Central Gippsland Region Water Corporation Annual Security Marking CENTRAL GIPPSLAND REGION WATER CORPORATION ANNUAL PROCUREMENT PLAN AND FORWARD NOTICE Gippsland Water is a regional water corporation in Victoria established under the Water Act 1989 and constituted on 21 December 1994. We deliver water to 69,788 customers and wastewater services to 62,469 customers in 43 towns. Our service area spans from Drouin in the west to Loch Sport in the east, from Briagolong in the north to Mirboo North in the south. This covers approximately 5,000 square kilometres in the municipalities of the Baw Baw Shire, Latrobe City, South Gippsland Shire and Wellington Shire. To effectively and efficiently procure goods and services across the organisation and achieve the best value for money, Gippsland Water’s procurement activity is aligned to the annual budget allocations, the Corporate Plan and the Essential Services Commission Pricing Submission. The Annual Procurement Plan provides a summary of planned procurement activities. The Annual Procurement Plan provides potential suppliers with an indication of likely procurements for Gippsland Water in the 2019-20 year. Gippsland Water will continue to look for marketplace solutions that are innovative, effective and deliver value for money. Based on information at the time of publication, Gippsland Water expects to be engaging with the market in various ways, for the procurements listed below. When VicRoads completed the duplication of the Princes Highway a DN1350 reinforced concrete sleeve was installed underneath the road to facilitate the relocation of the ROS pipe. This project is to butt weld and install supplied HDPE DN1000 through this sleeve with the new pipe being tied into the existing ROS pipe either side of the highway. The existing pipeline will be cleaned and sealed. Security Marking GW494 Moe Wastewater Treatment Plant Inlet tenders@gippswater. 5 months Open September Construct Upgrade – Mechanical, Civil and Electrical com.au Tender 2019 Works The objectives of this project are as follows: Construction of a new by-pass channel; Removal of existing concrete wall dividing the existing inlet screen from the existing by-pass channel Repair and remediation of concrete Installation of new wider travelling fine screen Installation of new fabricated baffles into existing grit vortex Tie-in old inlet works into new by-pass channel Reconfigure Instrument & Control (I&C) of inlet works to integrate with the cut in and cut out levels of the existing raw sewage pump station. The proposed works include cement treatment of pavement and shoulders, re-construction of intersection bell- mouths, sealing of trailer parking bay adjacent to weighbridge and install prime & spray-seal. GW497 Buckley’s Hill Reservoir Morwell – Cover and tenders@gippswater. 4 months Open October Design & Liner com.au tender 2019 Construct This design and construct contract is to- Produce a liner and cover design to suit the storage; Install the new liner and cover to the storage; Install or coordinate with Gippsland Water to install ancillary components such as level indicator and surface pump; Prepare the storage for use (disinfection); Commission the storage for use; Remove and dispose of the existing liner and cover. Security Marking GW491 Mini Hydro Traralgon Water Treatment Plant tenders@gippswater. 8 months Open October Design & com.au tender 2019 Construct The objectives of this project are to: Install a mini hydro turbine in the plant supply mains (Moondarra) to generate approximately 70 kw of electrical power for use within the plant. Provide plant inflow control equipment and strategies to allow normal operation and control of the water treatment plant. This will include protection against damage from water hammer and excessive noise. Connect the electrical generator to the plant main electrical switchboard – complete with control and protection equipment to meet the requirement of AusNet and the relevant electrical standards. These properties comprise water treatment plants, wastewater treatment plants and pump stations, Regional Outfall Sewer Pipeline and channel, Saline Water Outfall Pipeline and storages which Gippsland Water has the responsibility to maintain. The Lands Services provider will maintain a large proportion of these sites in line with best practice land services maintenance and Gippsland Water’s environmental and occupational health and safety guidelines. .

FLoW advocates for the protection of Latrobe Valley’s water sources and safeguarding the protection of the Gippsland Lakes from industry activities, including coal mine rehabilitation and coal ash contamination. Threats include – • Declining water flows • Changes in flows • Overallocation of water sources • Priority sharing of water resources In consideration of the Commission’s 2017 recommendations that jurisdictions recommit to a renewed NWI, FLoW has concerns with, • policy settings for alternative water sources in entitlement and planning frameworks • other policy settings relating to: – urban water management – environmental water management – decision-making on building and supporting new infrastructure. In context to the regional area of Gippsland in Victoria, alignment of water policy on a statewide basis is challenging due to the dominance and current governance of mining in the Latrobe Valley in Gippsland’s central west. This has resulted in substantial impacts to water flow, quality and chemistry to all other beneficial users downstream including environmental water health. In responding to the Issues Paper on the scope of this inquiry FLoW will also address, • emerging challenges faced by Governments, water providers and water users, such as climate change or changes in economic circumstances • the interaction of water policy with other areas (such as land use planning and urban development) • the impacts of climate change on water resources • the provision of reliable water services to regional and remote communities • the principles to be satisfied for any Government investment in major water infrastructure.
