1. INTRODUCTION 1.1 Background 1. This report is the 5th internal quarterly monitoring report (April - June 2017) on the implementation of LARP for the National Motorway M-4 Gojra-Shorkot-Khanewal Section Project (Additional Financing) (hereinafter referred to as the Project) co-financed by ADB, AIIB and DFID. 2. TheProject starts at chainage120+268 at Mouza Kakki Kohna, crossing through various rural settlements, and ends at chainage184+487 km in Mouza Shamkot (near Khanewal city). Civil works include the construction of a four-lane dual carriage way with four (4) interchanges located at chainage 148+400 km (Abdul Hakeem Interchange), 166+00 km (Makhdoompur Interchange), 178+070 km (Kabirwala Interchange) and 184+00 km (Khanewal Interchange). The project is located in the districts of Jhang and Khanewal. The location map of the project is given in Figure 1.

Figure 1: Location Map of M-4 1.2 Land Acquisition and Resettlement Impacts 3. The project requires 64 km of 100 meter ROW for the carriageway and 40 meter ROW for the interchange loops. A Land Acquisition and Resettlement Plan (LARP) was finalized, approved and disclosed by ADB in January 2016. 4. Table 1.1 provides a summary of LAR impacts and number of DPs, while Table 1.2 shows the number of DPs entitled to various allowances.

1 Additional 43 co-owners of the affected plots were identified after the announcement of land awards for the interchange loop in two villages (Alipur and 14-V) increasing the number of DPs losing land from 6438 to 6484. 2 Due to acquisition of land, the land owners/DPs also face loss for assets like structures, trees and crops that are appended to acquired land. So, the DPs mentioned against losses other than land are also counted above in the Land Owner DPs. In structure, a mount increased as 0.417 million and 29 DPs decreased in Structure as per actual revenue record and duplication has been removed. 3 For two public schools total Rs: 30,103,687 (for Land Rs: 5,239,687 and for structure construction of both schools Rs: 24,864,000) and Rs: 972557 for three mosques has been paid to relevant authorities.

5 5. The PMU Land Acquisition Unit for M-4 handles LARP implementation and internal monitoring, with support from its Social Safeguards Management Consultants (SSMC). Quarterly internal monitoring reports are prepared and shared with the NHA EALS and ADB for review and disclosure. This 5th internal monitoring report covers LARP implementation from January to March 2017. 1.3 Objectives of the IMR and Monitoring Indicators 6. This 5th Internal monitoring report (IMR) provides details of the following aspects: i) Delivery of compensation against acquired assets and allowances; ii) Community consultations, and information dissemination measures for effective safeguards management and disbursement of compensation. iii) Updates on the grievance redress mechanism; and iv) Recommendations to improve safeguards management and facilitate disbursement of compensation payments and allowances 1.4 Monitoring Methodology 7. This quarterly monitoring report is based on a review of: i) LAR institutional arrangements, ii) monthly progress reports; iii) social mobilization activities and community consultation initiatives; iii) measures implemented to improve coordination between LAR implementation units in PMU/PIU and line government agencies; iv) DP outreach activities for LARP disclosure and compensation delivery; v) grievance redress mechanism and complaints recording/tracking systems; and vi) compensation records.

