She has been my joy, my pillar, and my guiding light, and I thank her immensely for her unwavering love and support. 3 ABSTRACT The informal sector—which includes informal street vending—comprises any economic ac- tivity that takes place outside the regulatory norms of the state—the evasion of tax codes, zoning ordinances, etc.—but does not include the provision of explicitly illegal goods or ser- vices. The phenomenon of ‘informal street vending’ has generally been analyzed from a strictly economic point of view. This research examines informal street vending in Mexico, particu- larly in Mexico City, from political and historical perspectives. The thesis’ main goal is to learn how increasing political competition—resulting from democratization and alternation of political parties in power—aected the politics and policies of informality (informal street vending) in Mexico. Tothis purpose, this work carries out a historical analysis of informal street vending and the policies and regulations implemented over time in Mexico City; a detailed comparative polit- ical analysis of the ex-ante and ex-post situation of informal groups and organizations going through the democratization process and the alternation in power that occurred in Mexico at city and federal levels in 1997 and 2000, respectively; and a case study to examine the largest and most powerful street vending organization in Mexico City. The thesis concludes that increasing political competition—resulting from democratization and alternation in power— did not result in an improvement in the capacity of the Mexico City government or the federal government to control informality and street vending. It reduces mobility, slows economic growth, and is a major cause of emissions. Vehicles traveling at slow speeds emit significantly more pollutants than vehicles traveling at free flow speeds. It is therefore important to determine the extent of congestion in a city, and its impact on the environment. This thesis focuses on congestion in the Mexico City Metropolitan Area. Mexico City is one of the largest cities in the world, and faces severe levels of congestion and emissions. Although much of the transportation trips are made by high capacity modes such as buses and colectivo microbuses, a growing population and increasing automobile ownership rate will further exacerbate the city's mobility and environment.

En entrevista sostuvo que ocho años después de la gestión de Robles, el Partido de la Revolución Democrática (PRD) aún no logra reponerse del daño económico y político que le hizo. ’No creo que Rosario Robles pueda dormir tranquila ni después de muerta, porque el daño que le ha hecho a nuestro partido es monumental, todavía no se acaba lo financiero, menos lo político”, sostuvo la actual dirigente perredista. Como parte de esa afectación señaló la relación “perversa” que Robles Berlanga sostuvo con el empresario de origen argentino Carlos Ahumada, pues además de utilizar recursos del partido para hacer negocios con él, le dio todo el poder para estar presente hasta en las decisiones del Comité Ejecutivo Nacional. “Rosario tomó recursos del partido para hacer negocios con una persona sin escrúpulos, esa fue la relación fugaz de ese personaje en estas oficinas. Hemos visto fotografías en las que hasta estaba en reuniones del propio Comité Ejecutivo Nacional, entraba hasta la cocina y esto era por la relación personal y de negocios que tenía Rosario Robles con esa persona”, mencionó. The construction of a New International Airport and the redevelopment of the existing International Airport will be one of the largest public infrastructure projects in Mexico City in recent history. The potential impacts on the price of nearby land warrants consideration of a land value capture program. Regardless of the form this program takes, the city needs an accurate and well-justified baseline measure of the value of land and property proximate to the two airport sites. This report contains three parts. The first is a review of relevant academic literature on property appraisals, the impacts of airports and mega-projects on land and property values, the role of value capture in infrastructure investment, and the methods and tools through which land value impacts can be estimated. This latter component of the literature review is especially important. Much of the data on land and property values in Mexico City are from appraisals and estimates rather than actual transaction records, and the methodology governments use to assess land values plays an important role in the credibility and political feasibility of efforts to recapture value increases.

Previous work explaining the process of Mexican democratization focuses on foreign pressures, interparty bargaining and a unified PRI. Alternatively, we argue that internal divisions in the PRI – conjoined with the threat of a presidential deal with the opposition – determined the particular shape of the reform. The article uses a bargaining model to illustrate the conjunction of interests between the President and PRI hard-liners while taking into account the shadow role played by the opposition.

In the past 20 years, the federal, state and city governments have carried out an ambitious program to improve air quality in the Valley of Mexico. The effort was one of the most efficient public policies ever developed in our country, where public policy planning, follow-up across different levels of government in different administrations, and critical and science-based policy evaluation are not very common.
