the needs of drought prone areas in uplands where there is no other possible method of providing water supply. As per the data available, there are 17 LI (major and medium) schemes 1, with 25.35 lakh acres of contemplated ayacut, out of which Pattiseema LIS was completed during 2016. Ayacut irrigated under these LI schemes constitute 25 per cent of the total irrigated ayacut in the State. 2.1.2 Organizational setup The Water Resources Department (WRD) is responsible for execution and maintenance of the irrigation projects including LI schemes in the State. The Principal Secretary, Water Resources Department at Secretariat level, Engineer-in-Chief (Irrigation) at State level, Chief Engineers, Commissioner of Command Area Development Authority, 50 Superintending Engineers and 266 Executive Engineers are in charge of the administrative, financial, technical aspects and execution of works taken up by Water Resources Department. 2.1.3 Scope and Methodology of Audit A Performance Audit (PA) of implementation of four lift irrigation projects viz. Guru Raghavendra, Pulikanuma, Pattiseema and Pushkara selected through random sampling without replacement basis using Interactive Data Extraction and Analysis (IDEA) software was conducted from March to June 2016.
