Emilio Aguinaldo, Quezon City, Philippines NDRRMC UPDATE SitRep No. 6 re Flooding, Landslide and Tornado Incidents in Regions VII, VIII, X and XII Releasing Officer: USEC BENITO T. SITUATION OVERVIEW: Continuous rains is being experienced in the Visayas Region and some parts in Mindanao which caused flooding in the provinces of Bohol (Region VII), Eastern Samar, Leyte, Southern Leyte, and Western Samar (Region VIII) and Misamis Oriental (Regions X). As a result, flashflood, landslides and tornado were experienced in some areas A. Incidents Monitored: 1. Flooding: Region VII Flashflood occurred in Bohol Province affecting the barangays of Mayana, Calabasita, and Alejawan (Municipality of Jagna), Brgy. Bugang Sur (Municipality of Bilar), and Brgy. Balbalan (Municipality of Dimiao) Brgy. Balbalan, Dimiao, Bohol was declared Under State of Calamity due to flashflood which affected thirty five (35) families / one hundred fifty (150) persons Region VIII 32 Barangays in Palo, Leyte have been affected by flooding and corresponding rescue evacuation has been undertaken Brgys. Poblacion 1 & 2 of the Municipality of Maslog, Eastern Samar, were affected by flooding with 234 families / 1,170 persons temporarily relocated at 2 evacuation sites Families affected by the flooding evacuated to higher grounds while others opted to stay with their relatives in the nearby areas On March 16, 2011 at around 2:20 AM, flashflood due to heavy rains occurred in the Municipality of Garcia-Hernandez, Bohol affecting twenty-two (22) households in twelve (12) barangays. Flooding in said barangays had subsided at around 6:00 PM March 16, 2011 Region X On 18 March 2011 around 11:00 PM, continuous rains caused Raw-an River to overflow which resulted to swelling of waterways in the low-lying areas in Brgys. Affected families opted to stay with their relatives and neighbors whose houses are not affected PSWDO and MSWDO conducted initial assessment on the affected areas CARAGA As of 8:00PM 19 March 2011 report from CARAGA Region, water level of river systems in Surigao del Norte and Surigao del Sur have started to rise Lowland barangays in the Municipalities of Carmen, Tago and San Miguel, Surigao del Sur are partially flooded, however, no evacuation is reported. Roads in some parts of Surigao City and Surigao del Sur are partially flooded but still passable PDRRMC Surigao del Sur conducted ocular survey in low-lying and landslide prone areas in the province 2. Landslide Incidents: Region VIII On March 17, 2011 at around 2:00 AM, a landslide occurred at Brgy. Cabalawan, Tacloban City. One family consisting of seven (7) members were buried alive and were confirmed dead by the DOH8 Landslides also occurred in other four (4) barangays of Tacloban City, namely: Brgy. 43-B where the road leading to Tacloban City downtown area was rendered not passable; Brgy. Upper Nula-tula affecting 62 households, 326 individuals; Brgy. 95-A, Caibaan, evacuated 46 individuals at Brgy. Multi-purpose Hall; and Brgy. Utap, Zone 4 (mountain side), people evacuated to safer areas not affected by floods such as Barangay hall, health center and establishments A landslide occurred at Brgy. Tadoc, Abuyog, Leyte, making the Abuyog-Silago Road impassable CARAGA In the Municipality of Cortex, Surigao del Sur, two (2) houses were partially damaged due to landslide. However, no casualty was reported. One of the two (2) families affected took shelter in their neighbor’s place while the other one at the canteen of the Cortes Elementary School 3. Tornado: Region X On March 17, 2011 around 10:00 PM, a sudden occurrence of strong winds in funnel-shaped with powerful twisting motion rapidly destroyed houses along its path in Brgys Mukas and Tabigue in Kolambugan, Lanao del Norte affecting 70 families / 350 persons Seventy (70) houses (58 partially and 12 totally) were destroyed. Affected families stayed with relatives One (1) person was reported injured identified as Cherlyn Boligao, 12 years old who suffered punctured wound Region XII On March 17, 2011, a tornado hit Sitio Lamcol and Sitio Besas in Brgy. Malaya, Banga, South Cotabato that completely destroyed three (3) houses while two (2) more houses partially damaged 2 II. EFFECTS: A. Affected Population (Details on Tab A) A total of 29,682 families / 148,548 persons were affected in 463 barangays of 34 municipalities and 1 city in the provinces of Bohol in Region VII; Biliran, Leyte, Southern Leyte, Samar and Northern Samar in Region VIII; Misamis Oriental, in Region X; and South Cotabato in Region XII There are 556 families/2,827 persons currently housed inside 12 evacuation centers B. Casualties (Details on Tab B) Dead - 11 - 2 from Sierra Bullones, Bohol (Region VII) - 1 from Palo, Leyte (Region VIII) - 8 from Tacloban City, Leyte Injured - 1 from Kolambugan, Lanao del Norte Missing - 4 - 2 from Kanga, Leyte - 2 from Bacuag, Surrigao del Norte C. Status of Lifelines Region VII • Barangays in Garcia-Hernandez, Bohol earlier reported affected by flooding have already subsided and back to its normal condition at around 6:00PM 16 March 2011 Region VIII • Mahaplag-Libagon Section – not passable. Alternate route: Abuyog-Silago Himayangan-Liloan • Wright-Taft, Eastern Samar (in Brgy. Malinao) – not passable to all types of vehicles due to flooding • Eastern Samar: Junction Buenavista – Lawaan Road (flooding at Brgy. San Vicente, Quinapondan, Eastern Samar) • Camp 5 – Junction Taft – Borongan Road (flooding of Brgy. Malinao San Pablo) • Abuyog – Silago, Leyte road is not passable • La Paz Leyte spillways in Brgy. Boaracan and Cabañez are damaged and not passable - Boracan Bridge collapsed - Roads leading