1. EXECUTIVE SUMMARY

The EUWI+ East project addresses existing challenges in both development and implementation of efficient management of water resources. The overall objective of the project is to improve the manage- ment of water resources in the Eastern Partnership countries. The specific objective is to achieve conver- gence of national policies and strategies with the EU Water Framework Directive, Integrated Water Re- source Management (IWRM) and relevant Multilateral Environmental Agreements (MEAs). The EUWI+East project is divided into three result areas as follows:

 Result 1: Legal and regulatory frameworks improved in line with the WFD, IWRM and MEAs;

 Result 2: River Basin Management Plans designed and implemented in line with the WFD prin- ciples;

 Result 3: Lessons learnt regularly collected, shared and communicated to stakeholders. This assignment is related to result 3. Communication and stakeholder involvement constitute an important part of the RBM planning process. The related EUWI+ project activities include i) development and regular update of a communication and visibility strategy and action plan covering the whole project, and ii) implementation of the strategy, including communication and awareness-raising actions targeting stakeholder information, consultation and involvement related to RBM Planning. Cooperation between stakeholders is crucial in drafting RBMPs. Stakeholders in a river basin include governmental authorities, basin organisations, residential and business water users, the scientific community, NGOs, journalists and the general public. In the framework of the EUWI+ project, public consultations to develop River Basin Management Plans for the Kura upstream of pilot area were organised at different stages, both at national and basin levels, particularly for main issues and the draft RBMP. The main steps of these consultations are summarised in the following chapters. Representatives from civil society and stakeholders were invited to contribute their views through a range of public consultation activities. This report is about discussions of the Second Thematic Summary and mainly concerns the Programme of Measures developed to address main water management issues identified for the River Basin Management Plan relating to the Kura upstream of Mingachevir reservoir pilot area. In order to give some background information about RBMP consultations, the report features a short sum- mary of the stakeholder consultation meeting held in Ganja on 31January 2019 on the characterisation of the basin and main water management issues. In addition, a full report can be found in Appendix 1 (see link at the end of this report).

2. CONTEXT FOR PUBLIC CONSULTATION IN AZERBAIJAN

In Azerbaijan, important elements of the context related to public participation in RBM Planning are as follows: -EU-Azerbaijan agreement on cooperation. EU-Azerbaijan relations have been renewed and in- tensified, including the launch in February 2017 of negotiations on a new comprehensive agree- ment to replace the 1999 Partnership and Cooperation Agreement, and, in July 2018, the end of negotiations of the Partnership Priorities for 2018-2020. This agreement marks renewed confirma- tion of the commitment made by the EU and Azerbaijan to an ambitious and comprehensive agenda of cooperation and dialogue. - International agreement, including a Water Convention: Azerbaijan is a party to the UNECE Con- vention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) and to its Protocol on Water and Health. -National policies: the Water Strategy and Water Code both promote stakeholder and community‘ participation in water resources management. The priorities for the Water Strategy are, to strengthen the capacity of central and regional administrations by 2024 in order to comply with regulations and efficiency water management. Azerbaijan is focusing on the development of a governmental strategy to manage water resources based on the principles outlined in the European Union Water Framework Directive (EU WFD) and the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) and its Protocol on Water and Health, as well as other United Nations and EU instruments. As a party to the Convention, Azerbaijan actively cooperates to implement requirements under the convention.

3. CONSULTATION ON MAIN ISSUES (2019)

This section is a summary of the consultation meeting held with stakeholders on 31 January 2019 in Ganja, Azerbaijan. The full report is available as a separate document (Appendix 3, see link at the end of the report)

3.1. Objectives

The objectives of the meeting were as follows:

 Present objectives and activities to develop the River Basin Management Plan (here-after RBMP) in the frame of the EUWI+East project: the different phases, their aims, and the potential role of stakeholders.  Present the initial results of the water body delineation and characterisation reports.  Identify dissent / consensus and stakeholder perception on the presented results.  Help define the main issues with the contribution of stakeholders.  Initiate a dynamic of consultation and sharing within the group of ac- tors to support the development of the next phase of action in RBMP elaboration.

