FAISALABAD – KHANEWAL MOTORWAY PROJECT (M4) 6th Internal Monitoring Report for the Implementation of LARP & CAP of National Motorway M-4 Shorkot-Khanewal Section Project (120+268 – 184+487 = 64 km)

1. INTRODUCTION 1.1 Background 1. This report is the 6th internal quarterly monitoring report (July - September 2017) on the implementation of LARP for the National Motorway M-4 Gojra-Shorkot-Khanewal Section Project (Additional Financing) (hereinafter referred to as the Project) co-financed by ADB, AIIB and DFID. 2. The project starts at chainage120+268 at Mouza Kakki Kohna, crossing through various rural settlements, and ends at chainage184+487 km in Mouza Shamkot (near Khanewal city). Project works include the construction of a four-lane dual carriage way with four (4) interchanges located at chainage 148+400 km (Abdul Hakeem Interchange), 166+00 km (Makhdoompur Interchange), 178+070 km (Kabirwala Interchange) and 184+00 km (Khanewal Interchange). The project is located in the districts of Jhang and Khanewal. The location map of the project is given in Figure 1.

1.2 Land Acquisition and Resettlement Impacts 3. The project requires 64 km of 100 meter ROW for the carriageway and 40 meter ROW for the interchange loops. A Land Acquisition and Resettlement Plan (LARP) was finalized, approved and disclosed by ADB in January 2016. Table 1.1 provides a summary of LARP impacts and number of DPs, while Table 1.2 shows the number of DPs entitled to various allowances.

1 Due to acquisition of land, the land owners/DPs also face loss for assets like structures, trees and crops that are appended to acquired land. So, the DPs mentioned against losses other than land are also counted above in the Land Owner DPs. In structure, amount increased as 0.417 million and 29 DPs decreased in Structure as per actual revenue record and duplication has been removed. 2 For two public schools total Rs: 30,103,687 (for Land Rs: 5,239,687 and for structure construction of both schools Rs: 24,864,000) and Rs: 972557 for three mosques has been paid to relevant authorities. 3 Crop Compensation: 2 DPs and an amount of Rs: 0.013 million increased in Umeed Garh Interchange. 4 Affected Trees: 11 DPs (10 DPs in 14-V interchange & 1 DP in Umed Garh interchange) and an amount of Rs: 0.352 million increased. 5 Additional Crop: 2 DPs and an amount of Rs: 0.02 million increased in Umeed Garh Interchange. 6 Employment losses allowance: 2 DPs were found not entitle for allowance after field verification, so 2 DPs and Rs: 0.079 decreased.

4. The PMU Land Acquisition Unit for M-4 handles LARP implementation and internal monitoring, with support from its Social Safeguards Management Consultants (SSMC). Quarterly internal monitoring reports are prepared and shared with the NHA EALS and ADB for review and disclosure. This 6th internal monitoring report covers LARP implementation from July to September 2017. 1.3 Objectives of the IMR and Monitoring Indicators 5. This 6th Internal monitoring report (IMR) provides details of the following aspects: i) Delivery of compensation against acquired assets and allowances; ii) Community consultations, and information dissemination measures for effective safeguards management and disbursement of compensation. iii) Updated status of additional land acquisition emerged along interchanges carriageway ROW. iv) Updates on the grievance redress mechanism; and v) Recommendations to improve safeguards management and facilitate disbursement of compensation payments and allowances 1.4 Monitoring Methodology 6. This quarterly internal monitoring report is based on a review of: i) LAR institutional arrangements, ii) monthly progress reports; iii) social mobilization activities and community consultation initiatives; iv) status of additional land acquisition arisen along with interchanges carriageway ROW; v) measures implemented to improve coordination between LAR implementation units in PMU/PIU and line government agencies; vi) DP outreach activities for LARP disclosure and compensation delivery; vii) grievance redress mechanism and complaints recording/tracking systems; and viii) compensation records. 7. It also includes progress on identification, assessment and redress of construction related emerging LAR issues. It provides brief on identification and assessment of construction related emerging LAR issues with timebound corrective action plan and updated progress on timmebound action plan for acquisition of additional land, prepration and implementation of addendum LARP to ensure project implementation is compliant with ADB’s IR sagfegaurds requirments.

