Either full bid for all the work or district level partial bid on lots will be accepted. 1. The time for the completion of the Works is Six and Half (6.5) months for each lot. 2. Bids in sealed envelops must be delivered to the address below on or before 1500 hours (Kabul time) on 21st October 2009. Late bids will be rejected. Bids submitted by email or fax will not be accepted. General 1. Scope of Bid 1.1 The Employer,1 as named in the Contract Agreement (form of), invites bids for the construction of Works as summarized in the Bid Data Sheet (BDS). The name and identification number of the Contract is provided in the BDS. 1.2 The successful bidder will be expected to complete the Works within the Time for Completion stated in the Contract Agreement. The Time for Completion shall be calculated from the Commencement Date. 1.3 Throughout these Bidding Documents, the term “writing” means any hand-written, typewritten, or printed communication, including facsimile transmission, and “day” means calendar day. Singular also means plural. The word “bid” is synonymous with “tender” and the words “bidding documents” synonymous with “tender documents”. 2. Source of Funds 2.1 The Employer intends to apply a part of the funds made available by the European Commission (EC) to eligible payments under the Contract for which these bidding documents are issued. 3. Fraud and 3.1 The attention of the bidders is drawn to the United Nations Corruption regulations on the prevention of fraud and corruption, in Clause 61 of the General Conditions of Contract for Civil Works which shall apply also to any bidder. 4. Eligibility 4.1 Bidders shall be legally incorporated entities, or groups formed by such as joint ventures, which have been invited by the Employer to participate in this bid. 5.     Afghanistan Flash Floods Situation Report No. 7 as of 1800h (local time) on 15 May 2014 This report is produced by OCHA Afghanistan in collaboration with humanitarian partners. It was issued by OCHA Afghanistan. It covers the period from 24 April to 15 May 2014. The next report will be issued on or around 20 May 2014. Highlights The number of flood-affected people is 115,500 in 17 provinces and 97 districts. Following new assessments, the numbers of people affected by floods has reduced by about 6,000, while increased by one additional province (Khost) and nine new districts. Jawzjan, Faryab, Sari Pul remain the most affected provinces, accounting for two thirds of all the flood affected to date. Assessments and immediate relief distributions have been taken place in 80% of all affected districts. Relief distributions are ongoing in the most-recently affected districts and for some sectors. Sufficient relief stocks remain in country for the response. Constraints on access remain due to ruptured roads. The Mazar-Kabul highway has been repaired in Balkh, allowing only passenger vehicles to use it. There are no material changes on security related access. More and more attention is on the planning for the rehabilitation and rebuilding of damaged and destroyed homes (over 8,300), infrastructure and livelihoods. Land allocation and restitution to areas which are less prone to recurrent floods, is one way of incorporating disaster risk reduction in a meaningful way. Ongoing Response Activities Northern/North Eastern: Food and NFI response for 320 flood affected families in Mazar-e-Sharif city, Khulm and Chemtal district is ongoing. ARCS started NFI distribution to 116 flood affected families in Khwaja Halwan area of Pul-e- Khumri City and distributed NFIs to 47 flood-affected families in Kaftar-Khana area in Doshi district. WFP, IOM and ACTED are planning food and NFI distribution to 241 flood affected families in Pul-e-Khumri City, Baghlan province. Central: 723 conflict IDP families were assisted with food and NFIs in Nejrab district of Kapisa province. Food and NFIs were distributed to 26 flood affected families in Daykundi province. Countrywide Conflict Displacement In Khost province, 103 newly arrived Pakistani refugees were assisted by UNHCR through distribution of NFI and tents, and Northern/North Eastern: Initial reports from ANDMA and 86 families received NFI assistance from IOM in Paktya. Part of ongoing research and programming by the United States Institute of Peace (USIP) on how community- based approaches can improve women’s access to justice, this report is based on a time-limited ethnographic study of women’s disputes in five provinces of Afghanistan between March 2011 and January 2012. This study was conducted in cooperation with the Women Activities and Social Services Association, the Organization for Human Welfare, and the Afghanistan Human Rights and Democracy Orga- nization. It was funded by the U.S. Agency for International Development’s Office for Democracy and Governance and the U.S. Department of State’s Bureau for International Narcotics and Law Enforcement. ABOUT THE AUTHORS Tim Luccaro, USIP’s senior program officer in Afghanistan for three years, has worked on issues related to tradi- tional dispute resolution, women’s access to justice, and nonviolent conflict resolution in Afghanistan since 2010.     Chronology of Events in Afghanistan, August 2003* August 2 Afghan governor survives assassination attempt. (Radio Afghanistan) The governor of Urozgan Province survived an assasination attempt. Officials in Urozgan Province discovered and defused a bomb 5 km from Urozgan Province at midnight when the governor of the province, Jan Mohammad, was on his way home. The bomb was connected to a remote control device. The governor of Urozgan confirmed the incident and said a person named Mowlawi Noman and his alleged foreign accomplice had been arrested in this connection. According to the governor of Urozgan, Mowlavi Noman and his accomplice “confessed” to implement this plot upon receiving a huge amount of money. Iran deports young Afghans without the knowledge of their families. (Afghan news agency Herat News Centre) Afghan sources reported that Iranian police were forcefully deporting young Afghan girls and boys to Afghanistan without the knowledge of their families. A humanitarian official working in the border for refugees said: “The process of deporting refugees began one-and-a-half years ago. However, the process has seen a major rise over the last past weeks. Even, those with legal documents have been deported from Iran.” The same organization in Herat City reported that the deportations of Afghans took such a momentum that even some members of the families were deported without the knowledge of their families. The agency is especially concerned with the deportation of the young boys and girls who are sent across the border to Afghanistan without giving notice or information to their families. Between 7 and 10 April 2020, armed clashes between ANSF and an NSAG displaced 200 families (approximately 1,400 people) in Taloqan city 39.5M and Baharak district in Takhar province. Reportedly, four civilians were killed 5% funded (US$) in 2020 and five people were abducted at an NSAG checkpoint in Kunduz province. AFGHANISTAN HUMANITARIAN Reportedly, flooding caused the destruction of houses and affected 47 people FUND (AHF) 2020 in Chall and Cha-ab districts in Takhar province on 7 April. 7M 2,681 people affected by conflict received humanitarian assistance in Baghlan, Kunduz and Takhar provinces. Moreover, 1,267 internally displaced persons Contributions (US$) (IDPs) affected by conflict were assessed and will receive assistance in the 17.06M coming days in Badakhshan and Baghlan provinces. Pledges (US$) The partial lockdown introduced by provincial authorities to stem the spread of 3.95M COVID-19 reportedly caused a spike in food prices across the northeast.
