Questioning the orthodoxy on political governance and economic progress in Africa Tim Kelsall and David Booth, with Diana Cammack and Frederick Golooba-Mutebi* The relationship between neo-patrimonialism and development seems more complex than is allowed for in either orthodox policy advice on ‘good governance’ or the standard political science accounts. This paper explores the range of historical and current experience among African political regimes, with particular reference to seven countries of Middle Africa. Drawing inspiration from literature on Asia, it proposes a way of getting to grips analytically with the diversity of African experience by setting out some elements of a typological theory about regimes and development performance. -

Istituto Affari Internazionali IAI WORKING PAPERS 12 | 15 – May 2012 The Somali Crisis: Failed State and International Interventions Rossella Marangio Abstract The long-lasting Somali conflict is profoundly linked to the country’s historical development and its socio-cultural specificities. The political milieu and the struggle for power in Somalia reflect the cleavage between tradition and modernity. This rift has led to a legitimacy vacuum, which has made it difficult for the warring parties to find enough common ground for a compromise. Furthermore, external influences, at both regional and international levels, have contributed to the fragmentation of the political arena, due notably to the emphasis on the use of force as the principal tool for acquiring or maintaining power. In this unfolding crisis, regional pressures and rivalries, international interventions, economic and strategic interests as well as piracy, corruption and Islamic extremism all play an interlocking role. In view of this, a new approach to the crisis is badly needed. The EU, in particular, should promote a new strategy based on three components: enhancement of social cohesion through local cooperation programmes, state-building and development. CHAPTER ELEVEN Leaving No Fragile State and No One Behind in a Prosperous World: A New Approach Landry Signé undreds of millions of people are left behind in fragile states despite the efforts of the international community to make progress on development Hand alleviate conflict. People in fragile states are victim to persistent poverty,1 enduring violence, poor public facilities, deteriorating infrastructure,2 limited civil and political liberties,3 deteriorating social conditions,4 minimal to nonexistent economic growth,5 and, often, humanitarian crises.6 Research and policies on state fragility build on concepts of limited state capacity, legitimacy, insecurity, stability and socioeconomic, demographic, human development, environmental, humanitarian, and gender contexts to determine states’ apparent effectiveness or ineffectiveness in fulfilling the role of the state. Within this -con text, fragility has become a catch- all concept encompassing fragile states, weak states, failed states, collapsing or decaying states, conflict- affected countries, post- conflict countries, brittle states, and states with limited legitimacy, author- ity, capacity, governance, security, and socioeconomic and human development. 1. The Political Marketplace: Analyzing Political Entrepreneurs and Political Bargaining with a Business Lens Framework and Background Seminar Memo By Alex de Waal World Peace Foundation This memorandum is intended to serve as an introduction to the framework of the “political marketplace,” as background for the seminar. The political marketplace is a contemporary system of governance, characterized by pervasive monetized patronage, in the form of exchange of political loyalty or cooperation for payment. The countries where this occurs share three principal features, namely (a) the dominance of inter-personal political bargaining over formal rules and procedures, (b) pervasive rent-seeking by members of the political and business elite, and (c) integration into a global patronage order. The political marketplace is not a transitional or outdated system that is about to replaced by Weberian states, but a flexible and dynamic governance order. The framework of the political marketplace helps to explain four enduring puzzles in contemporary Africa and the Greater Middle East: 1. State-building is becoming harder, not easier. An earlier generation grasped the prospect of modernity but it now appears to be beyond reach. Despite a collective demand for democracy and capable states, international technical assistance, and remarkable economic growth, institutionalized states seem more remote today than half a century ago. 2. Large-scale killing is declining but volatility is increasing. The numbers of people killed in today’s conflicts are considerably smaller than twenty or thirty years ago. Military coups and wars are rarer. But reduced violence does not seem to translate into greater stability. More effort than ever is invested in peace, and peace agreements are larger and more complicated than ever before, but they seem not to bring peace. -

Earning Rent with Your Talent: Modern-Day Inequality Rests on the Power to Define, Transfer and Institutionalize Talent Jonathan J.B. Mijs Harvard University This paper is forthcoming in Educational Philosophy and Teaching Abstract In this paper I develop the point that whereas talent is the basis for desert, talent itself is not meritocratically deserved. It is produced by three processes, none of which are meritocratic: (1) talent is unequally distributed by the rigged lottery of birth, (2) talent is defined in ways that favor some traits over others, and (3) the market for talent is manipulated to maximally extract advantages by those who have more of it. To see how, we require a sociological perspective on economic rent. I argue that talent is a major means through which people seek rent in modern-day capitalism. Talent today is what inherited land was to feudal societies; an unchallenged source of symbolic and economic rewards. Whereas God sanctified the aristocracy’s wealth, contemporary privilege is legitimated by meritocracy. Drawing on the work of Gary Becker, Pierre Bourdieu and Jerome Karabel, I show how rent-seeking in modern societies has come to rely principally on rent definition and creation. Inequality is produced by the ways in which talent is defined, institutionalization, and sustained by the moral deservingness we attribute to the accomplishments of talents. Consequently, today’s inequalities are as striking as ever, yet harder to challenge than ever before. Many of the largest companies in the world are in car manufacturing (Toyota, Volkswagen), petroleum refining (Exxon Mobil, Royal Dutch Shell), and other industries that rely on copious amounts of capital.