2. LARP IMPLEMENTATION STATUS 8. Out of 1514.6 acres of privately owned land that need to be acquired, 1492.15 acres (1461.97 acres for the main carriageway ROW and 30.18 acres for Interchange loops ROW) has been awarded covering 6363 DPs (6218 DPs for the carriageway ROW and 145 DPs for interchanges ROW). The land acquisition process is yet to be comeleted for remaining 21.9 acres of interchanges ROW land owned by 119 DPs in two villages including 16.36 acres in Jalapahore for Dinpur Interchange and 5.54 acres in village 15-V for Kabir wala interchange. 9. For the remaining 21.9 acres unacquired interchanges ROW land in village Jalla Pahore (Abdul Hakeem interchange) and village 15-V (Kabirwala Interchange) efforts to compelet Legal process and subsequent award of land continued and by close of the monitoring period the achieved progress in completing legal process for unawarded interchanges land of two village is as follow: • Jalla Pahore: Notification under Section 5 and corrigendum of notification u/s 6 has been notified and published under LAA. Scan copies of gazette notification/Section- 6 of Jalla Pahore is attached as Annex-1. Legal proceedings under section-9 and 10 completed and copies of notices delivered are attached as Annex-2 and 3. Land award of 16.36 acres (Jalla Pahore village) interchange ROW land could be announced under Section 11 of LAA by 15 Novemebr 2017. • 15-V: Following publication of corrigendum notification under Section 5 corrigendum notification u/s 6 has been issued and and published under LAA 1894 in september 2017. Copies of gazette notification/Section-5 and 6 of 15-V are attached as Annex-4 and 5. After publication of section notification, respective District Collector has been requested by the LAC to accord approval of DPAC assessed land cost for announcement the land award. Copy of LAC’s letter is attached as Annex-6. Upon approval of DPAC assessed land cost by the District Collector, legal proceedings under section-9 and 10 can be compeleted by mid October 2017 and land award of 5.54 acres interchanges ROW land could be announced under Section 11 of LAA by 15 November 2017. 10. For the carriageway ROW land, delivery of compensation to all payable DPs is almost complete and leftover unpaid comensation is because of legal and administerative imnpediments faced by the DPs. During monitoring period, efforts to outreach and facilitate unpaid DPs having legal and administerative impedimnets continued along with delivery of compensation for acquired 30.74 acres of interchanges ROW land. From July to september 2017, compensation amount Rs 14.579 million has been paid to 31 DPs (including 17 DPs for interchanges ROW land and 14 DPs of main carriageway ROW) for acquired assets i.e. land and land based assets, and an amount Rs. 0.079 million was paid for entitled allowances. 11. Abstract of the progress made during the reporting period are provided in the bullets below and a comparative summary of implementation progress since last monitoring report is provided in table 2.1: 2.1 Compensation Payment Disbursement: • Land Compensation: Compensation claims for 31 DPs were processed and entitled compensation amount Rs. 13.893 million was paid accordingly; • Payment of Crop Compensation: Compensation amount Rs. 0.286 million was paid to 6 DPs entitled for crop compensation; • Payment of Structure: Compensation amount Rs. 0.317 million was paid to 1 DPs ; • Payment of Trees: Compensation amount Rs. 0.083 million was paid to 4 DPs ;

Rehabilitation and livelihood restoration allowances:

• Payment of Employment Loss: Compensation amount of Rs. 0.079 million has been paid to 2 DPs. 2.1.1 Payment of Land Compensation for awarded land 12. By end September 2017, Rs. 1338.79 million (93.417%) compensation payment for 1,391 acres (93.19%) of acquired land from 4628 entitled DPs (72.710%) has been paid. For the unawarded 21.9 acres of land for the interchanges, compensation for the 119 DPs can start after announcement of land awards. PMU/PIU continued its efforts to address legal anomalies and ensure early annoucement of award of 21.9 acres of unawarded interchanges land and it is expected that the awards could be announced by November 2017. Village wise payment detail is added as Annex-7. 2.1.2 Payment of Crop Compensation 13. As of updated database by September 2017, compensation amount Rs. 101.809 million for crop losses of 1046 DPs was due for awarded land and crop area while 0.801 million was for unawarded land and crop area for 16 DPs. Of awarded compensation, Rs 84.519 million (82.37%) has been paid to 813 DPs (77.725%) while efforts are continued to outreach unpaid DPs with impediments to disburse compensation as and when they show-up after resolving their issues. Village-wise crop compensation payment status is in Annex-8. 2.1.3 Payment of Structures 14. The total amount of compensation for affected structures, including tube wells & hand pumps for 249 DPs is Rs. 109.023 million. Out of which, the payment of Rs. 96.423 million (92.245%) has been paid to 221 DPs (91.322%) as of September 2017. Unpaid DPs with impediments are being coordinated for additioanl documentation and mobilize them to show-up for compensation after resovling their issues/impediments. Village wise payment details is added as Annex-9. 2.1.4 Payment of Trees 15. For tree losses, compensation of Rs. 78.434 million is due to 748 DPs. This includes Rs 70.631 million for 717 DPs with land award and Rs 7.803 million for 31 DPs with pending land award. Of awarded amount, compensation for tree losses amounting to Rs. 65.199 million (92.309%) has been made to 558 DPs (77.824%) and DPs with impediments are being coordinated for additional documentation and mobilizing the DPs to resolve their issues/impediments and show-up for compensation. Village wise payment status is shown on Annex-10: 2.1.5 Payment of Allowances 16. Total amount of rehabilitation allowances is Rs 66.923 million. Of which, Rs 54.162 million (80.93%) has been disbursed up to September 2017. The resettlement and rehablitation costs are linked to the acquired land and assets of DPs and entitled allowance can only be paid to respective DPs after delivery of compesnation for acquired assets to ensure transprancy. Mostly the leftover unpaid allowances are for unpaid DPs assets categrories who are facing legal and adminstrative impedimenst. PIU/SSMC team is continously making its efforts to reach, motivate and guide DPs to resove their issues and get compensation for acquired assets and entitled rehabilitation and resettlement allowances. Focus will be made to those who are vulnerable and severely affected DPs. The village wise compensation payment status for entitled and paid different R&R allowances is given as Annex -11.

3. PENDING PAYMENTS 3.1 Reasons for unpaid DPs 17. The main reasons of delayed payment are legal and administerative impediments faced by the DPs due to which they are not showing up to claim compensation. Duirng reporting period the data for unpaid DPs was reviewed and efforts were continued to outreach and faciliate the unpaid DPs in different categories of impediments for compensation disbursment and recording additional documentations. Based on field verifcation list of upaid DPs falling in different categories of impediments were revised and updated during this monitoring period. As per updated list of unpaid DPs, the impediments/reasons contributing towards the delay in payments are described below while number of unpaid DPs against each impediment/reason are sumarized in table 3.1: • Delay in land awards for intaercnhanges ROW land: As per the LAA, land is considered legally acquired once the land award has been notified and compensation payment has been made. In case of interchanges ROW land, the compensation payment for awarded 30.74 acres continued during reporting period and the left over unpaid DPs will be coordinated to complete payment duirng next monitoring period. Legal process to announce land award for the remaining 21.9 acres of interchanges ROW land owned by 119 DPs in two villages (Village Jalapahore for Abdul Hakeem Interchange and village 15-V for Kabirwala Interchange) is still on going and it is believed that the land awards could be announced by November 2017. • Inheritance mutation issues: For 111 deceased DPs, the inheritance mutation has not been recorded in the land records and land has not been transferred to their legal heirs. After inheritence mutation in land record, all heirs of deseased DPs will receive entiled cpompensation as per their inherited share. • Living out of project area: As per LAA 1894, DPs have to submit their claims supported with valid title documenmts and receive compensation voucher/cheque in person after due verification of their documents and record. Currently, there are 413 absentee landowner DPs living in other places/cities in the country (409 DPs) and out of country (4 DPs) are not showing up to collect their compensation. • Meager11 Compensation Amounts and other reasons: About 966 DPs living in the affected or nearby villages have not showed up to claim compensation either due to meager compensation amounts, lack of interest to submit claim or some other reasons well known to them. • Title Disputes/court cases: 105 Landowners/DPs have title disputes that have not been resolved. The compensation could not be paid to them until land title issues are resolved/decided by the competent revenue authorities/courts. • Underage DPs (Juvenile) or DPs lacking CNIC12: There are 73 DPs who are either of underage (juvenile) or lack identification documents like computerized national identity card (CNIC).

