Area Budget 2011/12 – Applications for funding

Purpose of Report: To make recommendations on applications for funding from the area budget 2011/12.

Recommendations: The committee is asked to approve the recommendations on current applications for funding, as detailed in Appendix 1. .

Background

1.1 The Executive Committee, at its meeting on 3rd February 2011, allocated budgets to the 21 area committees in the city to be used in ways that reflected the Council’s key objectives.

1.2 The 2011/12 area budget allocation for Craigton Area Committee is £67,105.

1.3 This report also outlines the assessment process undertaken for each application and summarises current applications for funding before recommending a course of action for the committee to take.

1.4 The eligibility criteria for area budget grants remain unchanged. However Craigton Area Committee at its meeting on 13 April 2010 agreed to include details of all ineligible grant applications received within the monitoring statement for information only.

Assessment process

2.1 At the meeting on 6th May 2008, the committee noted a report by the Chief Executive on the adoption of the Council’s Corporate Grants Administration Policy and Procedures Manual (the Manual) and associated documentation in relation to applications for funding from area budgets.

2.2 The Manual requires a series of assessments to be undertaken in respect of each application for funding with the outcomes reported to area committees.

2.3 Previously, with the exception of bus trips, assessments of applications were conducted by an officer from the most appropriate Council Service and this will remain the case. However, in addition to these officer assessments, an assessment of the likely impact of any proposal, a review of the applicant organisations’ finances and an assessment of risk to the Council, should it fund a proposal, must also be undertaken.

2.4 These additional arrangements have necessitated a change to the way that funding applications are reported to area committees. As well as a description of each application and the associated financial information, this report summarises the outcome of the assessment processes outlined at 2.2. A recommendation is offered on each application as well as any conditions that should be applied, in addition to the Council’s standard conditions of grant.

2.5 Therefore, the recommendations offered in respect of each funding application have benefited from a more structured and transparent scrutiny process.

2.6 Applications for bus trips undergo a simpler assessment process and this is reflected in the summary of these applications in Appendix 1.

Applications for funding.

3.1 Appendix 1 summarises applications for funding from the Area Budget 2011/12 and provides recommendations for each one following a detailed assessment for each proposal. Any special conditions, in addition to the Council’s Standard Conditions of Grant, that should be applied to an award are also detailed in Appendix 1.

1. Land and Environmental Services – Rosshall Gardens Access for All Towards the cost of improving access for all ability users to the grade B listed gardens, encouraging more visitors to this historic site. Car parking spaces will be created for blue badge holders and the upgrading of the surrounding footpaths will make them suitable for Brief description of proposal wheelchair use from the car park through the gardens to the rockery pool and grotto.

At present there is no car parking facility for Rosshall Gardens.

2. St James’s Parish Church-183 Meiklerig Crescent. Towards the cost of repairing extensive damage to the church roof caused by theft of lead coatings. Lead is being replaced with a material Ubiflex which has Brief description of proposal no re-sale value. In order to mitigate internal damage by water ingress emergency work had to start on the roof immediately the theft was discovered and remedial work has been carried out.

Towards the cost of delivering a ‘Fun and Information Day’ in Ross Hall Park on Sunday 2nd October 2011 to promote the park ,engage the local community and highlight activities taking place in the local area.

Brief description of proposal The programme will include Bouncy Castle, children’s entertainers, face painters, musicians and ball games.

Activities will also be provided by Life Play Services, Land and Environmental Services CAT teams and cycling officers and GHA.
