    Bulletin spécial du SISAV Système d’Information sur la Sécurité Alimentaire et la Vulnérabilité dans le Grand Sud-est Bulletin spécial n°1 - période cyclonique couverte: janvier 2013- publication février 2013 Période d’observation Passage du cyclone FELLENG à proximité du littoral Est de Madagascar janvier 2013 L’œil du cyclone FELLENG n’a pas touché directement le pays pendant son passage du L M M J V S D 28 janvier au 1er février dans l’Océan Indien. Toutefois, son corps a affecté les zones à 1 2 3 4 5 6 proximité du littoral Est, avec un diamètre de 400km. Dans le Grand Sud-est, l’’avis de menace pour les districts de Vondrozo et Farafangana et l’avis d’avertissement pour 7 8 9 10 11 12 13 Midongy, Vangaindrano et Befotaka ont été annoncés le 31 janvier où FELLENG a été 14 15 16 17 18 19 20 localisé à 225 Km au Sud-Est de Brickaville. En effet, des pluies abondantes accompagnées de rafales de vent ont été constatées dans la région. Dans certaines 21 22 23 24 25 26 27 communes, des cultures ont été inondées et quelques routes et pistes ont été rendues inaccessibles pendant quelques jours. Il y a même eu des communes où des pertes de 28 29 30 31 1 2 stocks ainsi que des cultures irrécupérables ont été enregistrés. Le 1er février, situé à 350 Km à l’Est de Manakara, il a commencé à s’affaiblir en forte tempête tropicale. La plupart des avis d’alerte ont été levés en conséquence.

    MADAGASCAR: CYCLONE GRETELLE appeal no. 03/97 sitrep no. 1 for the period: 1 April to 15 May 1997 23 May 1997 The Context Cyclone Gretelle swept through south eastern Madagascar on 24 and 25 January 1997, affecting approximately half a million persons, 42,000 of whom are among the most vulnerable in the mountain area of Midongy and Befotaka districts. Roads and bridges were washed out, preventing access by land to these districts. Based on preliminary estimates by Care International, work to open up these zones will not be completed before July 1997. Food is the major problem. The inhabitants could not harvest their crops in March as they were under water and partly destroyed. Other crops such as coffee, cassava and breadfruit tree which traditionally generated additional income and assured the tide-over between the two crops have also been partially destroyed. The Malagasy Red Cross asked the Federation to launch an appeal for CHF 885,000 to assist 42,000 of the most vulnerable persons in Befotaka and Midongy districts. This initial appeal was increased to CHF 1,534,000 at the beginning of April in order to respond better to the victims' needs. Fifty per cent of the appeal has been covered mainly by the European Community via the French Red Cross and several National Red Cross Societies. Recent Events Flying donations to Midongy and Befotaka has in general not run into problems, but is quite expensive. During the first week of May the operation was interrupted due to poor weather conditions which prevented the Antonov 2 (the plane for the operation) from flying.

    Bulletin SISAV Système d’Information sur la Sécurité Alimentaire et la Vulnérabilité dans les Régions Vatovavy Fitovinany, Atsimo Atsinanana, Androy et Anosy (Amboasary Atsimo) Bulletin SISAV n°27 L’essentiel Période couverte: La période couverte correspond à la mise en place des cultures de grande saison pour les Régions Décembre 2016 couvertes. Sur le plan météorologique, les prévisions de retard de la saison des pluies ont été Janvier 2017 confirmées, et il a été constaté une faiblesse des précipitations par rapport à la normale. Cela a perturbé la saison agricole et plus particulièrement le début de la période de mise en culture. Malgré le retard des pluies, les spéculations profitent de bonnes conditions météorologiques (retour de Zone de couverture la pluie, atténuation des vents forts) dans le sud au cours des mois de décembre et janvier derniers et on a observé une augmentation des superficies emblavées. Si les perspectives de récoltes sont bonnes actuellement pour l’ensemble du Sud, les difficultés alimentaires y sont toujours d’actualité et la période de soudure s’intensifie. Le niveau de vulnérabilité des Communes a connu une baisse grâce aux conditions des cultures au cours de la période d’observation et aux bonnes perspectives de récoltes ainsi qu’aux activités d’urgences qui y sont entreprises actuellement. Cela a aurait entre autres contribué à inverser la tendance dans le District d’Amboasary Atsimo, mais les actions devraient être renforcées afin de maintenir la tendance actuelle. Pour les Régions Vatovavy Fitovinany et Atsimo Atsinanana, les conditions climatiques ne sont pas aussi bonnes pour l’agriculture.

These six are restricted to Africa, except for Petchia, which also occurs in Sri Lanka with one endemic species. The study is based on herbarium material and living plants, mostly observed and collected by the author in Madagascar. Petchia replaces the well-known genus name of Cabucala as it has priority, so six new combinations have been made here. Petchia africana from Cameroun has been described as new to science. For Carissa verticillata a new name has been proposed to replace Pichon's homonym, C.pichoniana. In all, 23 names have been reduced to synonymy, 14 of which are even synonymso fPlectaneia thouarsii.