During reporting quarter, SSMC team in collaboration with M-4 Land and Resettlement Unit visited the project effected villages of districts Jhang and Khanewal to: i) locate, motivate and guide DPs and heirs of deceased DPs; ii) facilitate delivery of compensation to the remaining unpaid DPs; and iii) record current residential addresses of those living out of project area; and iv) obtain certification statements of the guardians of juvenile and legal heirs of deceased DPs regarding payment of compensation as and when they approach with requisite legal/title documents. Besides, duirng monitoring period, the lists of DPs in differnet categories of impediments were reviewed and updated based on field vrefications and accordingly the database was revised and the numbers of unpaid DPs in different categrories of impediments were re-adjusted. The table 3.2 below highlights the payement progress achieved against different categories of unpaid DPs and updated number of remaining unpaid DPs (as of 30 September 2017) in differnet categrories of legal and administerative impediments. 19. Meanwhile, efforts were continued to facilitate DPs in resolving their impediments and disburse compensation during next monitoring epriod. Particularly, the DPs living in project corridor and the legal heirs of deceased DPs were visited and facilitated to get requisite title documents after mutations in the land records and legal heirs of deceased DPs who got mutations of land were assisted in preparing their compensation claims. Accordingly, during monitoring period, land compensation claim files for 55 DPs were finalized and being processed for delivery of entitled resettlement allowances in next monitoring period. Table 3.3 below provides village-wise number of files processed and submitted for payment of entitled allowances. 3.3 Efforts exhausted to approach unpaid DPs for additional documentation 20. During the reporting period, project villages were visited by the PIU/PMU and unpaid DPs were approached through their relatives/local residents. The contact details of DP’s living outside the project were asked and recorded and the legal heirs of the deceased DPs were motivated for early mutations in land record. Certification statements from 152 DPs from 19 villages acknowledging their awareness that compensation will be provided upon resolution of the legal and administrative issues related to their compensation have been collected. Table 3.4 below summarizes the progress achieved for additional documentation about DPs with legal and administrative impediments. List of visited villages for certification statement has been presented as Annex-12. Scanned copies of (sample) filled forms are attached as Annex-13, 14, 15, 16 and 17. During the reporting period, along with locating and approaching unpaid DPs for additional documentation and mobilization of DPs to collect their compensation, SSMC team started to collect information from paid DPs about use of compensation paid and restoration of their assets like land and structures by using a pre-structured questionnaire. The DPs were consulted and interviewed to collect informetaion on predominant use of compensation amount and assess restroartion of their residential and productive assets. The analysis of collected data on utilization of compensation amount for acquired assets (structures, land and other asstes) is presented in tables 3.5 A and 3.5 B below: 22. In land categroy 28 DPs and in structure category 31 Dps were interviewed to analyze predominant compensation uses by interviewed DPs. The results represent that 78% DPs in land categroy , 98% DPs and in structure catrgroy utilized their compensation to re-establish their lost assets. The results of interviewed DPs highlighted that the DPs entitled for sizable compensation amount utilized it on productive purposes (i.e use of compensation for reconstruction/establishment of replacement structure or assets) while the DPs entitled for meager amounts used the compensation on non-productive uses (use of compensation on other household needs). 4. RELOCATION OF SCHOOLS AND CONSTRUCTION RELATED EMERGING LAR ISSUES. 