DISCLOSURE OF STUDENT EDUCATION RECORDS AND DIRECTORY INFORMATION

  • The Family Educational Rights and Privacy Act (FERPA) is a Federal law that protects the privacy

  • In compliance with a judicial order or lawfully issued subpoena, provided, the college

of student educational records of both current and former students. Each NSHE institution is required to comply fully with the law. The Act makes a distinction between a student’s education record and information classified as directory information. FERPA gives parents certain rights with respect to their children’s education records. These rights transfer solely to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are defined as “eligible students” in the Act. makes a reasonable attempt to notify the student of the order or subpoena in advance of compliance, except if commanded not to do so in a subpoena, if the subpoena has been issued for a law enforcement purpose or by a federal grand jury.

Appropriate officials in cases of health and safety emergencies State and local authorities, within a juvenile justice system, pursuant to specific state law. Education Records: Institutions must have written permission from the eligible student in order to release any personally identifiable information from a student’s education record. However, under certain conditions FERPA allows institutions to disclose those records, without consent, to the following parties or under the following conditions:

To parents of a student whose status as a dependent has been established according to the Internal Revenue Code of 1954, Section 152. To an alleged victim of any crime of violence the results of any institutional disciplinary proceeding against the alleged perpetrator of that crime with respect to that crime.

School official with legitimate educational interest which may include a person employed by the college in an administrative, supervisory, academic or research, or support staff position (including security personnel)
Directory Information: Under the provisions of FERPA, institutions may disclose, without consent, directory information to individuals upon request. Each NSHE institution must set a definition for its directory information, which may be more restrictive than provided in FERPA. Directory information is defined in the Act as information contained in an education record of a current or former student which would not generally be considered harmful or an invasion of privacy if disclosed. The Act defines such information as including, but not limited to: name, address, telephone number, date and place of birth, major field of study, electronic personal identifiers (only when used with other authentication known only to the user), participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received, and most recent previous educational agency or institution attended. GBC defines directory information as: name, address, email address, dates of attendance, full-time/part-time status, degree awarded, major field and date of graduation.
Authorized representative which may include contractors, consultants, volunteers, and other outside parties used to conduct institutional services or functions for which the institution would otherwise use its own employees.

DISCLOSURE OF STUDENT RECORDS OPT OUT FORM

You may request that GBC not release directory information about you for commercial and/or non-commercial purposes.

In accordance with institutional policy and the U.S. Family Education Rights and Privacy Act of 1974 (FERPA), Great Basin College vigorously protects the privacy of student education records. The institution does not release private records of individual students, such as grades and class schedules, without prior written consent of the student.

As permitted under federal law, the sole exception to the above practice is the release of “directory”information considered to be public in nature and not generally deemed to be an invasion of privacy. At Great Basin College the following categories are defined as “directory” information: name, address, email address, dates of attendance, full-time/part-time status, degree awarded, major field and date of graduation.

Students have the right to request non-disclosure of directory information. If they do not restrict release of this information, it is probable that the information will be released or disclosed. Great Basin College uses directory information for non-commercial, educational purposes, such as to mail notices to students about changes in policies, services, or opportunities. Directory information may also be provided for commercial purposes to businesses affiliated with the institution, honor societies, the alumni association and foundation, or other individuals for purposes that may be beneficial to students. The institution exercises discretion in responding to requests for directory information and may or may not provide such information when requested, depending on the intended purpose of the request. The institution does not sell or rent student information for a fee.

It is important to consider carefully the potential consequences of restricting the release of directory information. If a student restricts release for non-commercial educational purposes, the institution will be unable to place the student’s name in publications such as honors and graduation programs; to confirm graduation and dates of attendance to potential employers; to verify enrollment with organizations such as insurance companies; or to send notifications about specialized scholarships without the express written authorization of the student.