to Brgys. Piliway, Claghusan, Bocawon and Gimiranat East – not passable - Farm to market roads in Brgy Limba to Brgy Luneta, Brgy Pawa to Brgy Bocawon, Brgy Sta. Ana to Brgy Calaguisan – not passable • Dagami Leyte – the roads of Brgy San Benito and Brgy Canlinga – not passable - Road in Brgy. Calsadahay-Digahungan – not passable to light vehicles III. ACTIONS TAKEN: NATIONAL NDRRMC OpCen • Disseminated Weather Advisory, General Flood Bulletins, and GALE Warnings to all regions concerned through Short Messaging System (SMS), facsimile, and website for further dissemination to their respective Local Disaster Risk reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Continuous activation since March 11, 2011 under Blue Alert Status (Partial Activation) with personnel from OCD Operations Division Alert Teams and augmentation from other OCD Division rendering duty at the NDRRMC Operations Center 24/7 to monitor any eventualities PHILIPPINE COAST GUARD • Personnel of CG Station Tacloban were dispatched and conducted evacuation of approximately 70 persons in Brgy. Apitong, Tacloban • CG Station Cebu dispatched two (2) SOG personnel with rubber boats to Tacloban to augment said station • CG District Bicol dispatched 7-man SOG team with rubber boat and one (1) medical personnel onboard M-35 truck to Tacloban • PCG Assets on stand-by: Floating Assets - SARV-30504 - Mission Ready (OPCON under CGDCEV) Air Assets – 1 PCG Aircraft (Islander) Deployable Response Group – 4 Teams (On standby at HPCG ready for dispatch/deployment) 4 Land Mobility Assets – 2 PCG Bus (Standby at HPCG/Mission Ready), 2 Coaster Bus (Standby at HPCG/Mission Ready) PHILIPPINE INFORMATION AGENCY • Assisted RDRRMC VIII in giving information related to the incidents. • SMS from RDDRMC VIII forwarded to all PIA Provincial Information Offices. Real time SMS to the National Office on situation reports • Maintained Weather Watch where all the sitreps are forwarded and coordinated with the concerned agencies on concerns being brought to PIA for immediate attention. Example- the people at Brgy Bahay in San Miguel Leyte were already on their rooftops because of floodwaters. This was brought to the attention of the Leyte PRDRRMC and the RDRRMC VIII and the people were immediately rescued DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT • The cost of assistance extended to the affected population in Region VIII is PhP492,690.00 • DSWD was also able to assist in terms of providing for 2 generator units and 1,500 packs of clothing, all worth PhP375,000.00 PHILIPPINE NATIONAL POLICE (POLICE

Recto EXPLANATORY NOTE The First District of Leyte coniprises the Municipalities of Alangalang, Babatngon, Palo, San Miguel, Sta. Fe, Tanaua, Tolosa and the City ofTacloban, the capital ofthe province and the acknowledged Regional Center of Region 8. The request for two additional branches is to address the growing demand for the immediate resolution of cases which presently clog the docklets and slow down the dispensation of justice in the area. The Leyteiios deserve expenditous resolutions of their legal problems. The density of cases being distributed among the five (5) courts is contributory to the slow disposition of cases and to the administration of justice in general. Hence, this bill seeks to create two (2) additional Regional Trial Court branches in the Eighth Judicial Region in Eastern Visayas, particularly in the City of Tacloban, Province of Leyte, in addition to the five (5) branches thereof in the First District ofthe aforementioned province. It is hoped that this proposal will greatly reduce the burden of the existing courts.     NUTRITION CLUSTER WEEKLY UPDATE – 19. February 2014 Region VIII- East Visayas, Philippines, Co-Leads: National Nutrition Council/DoH Region VIII and UNICEF Partners ACF, ACTED, Arugaan, BRMFI (Bukidnon Resource Management Foundation Inc), ChildFund, HOM (Health Organisation of Mindanao), NNC/DoH (National Nutrition Council/Department of Health), IFRC, IMC, MDM, Mercy in Action, MSF, Plan International, Samaritan's Purse, Save the Children, UNICEF, WFP, WHO and World Vision International. Needs The Nutrition Cluster in Region VIII aims to target 71,000 boys and girls under five years of age and 66,000 pregnant and lactating women (PLW). Priority areas of intervention include: (i) protection and promotion of appropriate infant and young child feeding (IYCF) practices for 90,500 pregnant women and children aged 0-23 months; (ii) prevention of vitamin and mineral deficiencies with provision of fortified high energy biscuits to 51,455 children aged 24-59 months and micronutrient powders to 71,000 children aged 6-59 months; (iii) prevention of acute malnutrition with blanket supplementary feeding for 25,700 children aged 6-23 months; (iv) treatment of 1,565 children aged 6-59 months with severe acute malnutrition; (v) management of moderate acute malnutrition for 4,700 children aged 6- 59 months and 2,500 PLW, and (vi) timely nutrition surveillance. The targets as defined in the Strategic Response Plan will be recalibrated when the results of the SMART methodology nutrition assessment results are available in late March. Response in Leyte Community Management of Acute Malnutrition In the past week, 5,277 children have been screened and reported, identifying 5 new cases of Severe Acute Malnutrition (SAM) and 22 cases of Moderate Acute Malnutrition (MAM).Five new children were admitted to Outpatient Treatment Program (OTP for SAM treatment); 24 children were admitted to Targeted Supplementary Feeding Program (tSFP for MAM treatment) and there were no admissions to Inpatient Treatment Program (IPT).
