I understand that my thesis may be made electronically available to the public. ii Abstract This dissertation examines the perspective of French Canadian nationalist Henri Bourassa during the First World War from 1914-1918. Bourassa was one of the best-known voices rejecting the war’s purpose and value in Canada. He consistently offered detailed and in-depth analytical critiques of the war. He first accepted Canadian participation from August 1914 to January 1916, but his position gradually shifted from cautious support to outright rejection. This dissertation argues that Henri Bourassa has traditionally been understood as a domestic commentator in Canada, but during the war years he wrote in the pages of his newspaper Le Devoir to address a wide variety of international issues. He was one of a few Canadians who looked out to the world and interpreted global events for his readers. Historians have already recounted in detail his thoughts about the Ontario bilingual schools crisis, conscription, the December 1917 election, and the Easter Riots of 1918. This work examines Bourassa’s thoughts on diplomacy between the belligerent nations and that of Pope Benedict XV, international events like the Easter Rising in Ireland and the American entry into the war. It re-examines his domestic commentary concerning the Canadian home front in light of his position on international issues, especially his growing anxiety over militarism and the deterioration of Canadian democracy. He believed that the war, which was ostensibly fought for democracy and liberty, was drastically changing the Allied nations and transforming them into the sort of autocratic states against which they fought. This thesis concludes that Bourassa adopted an intellectual approach to the war that deconstructed its impact at home and abroad, and stands as one of Canada’s foremost thinkers during the war years. iii Acknowledgements Acknowledgements are strange things and I have read quite a few in my time as a doctoral student at the University of Waterloo. Some are funny for the stories they tell, others are interesting for the names they mention, while most are generically bland. A special few are touching, one or two are tragic. Early on in this process I thought I could write a historiography of acknowledgements that I have read, but after finally getting through it all, I realised that thanking the people who have helped me is the most important part of this work and every name deserves mention. There have been so many people that have touched my life during the last four and a half years that I am certain I will not name them all – so know that the work before you is a testament to countless acts of support big and small. A second-year course with Robert Hanks was the first time I became seriously interested the craft of history. In another undergraduate seminar, and later a Master’s seminar, Susan Neylan showed me that studying historical works could be engaging and exciting. Alan Gordon and Ken Coates both offered careful direction in my doctoral fields as I learned the difference between a student of history and a historian. Cynthia Comacchio, who besides being on my dissertation committee, was also an invaluable teacher during my Master’s. Her comments in class, on my written work, and throughout the dissertation process, have helped me evolve as a student and a historian considerably. I have also had the great pleasure to work with one of the most insightful scholars I have met in my graduate life, Geoff Hayes, and I remember many times walking out of his office in awe of his perceptive remarks. I must thank the two external members of my defence committee, Carol Acton and Michael Neiberg, who both provided perceptive questions and comments on this work.     KING GEORGE GOT DIARRHEA : THE YUKON -ALASKA BOUNDARY SURVEY , BILL RUPE , AND THE SCOTTIE CREEK DINEH Norman Alexander Easton Yukon College, Box 2799, 500 College Drive, Whitehorse, Yukon Territory, Canada Y1A 5K4; [email protected] ABSTRACT The imposition of the international boundary along the 141st meridian of longitude between Yukon and Alaska has separated the aboriginal Dineh of the region into two separate nation-states. This division holds serious implications for the continuity of identity and social relations between Native people across this border. This paper examines the history of the establishment of this border along its southern margin through the Scottie Creek valley, comparing the written record of the state surveyors with the oral history of the Scottie Creek Dineh. I argue that the evidence supports the notion that the Dineh of Scottie Creek, like elsewhere in the Yukon and Alaska, were both aware of and resistant to the implications of the boundary and refused to cede their rights to continued use and occupancy of both sides of the border. Concurrent with this history is that of William Rupe, the unacknowledged first trader in the Upper Tanana River basin, and his role in mediating the negotiations between gov- ernment surveyors and Dineh leaders. Despite the difficulties imposed by the border, Natives of the region continue to formulate a strong identity as Dineh, holding and practicing distinctive values and social relations that collectively are known as the Dineh Way.     