1 Nutrition Cluster Weekly Update – 19 NUTRITION CLUSTER WEEKLY UPDATE – 19. February 2014 Region VIII- East Visayas, Philippines, Co-Leads: National Nutrition Council/DoH Region VIII and UNICEF Partners ACF, ACTED, Arugaan, BRMFI (Bukidnon Resource Management Foundation Inc), ChildFund, HOM (Health Organisation of Mindanao), NNC/DoH (National Nutrition Council/Department of Health), IFRC, IMC, MDM, Mercy in Action, MSF, Plan International, Samaritan's Purse, Save the Children, UNICEF, WFP, WHO and World Vision International. Needs The Nutrition Cluster in Region VIII aims to target 71,000 boys and girls under five years of age and 66,000 pregnant and lactating women (PLW). Priority areas of intervention include: (i) protection and promotion of appropriate infant and young child feeding (IYCF) practices for 90,500 pregnant women and children aged 0-23 months; (ii) prevention of vitamin and mineral deficiencies with provision of fortified high energy biscuits to 51,455 children aged 24-59 months and micronutrient powders to 71,000 children aged 6-59 months; (iii) prevention of acute malnutrition with blanket supplementary feeding for 25,700 children aged 6-23 months; (iv) treatment of 1,565 children aged 6-59 months with severe acute malnutrition; (v) management of moderate acute malnutrition for 4,700 children aged 6- 59 months and 2,500 PLW, and (vi) timely nutrition surveillance. The targets as defined in the Strategic Response Plan will be recalibrated when the results of the SMART methodology nutrition assessment results are available in late March. Response in Leyte Community Management of Acute Malnutrition In the past week, 5,277 children have been screened and reported, identifying 5 new cases of Severe Acute Malnutrition (SAM) and 22 cases of Moderate Acute Malnutrition (MAM).Five new children were admitted to Outpatient Treatment Program (OTP for SAM treatment); 24 children were admitted to Targeted Supplementary Feeding Program (tSFP for MAM treatment) and there were no admissions to Inpatient Treatment Program (IPT). Since the beginning of the response, 73,041 children have been screened in Leyte with 207 cases of SAM and 1,253 cases of MAM reported. There have been 146 admissions to OTP, 24 to ITP and 488 to tSFP. The rate of acute malnutrition in the screened population is less than three percent in Leyte. Outpatient Treatment Programs (OTP) for children with SAM are currently operational in Tacloban City and Dulag (ACF), Palo, Tanauan and Tolosa (SCI), Ormoc, Isabel, Merida, Abuyog, Mayorga, and Santa Fe (Samaritan’s Purse). IMC started to provide OTP services in Carigara, Kananga, Palompon and Albuera in Western Leyte in the past week. There are in total 12 OTP services operational. Targeted supplementary feeding for the treatment of MAM is operational in the above municipalities with the exception of Tacloban City, which is pending confirmation of an agreement between WFP and ACF. 1 For more information, please contact: Megan Gayford, Nutrition Cluster Coordination (R-VIII) Segundina Devota Dilao, Regional Nutrition Coordinator (R-VIII) Tacloban Coordination Hub, OSOCC Candahug, Palo, DOH – Centre for Health Development E-mail: [email protected] E-mail: [email protected] Cell: +63 939 3030 736 Cell: +63 939 924 9002 Inpatient facilities (IPT) for the treatment for SAM with medical complications are operating in Bethany (supported by MSF) and EVRMC hospitals (supported by ACF) in Tacloban and Ormoc City (IMC supported). Blanket Supplementary Feeding Program (bSFP) Blanket SFP with High Energy Biscuits (HEB) and Plumpy-doz, supported by WFP has reached 53,238 children. The bSFP has covered Palo, Tacloban, Tanauan, Tolosa, Alangalang, Carigara and Kananga municipalities. This week bSFP is extending to Alangalang municipality. The bSFP will conclude in the coming weeks and be replaced by Multi-Micronutrient Powder (MNP) distribution, for four months. Infant and Young Child Feeding Twenty-one spaces provide IYCF services for pregnant and lactating women at evacuation centres (ECs), hospitals and surrounding communities in Tacloban (ACF, WVI, Arugaan), Dulag (ACF), Alangalang, Tabontabon, Julita and Ormoc City (WVI), and Tanauan and Tolosa (Arugaan). These and other sites have provided IYCF counselling to 8,833 women. In the past week, 1,058 women have been reached. The coverage of counselling for pregnant and lactating women is expected to increase significantly in Leyte as implementation of the Community Nutrition Response Strategy gathers momentum this month, with support of NGO partners. The first training for municipal level nutrition representatives (training of trainers) concluded 14. February, with financial support from IMC.The second training for Western Leyte will take place next week in Ormoc City from 25-28 February. Tacloban City Barangay Nutrition Scholars were trained last week by ACF in two batches of trainings. Upcoming municipal level trainings include: - SCI: Palo, Tanauan and Tolosa municipalities (commencing 24 February) - Childfund: 26. – 28. February (San Miguel and Pastrana), 3. – 5. March (Tunga, Jaro and Alangalang). - IMC and WHO: Training on inpatient treatment of severe acute malnutrition (SAM) in Ormoc from 21 – 23. February Response in Samar Emergency nutrition interventions will be implemented in sixteen municipalities in Samar with support from Health Organization of Mindanao/ACF, Plan International, BRMFI, UNICEF and WFP. MSF is present in Guiuan. Community Management of Acute Malnutrition The second round of MUAC screening has been completed and reported in Samar. All SAM children have been admitted to OTP by HOM. The rate of acute malnutrition in the screened population remains less than three percent. The third round of screening will be conducted in from the 17-21 March and data reported by March 25 and will focus on reaching barangays that did not report data in the first two rounds of screening. ACF/HOM will conduct training on CMAM in Borongan from 20-22 February, for rural health units and other health staff. ITP trainings for management of SAM cases with medical complications are planned in Guiuan and Borongan district hospitals in February/March. Blanket Supplementary Feeding Program (bSFP) Blanket supplementary feeding has reached 16,641 children in Eastern Samar. WFP will commence bSFP of High Energy Biscuits to pregnant and lactating women in Lawaan, Girporlos and Balangiga municipalities this month. Infant and Young Child Feeding The community nutrition response strategy has begun implementation following the ToT for municipal nutrition action officers in Borongan in January. Plan, BRMFI and HOM are now planning with municipal nutrition action officers to implement the next level of training for the barangay nutrition scholars and health workers. Plan International has completed training in Balangkayan and Hernani municipalities and training in Salcedo is scheduled for (2/25 and 2/27). A total of 2,044 caregivers have received counselling on appropriate infant and young child feeding and care practices. Similar messages are broadcasted over the local radio. Community Nutrition Response Strategy The Community Nutrition Response Strategy is a harmonised approach to support BNS and other community health workers to scale up community nutrition activities with a focus on infant and young child feeding and identification and referral of children and pregnant and lactating women who are acutely malnourished for treatment. The NNC/DoH implements the CNRS with support from the UNICEF and NGO cluster partners. Gaps & Constraints In Samar, HOM/ACF is finding it necessary in most SAM cases to extend OTP treatment to the household level rather than the rural health unit, due to long distances and barriers in travelling. The identification of acutely malnourished children is lower than expected. The SMART survey results are required to confirm the global acute malnutrition rate and enable targets to be recalibrated according to the actual need. The next meeting is scheduled for Friday, 28. February at 15.00. The coordination meeting for nutrition partners in Western Leyte is convened twice a month at the City Hall in Ormoc City, OCHA office level 2.     EWARN Weekly Summary Report Early Warning Alert and Response Network Post-Typhoon Yolanda Week 13 | Epidemiological Week No. 8 | 2nd to 8th February 2014 HIGHLIGHTS This week, 79 health facilities reported 16,483 total consultations in typhoon-affected areas of Region VI and VIII by SPEED Acute respiratory infection accounted for 33% of total consultations, most among SPEED conditions reported in the current reporting period Measles cases continue to be reported from Region VIII. A total of 93 suspected measles cases with 1 death had been reported from 1-26 January 2014. Among the cases under 5 years of age, 66% were not vaccinated. A measles immunization campaign is still on-going in the Region. OVERALL SPEED REPORTING FROM TYPHOON-AFFECTED AREAS Overall, the number of facilities reporting decreased in the current week, with 79 facilities reporting this week from 85 last week. However, total consultations increased by 4%, from 15,869 last week to 16,483 this week. Planning has a clearer direction. Ease in drafting all other LGU plans. Effective partnerships have sprouted creating and paving new opportunities for the municipality. HOW DID CBMS HELPED US? Now that we are done with data collection … The freshly collected CBMS data serves as basis in crafting the 2016 Local Poverty Reduction Action Plan. The CBMS data is also being used by the LGU in DRRM planning. It has also poured in significant information for the on-going updating of the CLUP. The mobile-based data collection allows a faster census considering the urgent need of the information results. The new CBMS technology provided job opportunity to the youth employed under the Government Internship Program (GIP) of DOLE.