6 2. LARP IMPLEMENTATION STATUS

Out of 1514.6 acres of privately owned land that need to be acquired, 1492.15 acres (1461.97 acres for the main carriageway ROW and 30.18 acres for Interchange loops ROW) has been awarded covering 6363 DPs (6218 DPs for the carriageway ROW and 145 DPs for interchanges ROW). The land acquisition process is yet to be comeleted for remaining 21.9 acres of interchanges ROW land owned by 119 DPs in two villages including 16.92 acres in Jalapahore for Dinpur Interchange and 5.54 acres in village 15- V for Kabir wala interchange. The acquired 30.2 acres of land for the interchanges include 16.55 acres in Alipur and Hassanpur villages for Makhdumpur interchange and 13.63 acres in village 14-V for one loop of Kabirwala interchange. 9. 10. Further, the efforts were continued to compelete land acquition process and announce awards for reamaining 22.46 of intercahnges land in theree villages. Resultantly,, the land award of 0.56 acre of one village, (Umeed Garh) of Abdul Hakeem Interchange has been announced after completing legal porcess. For remaining 21.9 acres unacquired interchanges ROW land in village Jala Pahore (Abdul Hakeem interchange) and village 15-V (Kabirwala Interchange) efforts to compelet Legal process and subsequent award of land continued and by close of the monitoring period the achieved progress in completing legal process for unawarded interchanges land of two village is as follow: • Jalla Pahore and 15-V: Notifications u/s 5 has been forwarded to printing press for publication and notification 6 will be published after publication of notice 5 and compeleting process under Section 5-A of LAA. • The legal proceedins under section-9 and 10 can be compeleted by close of August 2017 and land award of 21.9 acres interchanges ROW land could be announced under Section 11 of LAA by Septmeber 2017.

For the carriage ROW land the compensation payment is almost complete but the efforts to outreach and facilitate unpaid DPs having legal and administered impedimnets continued along with delivery of comensation for acquired 30.74 acres fo interchanges ROW land. From April to 30 June 2017, compensation amount Rs 24.78 million has been paid to 88 DPs (including 52 DPs for interchanges ROW land and 36 DPs of main carriageway ROW) for acquired assets i.e. land and land based assets, and an amount Rs. 1.359 million was paid for various entitled allowances. The compensation payment progress for acquired 30.74 acres interchanges ROW land (16.55 acres for Makhdumpur interchange, 13.63 acres for Kabirwala Interchnage and 0.56 acres for Abdul Hakeem Interchnage) in four villages represent disbursement of 83% entitled compensation amount to 48 payable DPs (45 %) against 16.55 acres acquirred land in two village 4 for Makhdumpur interchange. In case of Kabirwala interchnage only 10% compensation amount was paid to 4 DPs and unpaid DPs were coordinated to submit and process their claims duirng monitoring period while for 0.56 acres land acquired for Abdul Hakeem interchange the payment is yet to start.

Abstract of the progress made during the reporting period are provided in the bullets below and a comparative summary of implementation progress since last monitoring report is provided in table 2.2: 2.1 Compensation Payment Disbursement: • Land Compensation : Compensation claims for 88 DPs were processed and entitled compensation amount Rs. 21.237 million was paid accordingly;