THE FOUR COURTS OF SIR LYMAN DUFF RICHARD GOSSE* Vancouver I. Introduction. Sir Lyman Poore Duff is the dominating figure in the Supreme Court of Canada's first hundred years. He sat on the court for more than one-third of those years, in the middle period, from 1906 to 1944, participating in nearly 2,000 judgments-and throughout that tenure he was commonly regarded as the court's most able judge. Appointed at forty-one, Duff has been the youngest person ever to have been elevated to the court. Twice his appointment was extended by special Acts of Parliament beyond the mandatory retirement age of seventy-five, a recogni- tion never accorded to any other Canadian judge. From 1933, he sat as Chief Justice, having twice previously-in 1918 and 1924 - almost succeeded to that post, although on those occasions he was not the senior judge. During World War 1, when Borden considered resigning over the conscription issue and recommending to the Governor General that an impartial national figure be called upon to form a government, the person foremost in his mind was Duff, although Sir Lyman had never been elected to public office. After Borden had found that he had the support to continue himself, Duff was invited to join the Cabinet but declined. Mackenzie King con- sidered recommending Duff for appointment as the first Canadian Governor General. Duff undertook several inquiries of national interest for the federal government, of particular significance being the 1931-32 Royal Commission on Transportation, of which he was chairman, and the 1942 investigation into the sending of Canadian troops to Hong Kong, in which he was the sole commissioner .

    ‘Do What You Must’: Selected Editorials from Le Devoir under Henri Bourassa, 1910–1932 Edited by Pierre Anctil; translated by Tonu Onu General Series Number LXXVII Le Devoir was founded in 1910 by Henri Bourassa (1868–1952), one of the foremost political minds of twentieth-century Canada. Grandson of Louis-Joseph Papineau and heir to a long tradition of community involvement, Bourassa was first elected to the House of Commons in 1896, just as Wilfrid Laurier was forming his first government. Disagreements over the part played by Canada in the Boer Wars, and the country’s uncritical allegiance to British imperialism, led Bourassa to leave the Liberal Party and openly promote his own ideas, centring on Canadian and French-Canadian nationalism. Very rapidly, Le Devoir became an influential French-language paper. Its popularity culminated in 1917, when Bourassa denounced conscription for service in Europe. Based on a study of the 6,700 editorials published in Le Devoir during the Henri Bourassa years (1910–32), ‘Do What You Must’ seeks to outline the ideological positions defended by Bourassa as French-Canadian nationalism was emerging for the first time in full force. During these two decades, Le Devoir was instrumental in defining the place of French speakers in Canada and in spelling out their aspirations as a separate people within the federation. The book is an anthology of sixty of the most significant editorials, translated into English, each situated in its historical context by the editor. Examined together, the editorials offer a global picture of the evolution of French Canada at a crucial time in its history.

On ne compte aucun commandant de division francophone dans l’armée outre-mer. Dans les trois premières années de la guerre, seulement deux brigadiers canadiens-français prennent le commandement de brigades à l’entrainement en Grande-Bretagne, mais sont rapidement renvoyés chez eux. Entre 1943 et 1944, le nombre de commandants de brigade francophones passe de zéro à trois. L’absence de généraux canadiens-français combattants (à partir du grade de major-général) durant la Deuxième Guerre mondiale s’explique par plusieurs facteurs : le modèle britannique et l’unilinguisme anglais de la milice, puis de l’armée canadienne, mais aussi la tradition anti-impérialiste et, donc, souvent antimilitaire des Canadiens français. Au début de la Deuxième Guerre mondiale, aucun officier canadien n’est réellement capable de commander une grande unité militaire. Mais, a-t-on vraiment le choix? Ces officiers sont les seuls dont dispose le Canada. The poorer wards received most of the public works because they were organized into a political machine. Calling for an end to dishonesty and extravagance, the reform movement took on a party form. However after the leader of the machine retired from municipal politics, the movement lost its momentum. The reform movement eventually became identified as an anti-trust movement. The gas, electricity, and tramway utilities had usually obtained any contracts they wished, but the reformers put an end to this.
