The service promotes and supports the health and wellbeing of the children attending in an inclusive environment. Staff work very well together as a team and share responsibilities. They provide a fun, welcoming environment and enjoy positive relationships with the children attending. The provider and manager are committed to improving and developing the service to provide positive outcomes for the children attending. What the service could do better The provider, manager and staff should take account of the recommendations and areas for improvement identified within this eport.r What the service has done since the last inspection The manager and staff are continuing to develop practices and procedures to further improve outcomes for the children. The manager and staff know the children well and are responsive to individual needs and preferences when organising activities and outings. Parents/carers we consulted with are confident in the overall care and support their children receive. Information about all care services is available on our website at www.careinspectorate.com This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April 2011. Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. - A Requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of the Regulations, Orders or conditions a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Girdle Toll Out of School Care (Lawthorn) is based within Lawthorn Primary School, Irvine, North Ayrshire. School holiday provision is operated out of Lanfine Community Centre in the Girdle Toll area of Irvine. The service is managed by a voluntary board of directors. The service can cater for 40 children aged four years and above within the service provided in the primary school and 32 children aged four years and above in Lanfine Community Centre during school holidays. The company also operates an after school care service in Annick Primary School in the Girdle Toll area of Irvine in North Ayrshire and Ardeer Neighbourhood Centre in the Ardeer area of Stevenston in North Ayrshire. Girdle Toll Out of School Care (Lawthorn), page 6 of 22 Inspection report continued 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection that took place between 9.30am and 4.35pm on the 25th July 2014. The service was inspected during the school summer holiday period while it was operating full daycare within Lanfine Community Centre. As requested by us the service sent us an annual return. We sent copies of our questionnaires for the service to give to parents/carers. Six were completed and returned to us before the inspection took place. We also sent out staff questionnaires. Two were completed and returned to us. In this inspection we sampled evidence from various sources, including the following: - Returned Care Standards questionnaires - Parent questionnaires - Questionnaires for children - Children & Young People Participation policy - Breakfast/snack choices - Accident/incident records - Policies and procedures - Summer activities programme - Children's personal information - Outings and photographs parental consent - Administration of medication forms - Visitor's signing in/out sheet - Children's register - Risk assessments - premises and outings/venues - Staff meetings minutes - Staff SSSC registration - Staff training - Good practice guidance folder - Personal development plans - Registration certificate Girdle Toll Out of School Care (Lawthorn), page 7 of 22 Inspection report continued - Discussions with the manager, senior, two staff members and some of the children - Observations of the environment, resources and staff/child interaction Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The last self assessment was submitted by the provider on the 17th September 2013. We discussed the notification sent to the service on the 23rd February 2014 to update and submit this document. The manager has agreed to progress with updating this document. Taking the views of people using the care service into account Seventeen primary school age children were present during our visit. They were all engaged in their chosen activities both indoors and in the outdoor play area. They were happy to talk to us, involve us in their activities and demonstrate their skills.