4.1 Relocation of Schools 23. Two affected schools including one partialy affected primary school at village Traili and one significantly affected elementary (middle) school at village Shahdat Kandla required relocation. Compensation for land and construction of new building for the schools was deposited in district treasury at the disposal of the district administration for relocating the schools and the school operations were continued in partly retained buildings of affected schools at same locations. Subsequently, after acquiring land for new school buildings, the civilworks contratcs were awarded and building construction works were commenced at site by close of previois monitoring report i.e June 2017, but due to fasting month of Ramzan constrcution could not took-off in June 2017. However, to ensure early completion of school buildings and shifting of classes in new school building immediate after summer vacations, a close liasion was maintained with the local administeration, the contractor, education departmemt and the school management duirng reporting period (July-September 2017). The efforts and achieved progress for construction of new school building and shifting of classes in new schools buildings is presnted below. 24. Commencement of Construction of Schools: Since July, 2017 to close of monitoring period i.e 30 Septemeber 2017, the progress on schools is monitored regularly and the distirct administeration, buildings department and the contratcor are coordinated closely for inducing them to improve progress, ensure calsses can resume in partly constructed new school building immediate after school vacations and compelete school buildings are ready as scheduled under the contract. However, completion of school construction delayed because of some departmental and procedural delays from distrct administration, and close of work due to holidays and non- availibility of constrcution labour because of falling relegious evenets like Eid-ul-Adha and Moharram-ul-Haram in the reporting months . Particularly, inadvertent delays in processing of contratcors bills, due to start of new fisical year, hampered the construction activities and thus one block of school building could not completed by the time schools opened after summer vacation i.e. 14 August 2017. 25. So, keeping in view the hardships of the childern and school management in continuing studies adjoining to road construction activites, the construction works on project road were put on hold in close vicinity of the school and the local district administeration and contractor were followed for early completion and handing over of one block of the the school building for resuming classes by end of Septemeber 2017. Although, persuasion with local district government and the contractors improved the pace for construction activities and masonry structure with RCC roof for main block building was completed by September 2017, but due to leftover finishing works like plastering of walls, flooring and fixation of doors/windows etc., it was impossible to resume classes in unfinished building. The contractor was pushed for early completion who confirmed to complete the remaining finishing works of main block building on priority to ensure it is handed over to school management by October 2017. 26. The construction works for boundary wall were completed mostly while construction of second block (primary block) and lavatories also progressed in the monitoring period. By close of monitoring period, the masonry structure for the primary block was completed to the roof level and steel works for RCC roof were in progress. For Lavatories block, foundation works were completed to plinth level by end of September 2017. Pictures representing work progress in different blocks are presented below. 27. The explained construction status for different sections represent that the construction works are progressing speedily and the contarctor has aimed to complete the construction of entire school buildings in minimum possible time to ensure schools are fully ready and by November 2017.

