The public-private pension mix, as a critical criterion in the welfare regime approach, however, was not scrutinised. This study aims to explain the cross-national variations in the patterns of the public-private pension mix, and pension reforms, in Japan, Korea and Taiwan. After reviewing five perspectives, I elaborate an integrated political-economic explanation through synthesis of the developmental state thesis and the varieties of capitalism to analyse similarities and variations in public-private pension mix in East Asian welfare states. This integrated political-economic explanation assumes that, in order for economic catch-up, the East Asian governments had to be production- oriented, acting as the institutional coordinator, but how they coordinate institutional coherence between social protection and capitalist production depends on their national capitalist structures. Through ‘comparative institutional analysis’ and ‘comparative historical analysis’, this study demonstrates that shaped by national capitalist structure, political actors’ pension preferences are divergent and, consequently, the patterns of the public-private pension mix in East Asia. In Japan and Korea’s business-conglomerate-dominated capitalist structure, the state and employers tend to used pensions to resolve economic coordination of capital and skill formation in the post-war period. Since 1980s, Japan and Korea reformed the pension systems in line with the dualist strategy- the universalisation of public pensions and the introduction of DC corporate absorb the cost, and address problems, of the non- regularisation of the labour markets; but core workers are maintained having generous corporate welfare and employment security. Both Japan and Korea, therefore, have ‘basic’ and ‘earning-related’ public pensions, supplemented by a well-developed corporate pension system. By contrast, pension rarely considered as a resource in economic coordination and capital mobilisation, but initially as a policy instrument of social control, that enhances ethnic division between indigenous Taiwanese and mainland Chinese, in Taiwan’s SMEs-dominated capitalist structure. Through exploitation of ethnic division by the opposition party, the pension issue arose following democratisation. The institutional fragmentation, and its SMEs-dominated capitalist structure, however, forced the state to select a fragmented national pension scheme. Due to its SMEs-dominated capitalist structure, of which flexibility is treasured as the main comparative institutional advantage, corporate pensions are negligible in Taiwan. Thus, the statist pension system was created, and remains. This study concluded that the integrated political-economic explanation is a more appropriate for illuminating pension and social policy variations in East Asia, and remind us that social policy variation within East Asia should not be ignored.     • Risutora: The Impact of Globalization and Restructuring upon Women in the Japanese workforce A Thesis Submitted for the Degree of Doctor of Philosophy Political Economy Research Centre Faculty of Social Sciences Beverley Bishop January 2003 Abstract Risutora: The Impact of Globalization and Restructuring upon Women in the Japanese Workforce This thesis is an analysis of the relationship between gender and globalization in one specific national context: Japan. Japan's position as an affluent, industrialized liberal democracy, with a distinctive model of capitalism, means that Japanese women's experiences of globalization differ from those of women both elsewhere in Asia, and in other First World countries. The actions of the Japanese state and Japanese companies have been instrumental in the globalization of production, which is now having reCiprocal effects upon the Japanese national model of capitalism. In response to global economic change, the Japanese model of capitalism is being intentionally restructured through company practice and legal change. This restructuring (risutora) impacts differently upon men and women, as the liberalizing processes associated with globalization interact with specific local institutions, including the ideal of the three generation family and the position of women in the Japanese national model of capitalism. After an analysis of the mainstream literature about globalization, the state and historical institutionalism and feminist literature about gender and globalization, the thesis demonstrates that the complex trends associated with globalization have produced pressures for two kinds of, ostensibly contradictory, employment reforms in Japan. There are pressures for labour market deregulation, to increase the international competitiveness of Japanese production. There are also pressures for the 're'-regulation of labour to establish a prinCiple of sexual equality at work.

Available Anglo-Saxon literature provides abundant evidence that changes in these national factors in the past had jolted the three prevailing sacred aspects of Japanese employment relations— life-time employment, seniority based system and enterprise-based unions. Realizing this fact, this study attempts to examine the influence of national factors on employment relations practices in Japanese companies. National institutions, in this study, refer to government rules and regulations, educational system, unions and employers’ associations. The government is deregulating its role of protectionism. Educational institutions have played roles to provide cooperative, disciplined and committed manpower. However, there is increasing demand to reform the educational system to support creativity and innovation. In the process of economic development in post-war Japan, the role of trade unions remained highly significant. However, the current rate of unionization is declining due to new developments in internal and external labour markets, changing government policies and declining interest of young recruits to join unions. The role of employers’ associations is highly regarded to strengthen relations with unions and government. Japanese society is recognized as one of the highly cultured societies. The main value system existing in the society is cooperation, collectivism, harmony, respect for seniors and hard-work.

According to the International Monetary Fund, the country's per capita GDP (PPP) was $34,739 or the 25th highest in 2011. Japan is a member of Group of Eight. Japanese economy can be fore-casted by Quarterly Tankan survey of business sentiment by the Bank of Japan. Japan is the world's 3rd largest automobile manufacturing country, the largest electronics goods industry, and is often ranked among the world's most innovative countries leading several measures of global patent filings. Facing increasing competition from China and South Korea, manufacturing in Japan today now focuses primarily on high-tech and precision goods, such as optical equipment, hybrid cars, and robotics. Japan is the world's largest creditor nation, generally running an annual trade surplus and having a considerable net international investment surplus. As of 2010, Japan possesses 13.7% of the world's private financial assets (the 2nd largest in the world) at an estimated $14.6 trillion. As of 2011, 68 of the Fortune 500 companies are based in Japan. For three decades from 1960, Japan experienced rapid economic growth, which was referred to as the Japanese post-war economic miracle. By the guidance of Ministry of Economy, Trade and Industry, with average growth rates of 10% in the 1960s, 5% in the 1970s, and 4% in the 1980s, Japan was able to establish and maintain itself as the world's second largest economy from 1968 until 2010, when it was supplanted by the People's Republic of China.

We must understand the structures of its markets and their responses to new kinds and sites of production, as well as the flows of income those markets rely on as they seek new engines of growth.
