MONTHLY MARKET REPORT FEBRUARY 2016 Summary MOST EXPENSIVE SALES The average sale price for Manhattan apartments dipped in the four weeks leading up to January 1, while the number of sales rose. The average price for an apartment—taking into account both condo and co-op sales—was $2.1 million, down from $2.2 million in the preceding month. The number of recorded sales, 1,020, rose a great deal from the 862 recorded in the preceding month. AVERAGE SALES PRICE CONDOS AND CO-OPS $30.5M 834 Fifth Avenue, #10B $2.1 Million 2 beds, 4 baths The average price of a condo was $2.7 million and the average price of a co-op was $1.4 million. There were 542 condo sales and 478 co-op sales. RESIDENTIAL SALES 1,020 $2.1B UNITS GROSS SALES One of the most expensive sales this month was in a grand, prewar co-op on the Upper East Side, while the other two were in the large new downtown condo development The Greenwich Lane. $26.0M The most expensive sale of the month was unit 10B in 834 Fifth Avenue, a two-bedroom, The Greenwich Lane, #PH8 four-bathroom apartment that closed for $30.5 million. Exhibit O RESOURCE LIST The Commission is prohibited, under RCW 42.17.260(7), from providing lists of applicants for commercial purposes. We read this statute as constraining us from making available the names, addresses, and phone numbers of applicants who have received Credit Reservation Contracts to those parties who could provide services necessary for the viability of the projects, such as lenders, lawyers, and accountants. We are pursuing an alternative approach of supplying to the applicant’s lists of practitioners in various fields: accountants, attorneys, consultants, lenders, property managers, and syndicators. We hope that the resource list will facilitate applicants in obtaining the advice and resources to produce a successful project. We have assembled this list with two cautions. First, the list is not exhaustive. We contacted practitioners that we were aware were active in providing services to tax credit projects, and were approached by others to be included on a resource list. There are likely others available that we are not aware of or that we may have overlooked. Second, the Commission does not endorse any of the companies or individuals on the attached lists, and has not verified that the comments provided by those on the list are accurate. We have merely compiled the list. You should use your own judgment in selecting any of the parties listed to assist in your project. We update the resource list periodically. BEFORE THE PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA Order Instituting Rulemaking Regarding Policies and Protocols for Demand Response, Load Impact Estimates, Cost-Effectiveness Rulemaking 07-01-041 Methodologies, Megawatt Goals and (January 25, 2007) Alignment with California Independent System Operator Protocols RESPONSE OF THE CALIFORNIA INDEPENDENT SYSTEM OPERATOR TO CLECA MOTION TO STRIKE PORTIONS OF THE REVISED IOU’S STRAW PROPOSAL FOR DEMAND RESPONSE COST EFFECTIVENESS I. Introduction The California Independent System Operator Corporation (“CAISO”) submits this response to the motion of the California Large Energy Consumers Association (“CLECA”) to strike portions of the Revised IOU Straw Proposal for Demand Response Cost Effectiveness. CLECA has made this motion in the alternative to CLECA’s request for evidentiary hearings regarding three issues for which CLECA believes there are factual disputes. The CAISO’s response is prompted by the second factual issue raised by CLECA: 2. The proposed requirement that only DR programs qualifying for resource adequacy (RA) status be treated as avoiding capacity costs. In support of its request for hearings and/or motion to strike for this issue, CLECA purports to characterize certain positions of the CAISO regarding the valuation of Demand Response resources. The CAISO feels that CLECA has mischaracterized, somewhat, the CAISO’s position on the subject, and so the CAISO files these comments to clarify the record as to the CAISO’s position. R.07-01-041 CAISO RESPONSE TO CLECA MOTION TO STRIKE RE IOU CE STRAW PROPOSAL We note that the Commission’s recent Order Instituting Rulemaking 07-09-008 (issued September 25, 2007) articulated the foundational steps in determining when evidentiary hearings are necessary: Parties who believe that evidentiary hearings are necessary shall follow the procedure set forth below. -

The centerpiece is an 18,000-plus–seat event center that will be the new home of the Golden State Warriors basketball team, during the NBA season, and provide a year-round venue for a variety of other uses, including concerts, family shows, other sporting events, cultural events, conferences and conventions. Office, retail, and open space uses and structured parking are also proposed. A Subsequent EIR (SEIR) was prepared for the project, tiering from the 1998 Mission Bay Final SEIR. The project was processed under CEQA streamlining legislation of both AB 900 (“environmental leadership project”) and SB 743. -