7 • Payment of Crop Compensation: Compensation amount Rs. 1.309 million was paid to 16 DPs entitled for crop compensation; • Payment of Structure: Compensation amount Rs. 2.059 million was paid to 10 DPs ; • Payment of Trees: Compensation amount Rs. 0.175 million was paid to 9 DPs ; • Rehabilitation and livelihood restoration allowances: ‹ Additional Crop Compensation: Compensation amount Rs. 0.351 million has been paid to 11 DPs; ‹ Payment of Livelihood Allowance: Compensation amount Rs. 0.080 million has been paid to 2 DPs and ; ‹ Payment of Transport Allowance: Compensation amount Rs. 0.045 million has been paid to 2 DPs ; ‹ Payment of Business Allowance: Compensation amount Rs. 0.040 million has been paid to 1 DPs ; ‹ Payment of Vulnerable Allowance: Compensation amount Rs. 0.753 million has been paid to 19 DPs ; ‹ Payment of Employment Loss: Compensation amount of Rs. 0.080 million has been paid to 2 DPs. ‹ House Rent: Compensation amount of Rs. 0.010 million has been paid to 1 DPs 2.1.1 Payment of Land Compensation for awarded land By end June 2017, Rs. 1324.90 million (92.447%) compensation payment for 1,384.64 acres (92.76%) of acquired land from 4597 entitled DPs (72.22%) has been paid. For the unawarded 21.9 acres of land for the interchanges, compensation for the 119 DPs can start after announcement of land awards. During the reporting period, land award of 0.56 acre of Umeed Garh village has been completed Meanwhile, PMU/PIU continued its efforts to address legal anomalies and ensure early annoucement of award of 21.9 acres of unawarded interchanges land and it is expected that the awards could be announced by Septemeber 2017. Village wise payment details is added as Annex-1. 2.1.2 Payment of Crop Compensation 13. As of June 2017, Rs. 101.796 million for crop compensation for 1044 DPs was due for awarded crop area. Of which, Rs 84.232 million (82.75%) has been paid to 807 DPs (77.30%). Village-wise crop compensation payment status is in Annex-2. 2.1.3 Payment of Structures 14. The total amount of compensation for affected structures, including tube wells & hand pumps for 249 DPs is Rs. 109.023 million. Out of which, the payment of Rs. 96.106 million (88.15%) has been paid to 220 DPs (90.91%) as of June 2017. Village wise payment details is added as Annex-3. 2.1.4 Payment of Trees 15. For tree losses, compensation of Rs. 78.082 million is due to 737 DPs. This includes Rs 70.224 million for 705 DPs with land award and Rs 7.858 million for 32 DPs with pending land award. Of these, compensation for tree losses amounting to Rs. 65.115 million (92.65%) has been made to 554 DPs (78.47%). Village wise payment status is shown on Annex-4: 2.1.5 Payment of Allowances 16. Total amount of rehabilitation allowances is Rs 66.982 million. Of which, Rs 54.123 million (80.80%) has been disbursed up to June 2017. PIU/SSMC team will continue to

8 to reach, motivate and guide DPs so they can receive these allowances. Focus will be made to those who are vulnerable and severely affected DPs. The village wise compensation payment status for entitled and paid different R&R allowances is given as Annex -5 to Annex -11.

3. Pending Payments 3.1 Reasons for unpaid DPs 17. The main reasons of delayed payment are legal and administerative impediments faced by the DPs due to which they are not showing up to claim compensation. Duirng reporting period the data for unpaid DPs was reviewed and efforts were continued to outreach and faciliate the unpaid DPs in different categories of impediments for compensation disbursment and recording additional documentations. Based on field verifcation list of upaid DPs falling in different categories of impediments were revised and updated during this monitoring period. As per updated list of unpaid DPs, the impediments/reasons contributing towards the delay in payments are described below while number of unpaid DPs against each impediment/reason are sumarized in table 3.1: • Delay in land awards for intaercnhanges ROW land : As per the LAA, land is considered legally acquired once the land award has been notified and compensation payment has been made. In case of interchanges ROW land, the compensation payment for awarded 30.74 acres continued during reporting period and the left over unpaid DPs are 93 who will be coordinated to complete payment duirng next monitoring period. Land award for the remaining 21.9 acres of interchanges ROW land in two villages (one village for Abdul Hakeem Interchange and one village for Kabirwala Interchange) owned by 119 DPs is still under process and which could be compeleted by the end of September 2017. • Inheritance mutation issues: Heirs of deceased land owner DPs can be compensated after recording of inheritance mutation in the land record. For 115 DP (heirs), the inheritance mutation has not been recorded in the land records and land has not been transferred to the legal heirs. After inheritence mutation has been completed, heirs of deseased DPs will receive their payments. • Living out of project area: As per LAA 1894, DPs have to submit their claims and receive compensation after due verification of their documents. Currently, there are 404 absentee landowner DPs living in other places/cities in the country (400 DPs) and out of country (4 DPs) are not following up to collect compensation. • Meager 10 Compensation Amounts and other reasons: About 979 DPs living in the affected or nearby villages have not showed up to claim compensation either due to meager compensation amounts, lack of interest to submit claim or some other reasons well known to them. • Title Disputes/court cases: 106 Landowners/DPs have title disputes that have not been resolved. The compensation could not be paid to them until land title issues are resolved/decided by the competent revenue authorities/courts. • Underage DPs (Juvenile) or DPs lacking CNIC 11 : There are 71 DPs who are either of underage (juvenile) or lack identification documents like computerized national identity card (CNIC).

