The bids shall be opened online at the office of The Assistant Engineer, LSGD Subdivision, Ambalappuzha Block Grama Panchayat on 25/05/2020 11 am by theThe Assistant Engineer, LSGD 4 Subdivision, Ambalappuzha Block Grama Panchayat in the presence of the Bidders / their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place. Online Tenders/ bids are to be accompanied with a preliminary agreement executed in Kerala stamp paper worth as per prevailing stamp paper rules in force. Tenders/ bids received online 5 without scanned copy of contractor's license, preliminary agreement, e-payment form will not be considered and shall be summarily rejected. Further details can be had from the NIT or Office of The Assistant Engineer, LSGD Subdivision, Ambalappuzha Block Grama Panchayat during working hours. The Original Preliminary agreement in stamp paper, filled tender documents , e payment form and other important documents in physical form shall be submitted to the office of the Tender inviting authority before the opening of Tender. Eventhough all the tenders submitted through online except single tender will be opened in time and a notice will be issued to the contractor who 6 is not produced the documents in physical form . If the contractor is not produced the documents in physical form even after receiving the notice the EMD will be forfieted to Govt. and if he repeat the same thing he will be blacklisted from the tendering of works in future. Contractors should download the BOQ , Preliminary agreement, NIT and Tender documents from e - tender website. In the downloaded Item rate BOQ record the agreed rate itemwise and 7 upload the same back to the e tender site. 8 Rate of quantity of any item executed excess of agreed quantity will be paid such that estimate rate or rate quoted by the contractor whichever is less Original bitumen bill should be submitted on the completion of tarring works. Bill is insisted only to ensure that the contractor has purchased bitumen. The rate of bitumen in the estimate will be 9 paid to contractor irrespective of the bill produced by the contractor. No departmental supply of any materials required for the work and the contractor should collect and use the materials for the work with hisown cost and as per the directions of site Engineer in 10 Charge. SWAMINATHAN RESEARCH FOUNDATION FOREWORD Every calamity presents opportunities for progress provided we learn appropriate lessons from the calamity and apply effective remedies to prevent its recurrence. The Alappuzha district along with Kuttanad region has been chosen by the Ministry of Agriculture, Government of India for special consideration in view of the prevailing agrarian distress. In spite of its natural wealth, the district has a high proportion of population living in poverty. The M. S. Swaminathan Research Foundation was invited by the Union Ministry of Agriculture to go into the economic and ecological problems of the Alappuzha district as well as the Kuttanad Wetland Ecosystem as a whole. The present report is the result of the study undertaken in response to the request of the Union Ministry of Agriculture. The study team was headed by Dr. S. Bala Ravi, Advisor of MSSRF with Drs. Sudha Nair, Anil Kumar and Ms. Deepa Varma as members. The Team was supported by a panel of eminent technical advisors. Recognising that the process of preparation of such reports is as important as the product, the MSSRF team held wide ranging consultations with all concerned with the economy, ecological security and livelihood security of Kuttanad wetlands. Information on the consultations held and visits made are given in the report. The report contains a malady-remedy analysis of the problems and potential solutions. The greatest challenge in dealing with multidimensional problems in our country is our inability to generate the necessary synergy and convergence among the numerous government, non-government, civil society and other agencies involved in the implementation of the programmes such as those outlined in this report.