Meanwhile the school service is continued in partly reatined affected school building at site and the local governmnet and the contractors are closely followed to ensure that schools are ready as scheduled and calsses are started in new school buildings during November 2017. Particularly, the contarctor engaged on elementary school and the school administeration have been pushed hard to ensure one block of elementary school is ready and handed over to school administeration for resuming class upto 31 October 2017. In this regards, a close liaison and follow-up will be continued with the school administration, disctrict government authorities and contractors in coming months.

4.2 Construction Related Emerging LAR issues: 29. A 40 feet wide land strip is acquired for intercahnegs loops carriageway following the detailed design. However, during execution of works it was identified that the interchanges loops ROW is inadequate to adjust the side slopes for elevated carriageway and providing 5 meter wide service track for the community to access their farm land on either side of the intechnages loops carriageway. Keeping in view the emrging additional land requirments at interchanges, a timed action plan was developed to finalize the design, mark additional land at site, conduct consultations with landowners and other stakehoders to explain need for additional land strip and initate land acquistion process and prepare addendum to LARP subsequently. 30. The achieved progress on the agreed timebound actions represent that the additional land stripe to be acquired has been finalized by the design engineers and marked at site, the land acquisition process and consultations with the land owners have been started. The identifed additional land strip has been notified and published under Section-4 of LAA 1894 (copy of gazette notification/Section-4 is attached as Annex-18) and respective District Collectors have been requested assessment and communicating assessed land cost for the required land on priority basis (copy of letter to District Collectors for price assessment is attached as Annex-19). After communication of assessed land cost, the requisite amount will be deposited in treasury to compelete land acquisition process under law and detailed land measurement survey and census of all affected land owners will be completed to finalize inventory of losses and prepare addendum to LARP accordingly. However, SSMC/PIU has started consultation meetings with potentially affected land owners in interchanges villages to clarify objectives for acquistion of additional land strip and elucidate land acquisition process and compensation payment timeline. Proceeding of such consultation meeting is attached as Annex-20. 31. Following achieved progress, timebound action plan (table 4.1 below) is reviewed and revised by adding some additional activities/actions elaborating land acquisition process under LAA 1894 and explaining updated status for outlined activities/actions. Meanwhile the enginnering staff has been advised to ensure construction activities are confined to allowed sections within already acquired ROW and no civil works are allowed/commenced in additional land subject to acquisition unless acquiistion is completed under law and compensation is paid to the DPs as per ADB’s policy requirments. 5. CONSULTATIONS, PARTICIPATION AND INFORMATION DISCLOSURE 5.1 Community Consultations 32. During the reporting quarter, the tasks performed by the LAR management team are discussed below: 5.1.1 Community Consultations with Male and Female DPs 33. The SSMC social mobilization team conducted consultation meetings/field visits in project affected villages of M-4 section-III. The purpose of these consultation meetings was to disseminate information about the project (including the grievance redress mechanism and role of DPCs), collect updated status of DPs and to find out contact numbers & addresses of DPs who are out of the project area. A total 74 (47 M, 27 F) consultation meetings were held in which total 443 (323 M, 120 F) DPs, members of DPCs, and local community residents were contacted. 34. The participants were informed about compensation payment process and DPs were motivated for submission of their claim and receiving compensation for the lost assets including land, crops, trees, and structures etc. These DPs were also informed and motivated to receive their income/livelihood restoration allowances as per LARP provisions. Besides LARP disclosure and information on compensation delivery mechanism, the DPs were also informed about grievance redress mechanism and role and functions of DPCs were elaborated during consultations. The PIU and SSMC will continue consultation in all identified villages to facilitate processing of claims, delivery of compensation for land award and R&R allowances in all project villages. Under the supervision of a resettlement specialist, two teams of social mobilizers will coordinate with the unpaid DPs in all affected villages. The DPs will be guided on the submission of claims and supporting documents. DPs with legal and administrative impediments will be identified, and certification statements and whereabouts of DPs will be recorded. The future plan of field activities by the social mobilization team is given in Table 5.3.

5.4 Internal and External Coordination meetings to Facilitate Compensation Payment 38. During the reporting period, a total of 28 internal and external coordination meetings were held with ADB representatives, GM M-4 Project, Director (L&S), Project Director of Section-III (A), Assistant Director (L&S) of NHA Faisalabad, Contractor of Shahadat Kandla School and SSMC team. 6. GENDER ISSUES/ANALYSIS IN LARP IMPLEMENTATION 39. Female social mobilizers coordinated with female DPs and local female community members informing them about LAR implementation arrangements and ensure their participation in the ongoing consultative process. Meetings were conducted in project villages wherein 120 females participated in 27 meetings organized in different project villages. Detail of these consultation meetings is presented in Annex-22. The gender related issues of the project were highlighted and female DPs were asked to complete their documents to get their entitled compensation. They were also asked to participate in DPC consultation meetings at the village to discuss their concerns and raise their voices to get their issue resolved.