10 Compensation amount up to Rs. 5000 is defined as meager amount and it is likely most of the DPs in this category may lack interest in claiming compensation following prevalent payment mode under LAA 1894. 11 CNIC, Computerized National Identity Card.

3.1 Facilitation provided to DPs in Processing of Claims 18. During reporting quarter, SSMC team in collaboration with M-4 Land and Resettlement Unit visited the project effected villages of districts Jhang and Khanewal to: i) locate, motivate and guide DPs and heirs of deceased DPs; ii) facilitate delivery of compensation to the remaining unpaid DPs; and iii) record current residential addresses of those living out of project area; and iv) obtain certification statements of the guardians of juvenile and legal heirs of deceased DPs regarding payment of compensation as and when they approach with requisite legal/title documents. Besides, duirng monitoring period, the lists of DPs in differnet categories of impediments were reviewed and updated based on field vrefications and accordingly the database was revised by readjusting the numbers of unpaid DPs in different categrories of impediments. The table 3.2 below highlights the payement progress achieved against different categories of unpaid DPs and updated number of remaining unpaid DPs (as of 30 June 2017) in differnet categrories of legal and administerative impediments.

19. Meanwhile, efforts were continued to facilitate DPs in resolving their impediments and disburse compensation during next monitoring epriod. Particularly, the DPs living in project corridor and the legal heirs of deceased DPs were visited and facilitated to get requisite title documents after mutations in the land records and legal heirs of deceased DPs who got mutations of land were assisted in preparing their compensation claims. Accordingly, during monitoring period, land compensation claim files for 44 DPs were finalized and submitted to PIU staff for further processing and delivery of entitled resettlement allowances in next monitoring period. Table 3.3 below provides village-wise number of files processed and submitted for payment of entitled allowances.

3.2 Efforts exhausted to approach unpaid DPs for additional documentation 20. During the reporting period, project villages were visited by the PIU/PMU and unpaid DPs were approached through their relatives/local residents. The contact details of DP’s living outside the project were asked and recorded and the legal heirs of the deceased DPs were motivated for early mutations in land record. Certification statements from 387 DPs acknowledging their awareness that compensation will be provided upon resolution of the legal and administrative issues related to their compensation have been collected. Scanned copies of (sample) filled forms are attached as Annex-12, 13, 14, 15 and 16 . Table 3.4 below demonstrates the approaches made to address cases with legal and administrative impediments.

