McPherson (410) 238-4255 (410) 238-4210 Below Normal Rainfall and Warm Temperatures Lead to Record Low Water Levels in December Three months of above normal temperatures and four months of below normal rainfall have led to record low monthly streamflow and ground-water levels, according to hydrologists at the U.S. Geological Survey (USGS) in Baltimore, Maryland. Streamflow was below normal at 94 percent of the real-time USGS gaging stations and 83 percent of the USGS observation wells across Maryland and Delaware in December. Record low streamflow levels for December were set at Winters Run and Pocomoke River. Streamflow levels at Deer Creek and Winters Run in Harford County have frequently set new record daily lows for the last four months (see real-time graphs at http://md.water.usgs.gov/realtime/). Streamflow was also significantly below normal at Antietam Creek, Choptank River, Conococheague Creek, Nassawango Creek, Patapsco River, Gunpowder River, Patuxent River, Piscataway Creek, Monocacy River, and Potomac River in Maryland, and Christina River, St. Jones River, and White Clay Creek in Delaware. The monthly streamflow in the Potomac River near Washington, D.C. was 82 percent below normal in December and 54 percent below normal for 2001. Streamflow entering the Chesapeake Bay averaged 23.7 bgd (billion gallons per day), which is 54 percent below the long-term average for December.

    RESOLUTION NO. 1154-20 A RESOLUTION ACCEPTING THE 2019 HARFORD COUNTY ANNUAL GROWTH REPORT WHEREAS, Chapter 759 of the Laws of Maryland: the Smart Growth and Neighborhood Conservation Smart Growth Areas Act of 1997 require municipalities to adopt County standards related to adequate public facilities; and WHEREAS, Chapter 165 of the Bel Air Town Code, the Development Regulation, Article II, Section 165-21 Annual Growth Report outlines the procedures for complying with the County Adequate Public Facilities requirements for schools; and WHEREAS, Chapter 165 of the Bel Air Town Code, requires submittal of the Harford County Growth Report to the Bel Air Board of Town Commissioners for acceptance at a public meeting; and WHEREAS, in June, 2020, the Harford County Department of Planning and Zoning submitted the Annual Growth Report attached hereto, indicating that the utilization rates of some public schools serving the Town of Bel Air exceed 110% of rated capacity; and WHEREAS, Homestead-Wakefield Elementary School (currently 112%), Red Pump Elementary School (113% in 2021), Bel Air Elementary School (113% in 2020) and Bel Air Middle School (currently 115%) are projected to be over capacity within the next three years. However, because all of these attendance areas abut schools that are identified as under capacity, no restrictions are mandated by code. All other school service areas will not be affected by adequacy standards established by the Town. NOW, THEREFORE, BE IT RESOLVED by the Bel Air Board of Town Commissioners that the 2019 Harford County Annual Growth Report attached hereto, shall be officially accepted and shall provide the basis for review and approval of residential development per Section 165-21 of the Town of Bel Air Development Regulations.

Taylor • Intense rainfall associated with tropical storm Agnes caused devastating flooding in several states along the Atlantic Seaboard during late June 1972. Storm-related deaths were widespread from Florida to New York, and public and private property damage has been estllna.ted in the billions of dollars. The purpose of this report is to make available to the public as quickly as possible peak-stage and peak-discharge data for streams and rivers in Maryland, Delaware, and the District of Columbia. Detailed analyses of precipitation, flood damages, stage hydrographs, discharge hydrographs, and frequency relations will be presented in a subsequent report. Although the center of the storm passed just offshore from Maryland and Delaware, the most intense rainfall occurred in the Washington, D. c., area and in a band across the central part of Maryland (figure 1). Precipitation totals exceeding 10 inches during the June 21-23 period • were recorded in Baltimore, Carroll, Cecil, Frederick, Harford, Howard, Kent, Montgomery, and Prince Georges Counties, Md., and in the District of Columbia. Storm totals of more than 14 inches were recorded in Baltimore and Carroll Counties. At most stations more than 75 percent of the storm rainfall'occurred on the afternoon and night of June 21 and the morning of June 22 (figure 2).

    COUNTY ORDINANCE NO. 11-19 AN EMERGENCY BILL ENTITLED AN ACT CONCERNING the Decennial Redistricting of County Commissioner Districts in Queen Anne’s County; FOR THE PURPOSE of complying with the requirement for decennial redistricting as contained in Section 4-2 of the Code of Public Local Laws; clarifying the provisions for adoption of such decennial redistricting plan; and generally revising and establishing County Commissioner Districts in Queen Anne’s County. By Repealing and Readopting Section 4-2.A. of the Code of Public Local Laws of Queen Anne’s County and Amending Section 4-2.B.(3) of the Code of Public Local Laws. SECTION I BE IT ENACTED BY THE COUNTY COMMISSIONERS OF QUEEN ANNE’S COUNTY, MARYLAND that Section 4-2.A. of the Code of Public Local Laws be and is hereby repealed and readopted to read as follows: §4-2. Districts; Redistricting Board. A. Districts. The County shall be divided into four County Commissioners election districts in accordance with this section until modified by the Redistricting Board as hereinafter provided. All such County Commissioner election districts shall encompass the geographic area described by reference to Election Districts and Precincts as the same existed as of July 1, 2011.
