EQUIPMENT AND MACHINERY LIST This must include details of the location and owner of machinery such as (Concrete Mixer, Vibrators, and Dump Truck), to be used for the project. COMPANY PROFILE and AISA Certificate; This must include the address of the company office and a valid AISA Registration Certificate BILL OF QUANTITIES; The BoQ to be properly filled and clear, the Total prices at the end of each lot and the Grand Total at the end of prices summary should be given both by numeric and words WORK PLAN( IMPLEMENTATION SCHEDUALE ) This must include the sequence and duration of ALL activities you propose to undertake to complete the works. The work plan should show that you understand the works to be undertaken on daily basis. For the Rehabilitation of justice facilities at 10 districts in 5 provinces (Jawzjan, Balkh, Baghlan, Kunduz and Badakhshan,) INVITATION TO BID Subject: ITB NO.9251-for the Rehabilitation and Refurbishment of Justice Facilities at five Provinces of Afghanistan (Jawzjan, Balkh, Baghlan, Kunduz and Badakhshan)” The United Nations Development Programme (hereinafter the “Employer”) invites sealed bids from eligible bidders for rehabilitation and refurbishment of Justice Facilities at district level at ten districts in five provinces of Afghanistan (JAWZJAN,BALKH,BAGHLAN, KUNDUZ AND BADAKHSHAN). Either full bid for all the work or district level partial bid on lots will be accepted. 1. The time for the completion of the Works is Six and Half (6.5) months for each lot. 2. Bids in sealed envelops must be delivered to the address below on or before 1500 hours (Kabul time) on 21st October 2009. Late bids will be rejected. Bids submitted by email or fax will not be accepted. Bidders are advised to consult and arrange courier well in advance to allow receipt of bids on or before the Deadline for submission of Bids. 4. The ITB is split into Five (5) separate lots with each lot having an independent technical requirements and price Schedule. Bidders may submit bid for one or all lots. Rehabilitation of Detention Centre including one water bore well in Dehdadi district and Rehabilitation of Detention Centre LOT. 2 in Nahri Shahi district of Balkh Province Partial bids within the lot will not be accepted Rehabilitation of one Primary Court, five Justice official residence houses, and six water bore wells in Baghlan-e- LOT. 3 Jadeed district and one Justice official residence house including a water bore well at Doshi district of Baghlan Province Partial bids within the lot will not be accepted LOT. 4 Digging of three water bore wells in Primary Courts of Khan Abad, Imam Sahib and Archi districts of Kundz province Partial bids within the lot will not be accepted Rehabilitation of Primary Court and one water bore well for Kishem district and Primary Court including a water bore well LOT. 5 for Jirum district of Badakhshan Province Partial bids within the lot will not be accepted Note: Each lot will be evaluated separately. Your bid could, however, form the basis for a contract between your company and UNDP Afghanistan. Bidders are encouraged to acknowledge receipt of this ITB by E-mail to the UNDP Afghanistan contact person specified. The recipients of this ITB are requested to acknowledge receipt of this solicitation document and any amendments thereto to UNDP Country Office Afghanistan by completing the Section 8 acknowledgement letter. General 1. Scope of Bid 1.1 The Employer,1 as named in the Contract Agreement (form of), invites bids for the construction of Works as summarized in the Bid Data Sheet (BDS). The name and identification number of the Contract is provided in the BDS. 1.2 The successful bidder will be expected to complete the Works within the Time for Completion stated in the Contract Agreement. The Time for Completion shall be calculated from the Commencement Date. 1.3 Throughout these Bidding Documents, the term “writing” means any hand-written, typewritten, or printed communication, including facsimile transmission, and “day” means calendar day. Singular also means plural. The word “bid” is synonymous with “tender” and the words “bidding documents” synonymous with “tender documents”. 2. Source of Funds 2.1 The Employer intends to apply a part of the funds made available by the European Commission (EC) to eligible payments under the Contract for which these bidding documents are issued. 3. Fraud and 3.1 The attention of the bidders is drawn to the United Nations Corruption regulations on the prevention of fraud and corruption, in Clause 61 of the General Conditions of Contract for Civil Works which shall apply also to any bidder. 4. Eligibility 4.1 Bidders shall be legally incorporated entities, or groups formed by such as joint ventures, which have been invited by the Employer to participate in this bid. 5. Qualification of 5.1 Based on Post qualification after evaluation of all the Bidder responsive bids, and prior to award of the Contract, the successful bidder shall meet the following qualifying criteria: (a) Rehabilitation experience: Bidder should have adequate