3.2. Participants

MENR, Water Agency, Amelioration JSC, Azersu, stakeholder representatives, EUWI+ project representatives and contractors.

3.3. Summary of the meeting

The stakeholder meeting on RBMP development for Kura upstream of Minga- chevir reservoir basin in Azerbaijan gathered 40 participants. They included repre- sentatives of beneficiary institutions, regional and local authorities and economic sectors, universities, main contractors in Azerbaijan for RBMP development, and EUWI+East representatives.

A technical summary of the current findings on the assessment of the basin were sent out prior to the meeting and printed copies were included in the participants’ documentation folder for the meeting.

After a welcoming address by Mr Mutallim Abdulhasanov (MENR) and the pro- ject representatives, the introduction of the meeting presented the frame of the EUWI+East project as regards RBMP, which comes under components 2 and 3 of the project in Georgia, and the participatory and consultation approaches required in the project.

The first session featured a presentation of the results achieved so far in terms of waterbody delineation (surface and groundwaters) and the characterization of the Kura upstream of Mingachevir reservoir basin. Several presentations were delivered with numerous maps and tables summarizing:

- The main natural characteristics of the basin, geography, hydrology, geology, climate. - The anthropogenic activities and their related pressures and impact on the functioning of rivers, lakes and groundwaters. - The protected areas in the basins. - A preliminary assessment of the risk of not reaching the environmental objectives re- quired by the Water Framework Directive.

Several questions and discussions took place after each presentation. Regarding the delineation, they targeted the characteristic descriptors used (especially for groundwa- ters), and the inclusion of agriculture and potable water channels in the maps. After the presentation of main pressures and impacts, numerous discussions took place on the collection of wastewaters and their treatment in the Rayons, notably the currently foreseen investment. The water price and the fees for abstractions was also discussed intensively, especially in the perspective of future changes in government policies pro- posed by MENR for the evolution of the Water Law. Solid waste disposal was also a subject covered by the discussions, seen as a significant pressure. Currently one of the major problems is clearly the disposal of solid waste along the river banks. Participants underlined its importance and the need to take action in the future. After an introduc- tive presentation on the main issues, the second part of the meeting was organised in a participative format. Two separate groups were formed so that participants could exchange directly on the above-mentioned results regarding the characterisation and main pressures.. The results from each group were presented in a final plenary session.

These results from the working groups will be used to revise the list of main issues and will be the guiding element for further activities in terms of consultation. At a later stage, they will help identify the priority actions to be taken and to be included in the future programme of measures of the River Basin Management Plan.

3.4. Assessment of the meeting

A feedback form was circulated at the end of the meeting and was filled in by 20 participants.

4. PUBLIC INFORMATION CAMPAIGN ON WATER ISSUES (2019)

4.1 Context and objectives

In the framework of the European Union days in May 2019, with support from the EUWI+ project the Azerbaijani contractor organised a series of public awareness-raising actions in the cities of Ganja and Mingachevir. The EU days offered an excellent opportunity for EUWI+ project partners to explain integrated water river basin management plans to the wider public and to explain the work being carried out in the pilot river basin in the framework of the EUWI+ project. These actions mainly targeted young children and students. The events aimed at raising awareness of the importance of water resources for future genera- tions and capacity development through improved scientific methods. Students were involved to illustrate the link between water, science, and sustainable develop- ment. Stands, practical experiments, water quality tests and lectures were organised by EUWI+ to show young people the role that water plays in nature and its importance for the development of human life. Fresh and drinking water were central topics of the discussions, which emphasised solutions for efficient water conservation and use.

