Hum Universitas Sumatera Utara ABSTRAK Liberalisasi pendidikan tinggi yang difasilitasi oleh WTO/GATS telah mendistorsi hakikat pendidikan tinggi sebagai layanan publik di Indonesia. Penelitian ini membahas tentang : 1). Bagaimana pengaturan pendidikan tinggi di Indonesia, 2) Bagaimana eksistensi pendidikan tinggi Asing di Indonesia, dan 3). Apa dampak GATS terhadap pengaturan pendidikan tinggi di Indonesia. Dengan menggunakan penelitian yuridis normatif yang bersifat deskriptif analitis, Peneliti menemukan bahwa 1). Pengaturan pendidikan tinggi di Indonesia menempatkan pendidikan tinggi sebagai layanan public yang dapat diselenggarakan oleh PTN dan PTS, namun negara memperlakukan kedua nya secara diskriminatif, 2) Eksistensi pendidikan tinggi asing dalam aturan perundang- undangan diakui sebagai bagian dari SPN yang dapat dilakukan melalui kerja sama Internasional, bukan dengan mendirikan pendidikan tinggi asing secara mandiri, sehingga pendidikan tinggi asing di Indonesia tidak termasuk dalam ruang lingkup GATS, dan 3)) GATS berdampak pada pengaturan pendidikan tinggi di Indonesia karena Indonesia terikat pada segala ketentuan yang terdapat di dalam WTO/GATS. Berdasarkan temuan tersebut, maka disarankan agar 1). Pemerintah memperlakukan PTN dan PTS sama karena meduanya mengemban mini yang sama dan diselenggarakan dengan sistim yang sama yaitu SPN; 2 ) ketentuan yang mewajibkan pendidikan tinggi asing diselenggarakan dalam bentuk kerja sama tetap dipertahankan untuk meningkatkan kapasitas perguruan tinggi dalam negeri; 3) Indonesia perlu membuat legislasi barn yang mengatur pendidikan tinggi sebagai komoditas. Kata Kunci : Liberalisasi, Pendidikan Tinggi, SPN, GATS Universitas Sumatera Utara ABSTRACT Higher education liberalization facilitated by the WTO/ GATS has distorted the nature of education as a public service in Indonesia. This study aims at finding out 1). how higher education (HE) in Indonesia is regulated, 2). what the existence of foreign higher education in the Indonesian regulation is, and 3) what the impact of GATS on regulating higher education in Indonesia is. It was found out that 1). both public higher education (PTN) and Private higher education (PTS) conduct governmental authority. Otherwise, the regulations threat them discriminately, 2). Foreign HE is recognized in Indonesian regulation as a part of SPN. Consequently, foreign HE instututions legally cannot be established in Indonesia, 3). GATS impacts on regulating HE in Indonesia since all agreements achieved in RTOIGATS abide Indonesia. From these findings, it is suggested that I ) . Government threat both PTA' and PTS equally since they are held in the same system, 2). Regulation obliging foreign higher education to be held as parts of SPN be maintained to improve the quality of Indonesia higher education, 3). Indonesia makes a new legislation on higher education industry. Studies Received Apr 9, 2018 reported that more than 70% university students procrastinate, and one of the Revised May 11, 2018 causes is the perception that one is vulnerable or helpless in finishing the Accepted May 24, 2018 procrastinate tasks. It was hypothesized that internal locus of control iLOC can reduce the effect if the learned helplessness (LH) on academic procrastination. Data was collected from 60 university students by utilizing Keyword: instruments such as Duttweiller’s Internal Control Scale, Pure Procrastination Scale (adapted for academic setting) and Learned Helplessness Scale. Academic procrastination Multiple regression with Process add-on showed that full mediation Learned-helplessness occurred; the prediction of LH on procrastination became insignificant when Locus of control iLOC is controlled. We are staying at Toyohashi University of Technology (TUT) - Universiti Sains Malaysia (USM) Technology Collaboration Centre in Penang Island in Malaysia. Penang Island has been prospering as a trading port connecting Europe and Asia from 16 century. That is why Penang has the unique multiethnic, multicultural, and Europe-influenced society which mainly consists of Malaysian, Chinese, and Indian. Since the interesting history and culture, George Town in Penang Island has been selected as a world heritage. On the other hand, Penang state was designated as an Export Processing Zone (EPZ) in 1972, and many semiconductor companies moved in Penang, Such as Intel, Hewlett Packard, Motorola, and Hitachi. Therefore, Penang becomes one of the largest centers of Asia’s electric and electronic industries form 1980. Given this situation, there are many good engineering educational institutions in Penang. Our purpose is that giving lectures at local educational institutions, for instance Universiti Sains Malaysia (USM), Politeknik Seberang Perai (PSP), Penang Skills Development Centre (PSDC), and DISTED College, and using the knowledge and skills what we learned from this program in practical situation. I prepared two types of two hours lecture. Typically we have up to 150 participants including undergraduate, graduate, faculty, and business person. I conducted the first lectures of this program at USM Engineering campus at January 14.