7. GRIEVANCE REDRESS MECHANISM AND COMPLAINTS HANDLING 40. During this quarter, no new complaint was received. However, by close of reporting period, one GRC meeting has been conducted under supervision of the Director Land M-4 to review and discuss updated status of pending four complaints, required actions to address and resolve previously recorded complaints for M-4 Section-III. 41. During this quarter, the GRC recommended actions for remaining 4 complaints including 3 complaints on land measurement, 1 complaint about Payment of residential structure, the GRC recommended actions below are being followed. ‹ Measurement of Land: 3 Complaint, land measurement is in process. ‹ Payment residential structure: During last quarter, fact finding report was prepared and verification of structure was also done. Case was discussed in GRC meeting and was found genuine. So file/case was forwarded for payment. During reported period submitted file by DP was found incomplete, some documents were missing. So DP was contacted and briefed about the missing documents. Now the DP has submitted requisite/missing documents and complete file has been forwarded to LAC for issuance of voucher. Albeit, the complaint is resolved technically, however, in table below it is counted in pending complaints and will be reflected in resolved column after delivery of compensation voucher. 42. Status of complaints received, resolved and pending upto 30th September 2017 has been presented in the Table 6.1. 8. CONCLUSIONS& RECOMMENDATIONS 8.1 Conclusions 43. Overall, 1,391 acre (93.18%) of the acquired land has been compensated, with 4628 DPs (73%) having received their compensation payments. Compensation for the remaining 101.73 acre (6.81%) of acquired land has yet to be disbursed to the 1,737 DPs (29.29%) due to legal and administrative impediments. Acqusition of 21.9 acres of land owned by 119 DPs in two villages for Abdul Hakeem interchnage and Kabirwala interchange is still in process. The achiveed progress in delivery of entitlled R&R allowances represent that 80.93% of entitled allowances cost has been disbursed to entitled DPs. Meanwhile the DPs with impediments are being approached to record additional documents and assist them in delivery of compensation as and when they show-up after resolving their issues. 44. The construction works on new school building are in progress, buidling structure of one block has been compelted and was being plastered while structure of other block was at roof stage and steel fixing of RCC roof was in progress by close of monitoring period. A close follow-up is continued for early compeletion of constrcution and shifting of classes of new school buildings. 45. Progress on timed action plan for emerging land need at interchanges represent that the timelines for marking additional land along interchanges loops and finalize addendum LARP are being followed. Achieved progress on differnet activities and revised/updated timles are discussed and provided under section 4.2 of the report. 8.2 Recommendations 46. The following actions will be initiated or continued to facilitate the completion of all pending compensation payments: • Unawarded 21.9 acres interchanges land: PIU will coordinate and assist the LAC to complete the process and nnounce land awrads for 21.9 acres of unawarded interchnages land owned by 119 DPs by 15 November 2017. • Pending Payment of Allowances and DPs with Legal and Administrative Impediments: PIU and SSMC will maintain a close liaison and shall continue their outreach activities to mobilize and assist DPs in processing of their claim files and payment of entitled allowances. During field visits, additional documentation for DPs with different categories of impediments will be recorded. The PIU staff will also increase coordination with LAC/Revenue staff Sec-III to boost up payment process. • DPs living out of project area with country or overseas. With assistance of the locals and village notables, efforts will be continued to record wherabouts of DPs living out of project area, approach and coordinate with DPs (where ever possible) for recording additional documents and mobilizing them to show-up for submission of claims. In case of DPs whose whereabouts are unknown, the certification statement form village notables will be recorded. • DPs with Inheritance Mutation issues: The efforts will be continued to ccordinate with legal heirs of the DPs to record certification staments and mobilizing them to get their inheritance mutation recorded in the land records. Meanwhile, the legal heirs will be assisted for early inheritance mutations in land record and delivery of compensation as and when they come-up with valid title documents as per recorded mutations. • Underage (Juvenile) DPs: The efforts will continue to approach and guide elders/natural guardians of underage DPs for getting legal guardians certificates to receive compensation. Meanwhile statements will be recorded confirming DP’s understanding that compensation will be made when they come-up with the required legal guardian certificate.

• DPs with meager compensation amounts or lack of interest to take compensation: Efforts will be ensured to motivate DPs to submit compensation claims with the required supporting documents. For DPs who are unwilling to claim meager compensation amounts, statements to that affect will be recorded from willing DPs. 47. For timely compeletion of the new school buildings and handling of emerging land acquistion for interchnages loops carriageway follwing actions are recommended. • The PIU PD and Engineering staff will closely laise with the District Administeration, Education and Buildings Departments of Khenewal and the contarctor enagaged by District Buildings Department Khenewal for timely completion of school buildings to ensure the classes can resume in new school buildings by November 2017. Meanwhile, SC and the SSMC team will ensure the contarctor should abstain working at site between RD 147+250-147+600. • Time bound action plan, as provided in table 4.2, for acquiring additional land strip and preparing addendum to LARP to addresse emerging need for additional land to provide service roads along interchanges loops carriageway will be followed The additional land will not be allowed for construction untill land acquisition is completed and the contractor will be bound to restrict construction in the acquired and handed over ROW.