4.2. Three awareness-raising events targeted at young people

Eu4YOU event- EUWI+ project stand on 21 May 2019 An EUWI+ project booth was set up in Mingachevir (Samed Vurgun square) in the framework of the “EU4YOU” event organised to celebrate the European Days in Azerbaijan. The booth aroused great interest in the exhibition visitors, who were able to obtain information on the project, and express their interest and opinions on water quality issues. The project team, supported by a group of young European ambassadors, welcomed more than 300 visitors to the EUWI + stand during the Europe Day exhibition in Mingechevir. About 150 schoolchildren and students took part in practical experiments to test the quality of water from the Kura River, the Mingachevir reservoir, natural sources, from a tap, rainwater, and bottled water. They analysed water quality parameters (Ph, nitrites, nitrates, total alkalinity, total hardness) and compared the results. During the event, hundreds of visitors were educated by water experts on the protection of water resources, the role of water in their lives, and ways to save water.

Presentation on the EUWI+ project for students from Mingachevir Youth House and Minga- chevir Russian school on 22 May 2019 During the open lesson at the Mingachevir Russian School on 22 May 2019, about 100 school- children aged 12 to 17 participated in quizzes and surveys and talked about how they see their river now and in the future. the event organised at the Mingachevir Youth Centre was an opportunity for about 30 young European ambassadors to hear about the benefits of implementing river basin management plans for inhabitants of the region. Knowledge and understanding the state of water resources were pointed out as particularly important for the country’s future, along with effective water monitoring.

EUWI+ in Mingachevir Russian School on 22 May 2019

Meeting with Youth Academy students in Ganja City on 22 May 2019 Experts from the EUWI+ project participated in a meeting with students from the Youth Academy located in Ganja City. At this meeting, EUWI+ national representative Rafig Verdiyev provided the students with detailed information regarding the project and introduced them to activities imple- mented within the project. Experts of Hydromed Consulting LLC, Fuad Mammadov, Ceyhune Mammadova and Gulnar Aliyeva also demonstrated the water quality tests to the students. They measured the water quality parameters (PH, nitrites, nitrates, general hardness, acidity, etc.) in water samples taken from various sources (Kura River, Mingachevir water reservoir, rainwater, household water, water bought from the market) and compared the results. The EUWI+ project experts answered questions, presented gifts to the most active students during the test and dis- cussions, and provided the young people with awareness materials on the project.

5. CONSULTATION ON THE PROGRAMME OF MEASURES (2020)

5.1. Objectives

During the visit to Kura upstream of Mingachevir pilot basin area, meetings were organised in 12 rayons from 10-19 June to discuss issues regarding the second River Basin Management Plan (RBMP) and the Thematic Summary related to development and implementation of the Programme of Measures (PoM). During the presentation of the Thematic Summary, the following information was briefly presented to par- ticipants in rayons presenting environmental authorities, different water use sectors , the economy, industry, municipalities, students and other stakeholders:

5.2. Main results of the 2020 consultation process

Consultation meetings from 10 to 19 June

In total, 12 rayons from the two sub-basins (5 rayons in Ganikh sub-bassin and 7 in Central Kura sub - basin) in the pilot basin "Kura Upstream Mingachevir Dam" were visited by the EUWI+ project representa- tive Rafig Verdiyev and the communication contractors of the project. Mr Mutallim (Head of Unit, Envi- ronmental Policy Division, Ministry of Ecology and Natural Resources of Azerbaijan) participated in 2 of the 12 meetings with stakeholders. In total, 119 people participated in the meetings, giving feedback on the draft River Basin Management Plan (RBMP) of the Kura Upstream Mingachevir Dam, and more specifically on the programme of measures. Participants included representatives from the Ministry of Energy and Natural Resources and from the Min- istry of Emergency Situations of Azerbaijan, from the Azersu Open Joint Stock Company (OJSC) which provides water supply and sanitation services in the Republic of Azerbaijan, and from the Joint Stock Com- pany Amelioration JSC. Representatives from the municipalities visited, private-sector representatives, farmers, NGOs, and residents participated in the series of consultation meetings.

