The subcommittee meets today to receive testimony on the Active, Guard, Reserve, and civilian personnel programs in review of the National Defense Authorization Request for Fiscal Year 2010 and the Future Years Defense Program. We call the subcommittee to order. We will have two panels today. The first panel will consist of the personnel chiefs of the Services. I welcome Lieutenant General Mi- chael Rochelle, Deputy Chief of Staff of the Army, G–1.