During the reporting period, the process of land acqusition of remaining unawarded is continued. 3.3 Assessment on Compensation Uses by DPs: 21. During the reporting period, along with locating and approaching unpaid DPs for additional documentation and mobilization of DPs to collect their compensation, SSMC team started to collect information on utilization of payment of land and structures by DPs of M-4 Section-III Project. For the purpose, team developed a questionnaire to collect the information from DPs which is is attached as Annex-17. The DPs were consulted and interviewed to collect informetaion on predominant use of compensation amount and assess restroartion of their residential and productive assets. The analysis of collected data on utilization of compensation amount for acquired assets (structures, land and other asstes) is presented in tables 3.5 A, 3.5 B and 3.5 C below: 22. In structure categroy 62 DPs, in land categroy 15 DPs and 4 DPs in other assets (water supply pumps and tubewells) categroy were interviewed to assess prodictive (i.e use of compensation for reconstruction/establishment of replacement structure or assets) and non productive uses (use of compensation on other household needs) of compensation by the DPs. The results represent that 97% DPs in structrue categroy, 80% DPs in land catrgroy and 100% DPs in other assets categfroy utilized their compensation productive purpose i.e to re-establish their lost assets. The results of interviewed DPs highlighted that the DPs entitled for sizable compensation amount utilized it on productive purposes while the DPs entitled for meager amounts used the compensation on non-productive uses. 4 RELOCATION OF SCHOOLS and Construction related Emerging LAR issues. 4.1 Relocation of Schools 24. Two affected schools including one partialy affected primary school at village Traili and one significantly affected elementary (middle) school at village Shahdat Kandla required relocation. Compensation for land and construction of new building for the schools was deposited in district treasury at the disposal of the district administration for relocating the schools. For early completion of land acqusition, tendering and award of works for schools a close liasion was maintained with the local administeration duirng reporting period. Achieved progress for construction of new school building to relocate schools is presnted below. • Land acquisition of school: Land acquisition for construction new school buildings has been completed and after land awards for 20 kanal and 4 marla land in May 2017, compensation has been paid to DPs and the land is mutated in the name of school by local district administration. • Tender of construction: Tendering/bidding process for award of works for school construction was completed in previous monitoring period and civil contracts for construction of new school buildings were awarded in April 2017. Subsequent to contract award, the contractors were mobilized and site possession for construction of new school buildings was handed over in May 2017 by local district administration. • Commencement of Construction of Schools: The construction works for both schools i.e primary school at Tirholi and elementary school at Shahadat Kandla have been started and were ongoing during monitoring period. The foundations works for school builiding were completed and the contarctor showed commitment to complete the construction in minimum possible time to ensure schools are ready before or by October 2017.

However, the partly reatined affected school building are used to continue school service at site and the local governmnet and the contractor have been requested and being followed to ensure that schools are ready and calsses are started in new school buildings after summer vacation i.e in Septemebr 2017. Particularly, the contarctor engaged on elementary school and the school administeration have been pushed to ensure one block of elementary school is ready and handed over to school administeration for resuming class in partly ready building immediate after summer vacations. In this regards, a close liaison and follow-up will be continued with the school administration, disctrict government authorities and contractors duirng next monitoring period. 