If, after due consideration, you wish to restrict the release of this information, please check one of the boxes below indicating your authorization, sign and date the form, and return it to the GBC Admissions and Records Office in Elko, or to GBC in Battle Mountain, Ely, Pahrump, or Winnemucca. Students shall be permitted until the end of the first six weeks of the fall or spring semester to submit a written request for non-disclosure of directory information. The deadline is published in the academic calendar. This directive will apply permanently to your record until you choose to reverse it by submitting a written authorization.

The Student Assistance General Provisions of Public Law 101-542 requires all institutions that participate in student financial assistance programs as authorized by Title IV of the Higher Education Act of 1965 and Higher Education Technical Amendments of 1991, Public Law 102-26, to disclose the graduation rate and/or persistence rate of all full-time, degree-seeking or certificate-seeking undergraduate students. The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act is the landmark federal law, originally known as the Campus Security Act, which requires colleges and universities across the United Status to disclose information about crime on and around their campuses. In compliance with the provisions of the Act, each year before October, Great Basin College files a crime report with the U. S. Department of Education. From the President

Dear Students, Parents, and Community Members, Welcome to Great Basin College, rural Nevada’s source for higher education. GBC has a long and distinguished history of providing training and education in career and technical education and academic programming. Our associate and bachelor degree programs rank as among the most innovative in the nation, and we are proud of our record of service to our students, our communities, our state, and the nation.

With enrollments exceeding three thousand students, GBC fills one of the most important higher education niches in the state. Rural Nevada’s relatively strong economy, based in the mining industry, requires a steady pool of skilled technicians and effective managers. GBC provides those employees to the regional economy. In addition, our presence generates over $70 million of economic impact to the 120,000 citizens we serve.

Our faculty, all with advanced training and degrees, and most prepared at the master’s and doctoral level, are scholar-practitioners. Not only do they understand and communicate the complex theories of their disciplines, they put their skills to practical use, both in the classroom and the marketplace. As a result, our students benefit from their instruction in ways they could not in a university setting.

Students enrolled at Great Basin College can expect to be treated with dignity and respect. It's in our mission statement. Our curriculum has been designed to celebrate and enhance life in rural Nevada. We provide several options to fit into the busy rural Nevada life-style. Classes are offered during the day or in the evening, and because we engage students using state-of-the-art distance learning technologies, including our technologically advanced online campus, students can receive the training and knowledge they need for a promising future in every community in rural Nevada.

    ServicemembersSOC Opportunity Colleges Sponsored by American Association of State Colleges and Universities American Association of Community Colleges A Unique Civilian-Military Partnership Servicemembers Opportunity Colleges (SOC), was created in 1972 to provide educational op- portunities to servicemembers who, because they frequently moved from place to place, had trouble completing college degrees. SOC functions in co- operation with 15 higher education associations, the Department of Defense, and Active and Reserve Components of the military Services to expand and improve voluntary postsecondary education op- portunities for servicemembers worldwide. SOC was established by civilian and military educators to help strengthen and coordinate vol- untary college-level educational opportunities for servicemembers. SOC does this by: • seeking to help the higher education commu- nity understand and respond to special needs of servicemembers; • advocating the flexibility needed to improve ac- cess to and availability of educational programs for servicemembers; • helping the military Services, including the Na- tional Guard and the Coast Guard, understand the resources, limits, and requirements of higher education; • helping the higher education community to understand the resources, limits, and require- ments of the military Services, including the National Guard and the Coast Guard; and • seeking to strengthen liaison and working rela- tionships among military and higher education representatives. The SOC Consortium consists of more than 1,800 institutional members that enroll hundreds of thou- sands of servicemembers, their family members, and veterans annually in associate-, bachelor-, and graduate-level degree programs on school cam- puses, military installations, armories within the United States and overseas, and through a variety of distance learning methods. Some SOC Consor- tium members, as part of the SOC Degree Network System act as “home colleges” for servicemembers who, by prior agreement, also can earn academic credits elsewhere.
