Adjournment Schedule “A” Muskoka Airport Advisory Committee Terms of Reference ROLE • The Airport Advisory Committee will provide a forum for receiving input and advice from aviation stakeholder groups and the community respecting the Muskoka Airport. • The Committee will also provide a forum for dialogue, communication and education. • The Airport Advisory Committee and its members will act as Airport ambassadors. FUNCTION • The Airport Advisory Committee will provide input and advice on Airport matters such as: Airport business plan and master plan updates Airport marketing and promotion Tourism related to the Airport Airport events and promotion Airport policy and initiatives Airport awareness and support Awareness and support for the Airport Safety Management System Aviation matters or initiatives Matters referred to the Advisory Committee by Council or Planning and Economic Development Committee. REPORTING • The Airport Advisory Committee will provide advice to and report through the Planning and Economic Development Committee to District Council. • The Planning and Economic Development Committee upon receiving Airport Advisory Committee advice and input will report and make recommendations to District Council. MEMBERSHIP District Council Members: • The Airport Advisory Committee will have six District Council members with each Area Municipality represented and at least half of the members also being a member of the Planning and Economic Development Committee. • The Advisory Committee Chair will be appointed by the District Chair. • The District Chair will sit as an ex‐officio member. • The term of the Advisory Committee will run concurrently with the Council term of office. Stakeholder and Community Members: • The Advisory Committee will also include approximately 6 to 9 members representing the widest range of interest in aviation and the Muskoka Airport including, but not limited to the following: Commercial aviation tenants at the airport Commercial aircraft operators/ jet carriers Recreational pilots Emergency services that are stationed at or use the airport (e.g. Air Ambulance) Tourism business associated with or served by the airport Industrial/commercial business Corrections Canada (abutting property owner and user) Military • Non Council members representing interested stakeholders and community members will be selected after advertising an invitation for letters of interest in serving on the Advisory Committee. • Selection of the stakeholder and community members will be made by the Council members appointed to the Advisory Committee. • The term of appointment for the founding non Council members will be for the duration of this term of Council (expiring November 2014). Subsequently, the membership term will coincide with the term of Council. MEETINGS AND ADMINISTRATION: • The Airport Advisory Committee will meet as required, generally four or more times a year and at the call of the Chair. • After adoption by the Advisory Committee, the meeting minutes will be submitted to District Council through the Planning and Economic Development Committee. • Commissioner of Planning and Economic Development and the Airport Manager will provide staff support to the Advisory Committee. • Administrative support will be provided by the Planning and Economic Development and Clerk’s departments. • Other departments will provide technical support as required.
