The strategy is also important in the context of the Gippsland Region Sustainable Water Strategy, which considers the needs of other water users such as irrigators and the environment. Lance Creek Water Connection-realising the potential of the state water grid Preparations and planning for construction of the Lance Creek Water Connection project are complete and pipeline supply and construction has started. The project has a total cost of some $43 million and has been successful in acquiring state government funding of $30 million. It will secure the water supply needs of Korumburra, Poowong, Loch and Nyora over the next 50 years. Pipelines will connect these townships with the Lance Creek reservoir, which has an existing connection to the Melbourne Water Supply System via Cardinia Reservoir. With the Lance Creek Water Connection progress, further exploratory work has commenced to identify the optimum timing for purchase of additional Bulk Entitlement from the Greater Yarra / Thompson River (Melbourne) system. Pricing Submission, Engagement and Outcomes – livability, jobs, economy and growth South Gippsland Water has completed its most comprehensive program to date in preparing its five year plan for services and prices for submission to the Essential Services Commission. To achieve these goals, the organization has identified a number of solar energy projects at key sites across our region. Diversity and Inclusion Plan – leadership and culture, aboriginal values South Gippsland Water continues to work with the Gippsland Regional Water Alliance and traditional owner groups, both the Bunurong and Gunaikurnai to finalise a Partner Action Plan. The action plan objectives are to respect the Bunurong and Gunaikurnai Traditional Owners of land and water, foster mutual respect, support economic development opportunities and assist customers in hardship. The year has seen progress towards the implementation of the current Diversity and Inclusion Plan, including establishing further strategies and goals, in line with the Minister’s strategic expectations, to increase gender equality and Aboriginal inclusion, participation and engagement. Continued Efficiency Gains – liveability, jobs, economy and growth The Corporation continues to utilise partnerships and efficiency gains in order to deliver affordable and quality water and wastewater services to the region. FLoW advocates for the protection of Latrobe Valley’s water sources and safeguarding the protection of the Gippsland Lakes from industry activities, including coal mine rehabilitation and coal ash contamination. Threats include – • Declining water flows • Changes in flows • Overallocation of water sources • Priority sharing of water resources In consideration of the Commission’s 2017 recommendations that jurisdictions recommit to a renewed NWI, FLoW has concerns with, • policy settings for alternative water sources in entitlement and planning frameworks • other policy settings relating to: – urban water management – environmental water management – decision-making on building and supporting new infrastructure. In context to the regional area of Gippsland in Victoria, alignment of water policy on a statewide basis is challenging due to the dominance and current governance of mining in the Latrobe Valley in Gippsland’s central west. This has resulted in substantial impacts to water flow, quality and chemistry to all other beneficial users downstream including environmental water health. In responding to the Issues Paper on the scope of this inquiry FLoW will also address, • emerging challenges faced by Governments, water providers and water users, such as climate change or changes in economic circumstances • the interaction of water policy with other areas (such as land use planning and urban development) • the impacts of climate change on water resources • the provision of reliable water services to regional and remote communities • the principles to be satisfied for any Government investment in major water infrastructure.

Before it became my job, I worked as a volunteer to learn and raise awareness about the massive area of Gippsland that sits under an approved exploration license for some form of unconventional gas or coal mining. This area covers more than 350,000 hectares of Gippsland’s fertile soil, rural townships and pristine coastlines. Photo: Csg Free Poowong group, February 2013 No Social Licence Back in late 2012 the Poowong community decided to conduct a door to door survey of Poowong asking one question; “Do you want to declare Poowong Coal & Gasfield Free? Yes, No or Unsure” Of over 550 people surveyed, an overwhelming 95% said yes and that is how Poowong became the first community in Victoria to declare themselves Gasfield Free. Since then another 61 communities from Gippsland & Western Victoria have also been declared Gasfield Free with many more in the process of surveying. Gas submission 393 Whilst we understand this has no legal bearing, it sends a strong message that these diverse, strong & healthy rural communities are removing the social license for the unconventional gas industry to operate here. These surveys also represent the community movement against unconventional gas, one of the biggest social movements Victoria, or indeed Australia has ever seen.
