ADOPT-AN-ESTERO/WATERBODY PROGRAM 2014 ANNUAL ASSESSMENT REPORT

I. INTRODUCTION

DENR Secretary Ramon J.P. Paje launched in 2010, the Adopt-an-Estero Program as a flagship program of the Department. The program attempted to respond to the continuing mandamus by the Supreme Court for agencies led by the DENR to clean up Bay, particularly the esteros and waterways that empty into it. The program also tried to provide an integrated undertaking in light of the recent major floodings in Metro Manila and other parts of the country. The program was designed to be a collaborative undertaking among the estero community, private entities, local government units (LGUs) and the DENR.

Recognizing that the water pollution problem does not persist only in Metro Manila area but in the entire country, the Department directed all Regional Offices of the Environmental Management Bureau-DENR to undertake a similar program in their respective regions.

The different aspects of adapting to the changing patterns of climate, proper solid waste management (SWM), ambient water quality protection and the participation of the private sector were rolled into one umbrella program. These included:

1. The institutionalization of good sanitation and SWM practices among the estero communities through education and actual participation; 2. Reduction of water-borne disease particularly among children and vulnerable groups; 3. Reduction of incidence and risks of prolonged flooding caused by unimpeded water flow; 4. Minimization of additional pollution loads into receiving surface waters, e.g., lakes and seas; and 5. Sustainability integration through the Sustainability integration through the strengthening public-private-community partnerships, mainstreaming into regular LGU programs and passage of complementary local policies.

The Adopt-an-Estero Program was implemented in Region V in 2011 with 13 adoptors, in 2012 with 29 adoptors, 23 adoptors in 2013 and 23 adoptors in 2014. These adoptors are private industries with projects operating within the . The following tables present the adoptors or partner industries of EMB V with the corresponding adopted waterbody.

EMB V drafted the following roles of the private sector/adoptor:

1. Plan for, and implement as may be necessary clean-up, water quality monitoring dredging, desilting and introduction of other interventions for the improvement of the chosen creek/waterbody.

2. Assist in the information and education campaigns and community mobilization activities of the EMB V and the concerned local government units, to foster harmonious relations with, and solicit the community participation, cooperation, and support for the program;

3. Assist the EMB V in training community leaders in (a) solid waste management and (b) mobilizing their fellow residents to implement the program; and

4. Coordinate with local government units, relevant government agencies, advocacy partners, potential corporate co-sponsors, and the affected communities in order to streamline

efforts and ensure the smooth flow of the program.
