GENTES THE INSTITUTION OF RUSSIA’S SAKHALIN POLICY, FROM 1868 TO 18751 Introduction Cossack explorers discovered the sturgeon-shaped island just beyond the mouth of the Amur River during the seventeenth century. By the beginning of the eighteenth, Russia like the rest of Europe had come to call this island in the North Pacific “Sakhalin”, a name descended from the Manchu word for “black”. Prior to 1875, again in 1904, and ever since World War II the Japanese have considered Sakhalin to be theirs. They call it “Karafuto”. Almost 600 miles long and covering nearly 30000 square miles, Sakhalin is one of the largest islands in the world with temperatures and geologic conditions varying greatly according to region. Its northern half is characterized by taiga and tundra; its southern by rugged mountains and thick forests. The climate is bone-chillingly cold in winter, foggy and damp in summer. In January temperatures average –11° (Fahrenheit) in the north and 21° in the south; in August, 50° in the north and 66° in the south. Natural vegetation in the wind-swept and icy north is limited to grasses and scrub brush; in the slightly more temperate south, where the soil is clayey, there are deciduous, coniferous, and even bamboo forests, with peat bogs near the coast.     Mutual Intelligibility Among the Turkic Languages By Robert Lindsay Abstract: The Turkic family of languages with all important related dialects was analyzed on the basis of mutual intelligibility: (1) To determine the extent to which various Turkic lects can understand each other. (2) To ascertain whether various Turkic lects are better characterized as full languages in the own in need of ISO codes from SIL or rather as dialects of another language. (3) To analyze the history of various Turkic lects in an attempt to write a proper history of the important lects. (4) To attempt to categorize the Turkic languages in terms of subfamilies, sub-sub families, etc. The results were: (1) Rough intelligibility figures for various Turkic lects, related lects and Turkish itself were determined. Surprisingly, it was not difficult to arrive at these rough estimates. (2) The Turkic family was expanded from Ethnologue's 41 languages to 53 languages. Splitting: a number of new languages were created from existing dialects, as these dialects were better characterized as full languages than as dialects of another tongue. Lumping: a few existing languages were eliminated and re-analyzed as dialects of another or newly created language. (3) Full and detailed histories for many Turkic lects were written up in a coherent, easy to understand way, a task sorely needed in Turkic as histories of Turkic lects are often confused, inaccurate, controversial, and incomplete. (4) A new attempt was made at categorizing the Turkic family that rejects and rewrites some of the better-known characterizations. This report describes the derivation of parameter estimates for the model DYNAMIG for an arctic breeding shorebird, the Knot. DYNAMIG predicts the optimal spring migration of birds, like shorebirds and geese, that depend of a chain of discrete sites, to travel between their breeding grounds and their wintering grounds. An important parameter is the terminal reward, which describes the fitness consequences of arriving with a particular body condition at a particular time on the breeding grounds. We derived the terminal reward from field studies in Siberia carried out as part of this project. Other parameter values, like flight costs, maintenance metabolism and predation risk were derived from the literature. Predictions on aspects of the migration schedule with the parameterized model were partly correct and partly wrong. Suggestions are made how to remedy the discrepancies. An interesting prediction of the model that requires testing is that Knots breeding in Canada migrate via Iceland, whereas Knots breeding on Greenland migrate via Norway.

On the one hand, he writes, they approach the waders and on the other the auks. But "the common morphological characteristics are not numerous and the biological differences are very considerable. Therefore the Charadriiformes of the old (and of some new) authors, where auks, gulls and waders are united' in a single order, are a mixed group. The probability of a common origin is of course not enough to permit these biologically different birds to be attributed to one order." The wide-spread opinion that birds of this order are harmful because they feed on fish cannot be considered cor­ rect. Most commonly they take fish which is dead or dying and only a small percentage of fish which is useful to Man. Moreover the larger birds of this order destroy obnoxious rodents and the value of gulls and terns in destroying insect pests is recognised in "all the most recent investigations". The Great Skua (Stercorarius skua) is a rare bird in the Soviet Union, being occasionally recorded between the Murman coast and Novaya Zemlya. There are old records for the Kiev district about which the writer is somewhat doubtful. The Pomarine Skua (S. potnarinus) has occurred on a number of occasions on migration in the interior of the Soviet Union.

Vasilenko1 In the south of West Siberia (Republic of Altai, Altai Territory, Kemerovo, Novosi- birsk and Omsk regions) with the largest Ob-Irtysh river basin there are territories with middle and low available water supply (Baraba and Kulunda steppes). Baraba steppe (about 117 thousands square kilometers) is situated at the territories of Novosibirsk and Omsk regions. This is forest-steppe lowland with the branching network of minor water streams, fresh and salt lakes (Lake Chany, Lake Ubinskoye, Lake Sart- lan, etc.) and numerous not so deep water reservoirs as well as swamp lands. Swamp lands are one of the dominating landscape complexes. According to the Decree of the Government of the Russian Federation, Baraba water bodies, first of all Lake Chany system, have been included in the List of Wetlands of international importance. Kulunda steppe (about 100 thousands square kilometers) is situated in Altai Territory of Russia and Pavlodar region of Kazakhstan. Here, the steppe landscapes prevail; the large lakes (Yarovoe Lake and Lake Kulunda) are situated in the central part of the lowland. The climate is continental: hot torrid summer and cold winter. Natural climatic conditions predetermine the existence of the extreme hydrological situations in the south of West Siberia: interchange of lack of water, high water, and flood water. These situations create unfavorable conditions for water use. In dry year the local water deficits arise: up to 155 million cubic meters in Altai Territory, 3 million cubic meters in Kemerovo region, and 8 million cubic meters in Novosibirsk region.