Feedback from participants concerned: 1. Measures concerning water quantity: participants asked for regulation measures for water ab- stractions. Irrigation: some asked for training on new irrigation methods, others proposed to improve the regulation to minimise the use of water for irrigation purposes, others to promote alternative water uses (rainwater, treated wastewater from residential areas) for irrigation purposes. 2. Measures concerning water quality: lack of wastewater treatment systems and pollution from solid waste were raised several times by participants. Participants asked for the inclusion of measures to improve water supply and sanitation systems in rural areas. 3. Participants also asked for measures to increase flood protection. 4. Land-use: some participants raised the problem of forest and grassland removal, which has a negative impact on surface and groundwater. 5. The need to clean canals and reservoirs from sediments was mentioned several times. 6. Governance: representatives from municipalities expressed their will to be given the means in order to participate actively in adressing water issues localy. 7. The need to organise awareness-raising activities among residential areas and touristic places was also mentioned several times.

Online consultation

In parallel to the meetings, questionnaires and the Thematic Summary were distributed to stakeholders through a mailing campaign and WhatsApp. In total, 94 people answered the questionnaires. Most of them were male employees from the water sector, aged between 35 and 65. The following three main issues concerning the pilot river basin were ranked in order of importance by respondents: overexploitation of water resources, discharge of untreated wastewater, and disposal of solid waste on river banks. These 3 answers counted for more than 60% of answers and are consistent with the concerns raised during the series of physical meetings.

Can we add a measure on preparation of inventory of illegal water abstraction points from Kura?

We need to assess the possibility of using additional drinking water sources of better quality compared to Kura wa- ters in Mingachevir

Why does the TS only consider the Kura river part above Mingachevir reservoir not the entire river

We think that there is a need to implement measures on the reconstruction of Garabagh canal and concrete coverage to minimize water losses We would like to have a measure on development of a model to manage water use below Mingachevir reservoir

5.14 Questionnaire analysis

The full questionnaire analysis is available as an Annex. 94 questionnaires were completed in total. Questionnaires were filled in by participants during the meetings and by people reached through WhatsApp. All questions answered were analysed for each sub-basin separately and then for the entire pilot basin area. The results are given in Annex 3. The main water management issues in the entire pilot basin area are described in the figure below

6. LESSONS LEARNT

Main results of the consultation in 2020, lessons learnt for the future of Kura RBMP in Azerbaijan

As Coronavirus prevented the EUWI+ project thematic leaders and experts from travelling to Azerbaijan to attend meetings, the events were organised using internet communication tools to bring together the project team and the consulting hydrometeorological company experts. Some limitations were also related to difficulties in this regard between consultants and different stakehold- ers in Kura upstream of Mingachevir pilot river basin area. These include travel limitations, a limited number of people (max10) at meetings, a lack of facilities and computers for some stakeholders for printing and reviews and comments on the RBMP thematic summary and other materials. Therefore it was decided to print materials beforehand and send them to a main stakeholder group (about 120 people) in rayon centres and other residential areas of the basin. Then trips were organised from 10- 19 June 2020 to include meetings with 10 different representatives of the population in each rayon in the pilot basin area. Coronavirus quarantine requirements also created some barriers to setting up meeting venues and organ- izing other conditions for discussions. Nevertheless, in spite of this, all meetings were successfully organ- ised in all rayon centres to reach the required level of discussions of the TS and questionnaire and feedback on issues discussed. As mentioned, in spite of fact that it was not possible to gather everyone at a single venue, we managed to contact as many people as possible to represent the different levels of the population during the trip and using the internet. It should be noted that disseminating the thematic summary and questionnaire well in advance significantly helped the consultation process as many people do not use e-mail. The recipients received the TS in time and had the opportunity to ask questions by telephone and WhatsApp. About 30-40 % of stakeholders in the pilot basin area received the TS and questionnaire by e-mail. The remaining stakeholders needed hard copies, therefore we sent them hard copies and had discussions by conducting meetings. While administrative staff, municipal workers and people with internet access can take part in online con- sultations, physical meetings are preferable.

Some respondents in Ganikh basin also requested the implementation of measures to increase the iodine in drinking water and measures against soil erosion and grass cover protection in summer pastures

In both sub-basins, reservoir sedimentation issues were raised by related sector representatives with a request for assistance to address them

Some issues related to transboundary water quality and also the lack of information about the state of water resources in upstream parts of 73 transboundary rivers.
