    THE PHILIPPINES: ONE YEAR AFTER TYPHOON HAIYAN A report on Médecins Sans Frontières’ humanitarian response Typhoon Haiyan, or Yolanda as it is known locally, was the strongest typhoon ever recorded at landfall, ripped through the central Philippines on 8 November 2013. It caused devastation on an unprecedented scale – roofs were ripped off, villages were flattened, livelihoods were swept away and a tsunami-like storm surge claimed more than 6,300 lives and displaced some 4 million people1. In the aftermath of the typhoon, MSF was able to provide emergency assistance to communities on three of the worst-affected islands: Guiuan and nearby towns on Eastern Samar; Tacloban, Tanauan, Palo, Ormoc, Santa Fe and Burauen on Leyte; and Estancia, Carles and San Dionisio on mainland Panay, as well as several outlying islands. This included addressing acute and immediate medical trauma needs; restoring basic medical services and facilities; providing shelter, reconstruction kits, water and sanitation facilities; and offering psychosocial support to both children and adults. The datasets were modelled to provide maps of the distance of land from cities and towns, land which was a suitable elevation and slope for smallholder forestry and land of various soil types. An expert group was used to assign numeric site suitabilities to the soil types and maps of site suitability were used to assist the selection of municipalities for the provision of extension assistance to smallholders. Modelling of the datasets was facilitated by recent developments of the ArcGIS® suite of computer programs and derivation of elevation and slope was assisted by the availability of digital elevation models (DEM) produced by the Shuttle Radar Topography (SRTM) mission. The usefulness of GIS software as a decision support tool for small-scale forestry extension programs is discussed.

Poblacion 1 & 2 of the Municipality of Maslog, Eastern Samar, were affected by flooding with 234 families / 1,170 persons temporarily relocated at 2 evacuation sites Families affected by the flooding evacuated to higher grounds while others opted to stay with their relatives in the nearby areas On March 16, 2011 at around 2:20 AM, flashflood due to heavy rains occurred in the Municipality of Garcia-Hernandez, Bohol affecting twenty-two (22) households in twelve (12) barangays.

Information on other aspects of well-being is generally obtained from representative health surveys, national population and housing censuses, and others. However, these surveys and censuses are (i) too costly to be replicated frequently; (ii) conducted at different time periods, making it impossible to get a comprehensive profile of the different socio-demographic groups of interest at a specific point in time; and (iii) have sampling designs that do not usually correspond to the geographical disaggregation needed by local government units (LGUs). In addition, the implementation of the decentralization policy, which devolves to LGUs the function of delivering basic services, creates greater demand for data at the local level.