4.2 Construction Related Emerging LAR issues: 26. A 40 feet wide land strip is acquired for intercahnegs loops carriageway following the detailed design. However, during execution of works in M-4 Gojra-Shorkot Section (M-4 Section-II) it was identified that the interchanges loops ROW is inadequate to adjust the side slopes for elevated carriageway including 5 meter wide service track for the community to access their farm land on either side of the intechnages loops carriageway. Nonetheless the loops carriageway roads can be completed within acquired ROW by making some design adjustments like reatining walls, managing horrizental and verticle side slopes into 1.5:1 (maximum) and excluding service track on either side of loop carriageway but this will restrict landowners to access their farm lands. 27. Keeping in view the emrging requirement for additional land along interchanges loops in M-4 Gojra-Shorkot Section (M-4 Section-II), it is envisaged that the same issue will happen for M-4 Shorkot-Khenewal Section (M-4 Section-III). Hence, the engineering sections has be requested to finalize design with additional land indicated and marked at site for further assessment and initiating land acquisition process under LAA 1894. The adjoining land owners have been consulted and calrified about need and objectives of additional land strip to be acquired and it is ecplained that the acquisition is necessary to provide 5 metere wide service tracks on either sides of the loops carriageway to facilitate the land owners for accessing their farm land without any constraint and dissurption. 28. The design indicating additional land stripe to be acquired is being finalized by the design engineers and, immediate after design with additional land to be acquired is final and marked at site, the land acquisition process will be started and addendum to LARP to addrss emerged LAR issues will be prepared and submitted to ADB for review and concurrence. A time bound action plan to acquire additional land and finalize the addendum LARP has been finalized in consultation with the engineering staff. Meanwhile the enginnering staff has been advised to limit the construction within already acquired ROW ensureing no works are commenced in additional land to be acquired unless the acquisition is complete and compensation is paid to the DPs as per ADB’s policy requirments. A timed action plan for acquisition of additional alnd and prapration of addendum LARP is presented in the table 4.1 below. 5 CONSULTATIONS, PARTICIPATION AND INFORMATION DISCLOSURE 5.1 Community Consultations 29. During the reporting quarter, the tasks performed by the LAR management team are discussed below: 5.1.1 Community Consultations with Male and Female DPs 30. The SSMC social mobilization team conducted consultation meetings/field visits in project affected villages of M-4 section-III. The purpose of these consultation meetings was to disseminate information about the project (including the grievance redress mechanism and role of DPCs), facilitate disbursement of compensation payment, collect updated status of DPs and to find out contact numbers & addresses of DPs who are out of the project area. A total 77 (48 M, 29 F) consultation meetings were held in which total 570 (422 M, 148 F) DPs, members of DPCs, and local community residents were contacted. 31. The participants were informed about compensation payment process and DPs were motivated for submission of their claim and receiving compensation for the lost assets including land, crops, trees, and structures etc. These DPs were also informed and motivated to receive their income/livelihood restoration allowances as per LARP provisions. Besides LARP disclosure and information on compensation delivery mechanism, the DPs were also informed about grievance redress mechanism and role and functions of DPCs were elaborated during consultations. 34. Under the supervision of a resettlement specialist, two teams of social mobilizers will coordinate with the unpaid DPs in all affected villages. The DPs will be guided on the submission of claims and supporting documents. DPs with legal and administrative impediments will be identified, and certification statements and whereabouts of DPs will be recorded. The future plan of field activities by the social mobilization team is given in Table 5.3.

