THE DEVELOPMENT OF MISSION, SAGA, AND DISTINCTIVENESS AT VMI ABSTRACT This study seeks to discover the elements in Virginia Military Institute’s past that have proven most influential in guiding and preserving its present-day distinctive culture. Integral to the overarching theory behind this dissertation is the assumption that VMI’s history is closely linked with the history of Virginia and of the American South. Specifically, the study hypothesizes that Virginia Military was heavily reliant upon Virginia state government from the time of its founding in 1839 through the Civil War. However, the war provided the circumstances by which the Institute could claim its own "place in history." The Battle of New Market, in which cadets from the Institute fought and died in support of the Confederate cause, gave VMI a substantive past separate from, yet tethered to, Virginia history and the history of the South. After the war, the Institute cultivated its own ideology and traditions, creating what Burton Clark terms "an institutional saga." Self- realization of this saga, coupled with its external recognition by alumni, forged the distinctiveness exhibited by Virginia Military today. In turn, this distinctiveness, preserved by a conservative ideology, created an institutional atmosphere reluctant to embrace change. The battle of New Market, though one of the smaller en gagements of the Civil War, possessed certain striking features which made it such an attractive subject, that it had been described by numerous writers. To those in a position to know, however, it was evi dent that no satisfactory account had been written; for not withstanding that General Sigel, General Imboden, and others had given versions, their work was obviously semi-popular and incomplete; while everything relating to the Cadets was more or less a matter of rumor and controversy, exaggerated asser tions being made by their partisans, and sweeping denials by those who opposed them. The desirability of writing an authoritative account had occurred to a number of those who took part in the battle, but to no one more than Captain Wise, who led the much debated charge of the Cadets, and who ardently wished that the part taken by his comrades should be perpetuated and placed in the proper light.

Kaufmann ollectors and expertisers alike have a powerful tool at hand to authenticate covers: historical facts. Yet this essential resource is often overlooked or iCgnored in verifying postal history. No matter how authentic a cover looks, if facts dispute the claim, the object cannot be genuine. Additionally, depending on the issue at hand, it might be necessary to render a “no opinion” because the claim of authenticity cannot be determined one way or the other. Both collectors and expertizers hate the no opinion determination; however, ren - dering a no opinion is actually a gift to the submitter because it allows for the possibility of verification at a future date should further evidence be presented to bolster the case. However, resubmitting an item to an authentication service without additional evidence to support a case is a wasted effort. The cover presented in this article is not such a murky example. Figure 1 shows an illuminated college cover from Virginia Military Institute (VMI), CSA catalog type VA-19b, displaying a “Sic Semper Tyrannis” oval but no “Superintendent’s Office,” just as is the example in the Confederate States of America Catalog .1 VMI covers are extremely sought after and come in numerous colors. The design is also recorded as a prewar use. 2 The first clue that should get the attention of any serious postal historian is the lack of a postmark tied to the CSA 13, 20-cent green.

But the world was too undone for the quick return of normalcy, and the nation’s leaders repeatedly, insistently requested his services: as special ambassador to China in 1946, as Secre- tary of State in 1947 and 1948, and as Secretary of Defense in 1950 and 1951. At every turn of his career after 1939, the President needed him. Others had need of him,too;he spent a year traveling the country as chair- man of the American National Red Cross (1949–50). Why did he accept these and other demands when he had already served his country for nearly forty-five years? Speaking to a national radio audience on November 11, 1940, the anniversary of the founding of his alma mater, the Virginia Military Institute, Marshall explained his VMI- inspired worldview: Our graduates seldom amass great wealth, but just as seldom do they dis- play weakness or indifference to their duties as citizens.They are trained to be soldiers,if there be need for soldiers ... ;but what is far more impor- tant, they are trained to be good citizens, strong and of the type so urgently needed to promote the welfare of this country of ours in its democratic progress.