5.4 Gender Issues/Analysis in LARP Implementation Female social mobilizers coordinated with female DPs and local female community members informing them about LAR implementation arrangements and ensure their participation in the ongoing consultative process. Meetings were conducted in project villages wherein 148 females participated in 29 meetings organized in different project villages. Detail of these consultation meetings is presented in Annex-19 . The gender related issues of the project were highlighted and female DPs were asked to complete their documents to get their entitled compensation. They were also asked to participate in DPC consultation meetings at the village to discuss their concerns and raise their voices to get their issue resolved.

6 GRIEVANCE REDRESS MECHANISM AND COMPLAINTS HANDLING 36. During this quarter, two complaints about elctricity meter payment were received. These complaints were logged in the grievance record register. Field investigations were carried-out. Complainants were reviewed and discussed in the monthly meeting of the grievance redress committee (GRC). 37. As of close of reporting period, three GRC meetings have been conducted under supervision of the Director Land M-4 to resolve previous pending and newly recorded complaints for both M-4 Section-II and III. In these three GRC meetings, complaints received during the reporting period and previous pending complaints were discussed.

38. During this quarter, the GRC recommended actions for 2 new recorded complaints have been implemented and complaints stand resolved. For remaining 4 complaints including 3 complaints on land measurement, 1 complaint about Payment of residential structure, the GRC recommended actions below are being followed. ‹ Measurement of Land: 3 Complaint, land measurement is in process. ‹ Payment residential structure: Fact finding report has prepared and verification of structure has been done. Discussed in GRC meeting, case found genuine. Now case has been forwarded for payment. 39. Complaints received during the reporting period are presented in the Table 6.1. Detail of complaint handled and processed by type is presented in Annex-20. Previously pending/in- process complaints have also been resolved and detail of the complaints handled and processed by type has been presented in Annex-21 and 22. 7 CONCLUSIONS& RECOMMENDATIONS 7.1 Conclusions 40. Overall, 1,384.64 acre (92.8%) of the acquired land has been compensated, with 4597 DPs (92.5%) having received their compensation payments. Compensation for the remaining 107.53 acre (7.2%) of acquired land has yet to be disbursed to the 1,766 DPs (7.5%) due to legal and administrative impediments. Acqusition of 21.9 acres of land owned by 119 DPs in two villages for Abdul Hakeem interchnage and Kabirwala interchange interchanges is still in process. 41. Progress was achieved in the payment of R&R allowances. By close of the monitoring period, 80.80% of the allowances have been disbursed. DPs who already ollected their land compensation are being assisted to receive their claims for R&R allowance. Those with impediments are assisted in resolving their issues. 42. The land to relocate affected schools at two locations has been acquired, contractors have been engaged and mobilized for constrcution of new school buildings in acquiured land by the local government i.e the buildings department. The construction works have been started, however, a close follow-up is required for early constrcution of new school buildings. 43. Meanwhile based emerging need for acquisition of additional land strip to provide service road along the interchanges loops carriageway in M-4 Section-II, the design and engineering staff in M-4 Section-III is advised to review interchnages loops carriageway design parameters with acquired ROW land and if required mark additional land at site for initiating land acquistion process. A timed action plan to reassess and mark additional land along interchanges loops and finalize addendum LARP is prepared and provided under section 4.2 of the report. However, except allowing construction on culverts, site possession of acquired interchanges ROW land where copmpensation payment is not completed or the land acquisition is under process have not been handed over to the contractor for construction activity. 7.2 Recommendations 44. The following actions will be initiated or continued to facilitate the completion of all pending compensation payments: • Unawarded 21.9 acres interchanges land : PIU will coordinate and assist the LAC to get notifications under sect 5 and 6 published for 21.9 acres of unawarded interchnages land owned by 119 DPs, full fill legal requirments under Section 9 and 10 by August 2017 and announce land awards under section 11 by Septemeber 2017. • Pending Payment of Allowances and DPs with Legal and Administrative Impediments : PIU and SSMC will maintain a close liaison and shall continue the outreach activities for DPs in processing of their claim files and payment of entitled allowances. The PIU staff will also increase coordination with LAC/Revenue staff Sec-III to boost up payment process. During such field visits, additional documentation of DPs with different categories impediments will be recorded. • DPs living out of project area with country or overseas . With assistance of the locals and village notables notices will be delivered through registered mail on DPs known address and telephonically where possible. In case of DPs whose whereabouts are unknown, the certification statement form village notables will be recorded. • DPs with Inheritance Mutation issues: The legal heirs of the DPs will be coordinated and certification staments will be recorded confirming payment of compensation will be made as and when they will come-up with requiste title documents after mutation in land

records. Legal heirs will be assisted for early inheritance mutations in land record and delivery of compensation as per recorded mutations. • Underage (Juvenile) DPs: The elders/natural guardians of underage DPs will be approached for getting legal guardians certificates. Statements will be recorded confirming DPs understanding that compensation will be made when they come-up with the required legal guardian certificate. • DPs with meager compensation amounts or lack of interest to take compensation: Efforts will be ensured to motivate DPs to submit compensation claims with the required supporting documents. For DPs who are unwilling to claim meager compensation amounts, statements to that affect will be recorded from willing DPs. 45. For timely compeletion of the new school buildings and handling of emerging land acquistion with interchnages loops carriageway for providing service road to the adjoining land owners follwing actions are recommended. • The PIU PD and Engineering staff will closely laise with the District Administeration, Education and Buildings Departments of Khenewal and the contarctor enagaged by District Buildings Department Khenewal for timely completion of school buildings to ensure the clases can resume in new school buildings by Septemeber 2017. • The SC and the SSMC team will ensure the contarctor should abstain working at site during school hours. • For emerging need for additional land strip to provide service roads along interchanges loops carriageway, the PMU Land staff and SSMC team will ensure land acqusition is comepleted and addendum LARP is preprared and implemented as per time bound action plan provided in section 4.2 of the report. The additional land will not be allowed for construction untill land acquisition is completed and the contractor will be bound to restrict construction in the acquired and handed over ROW.
