Chili (country code +56) Communication of 31.I.2006: The Subsecretaría de Telecomunicaciones de Chile (Subtel), Santiago de Chile, announces a change in Chile’s mobile telephony numbering as from 19 August 2006. The new mobile numbering begins in August: – For calls between mobile telephones, dialling remains unchanged, nor will there be any change to existing user numbers. – This decision will make available 80 million number combinations for the mobile telephony service. The new mobile telephony numbering structure will come into effect on 19 August 2006. The decision in that regard has been taken in response to the growing number of subscribers to cellular telephony companies. As from the above date, the mobile telephony numbering structure will incorporate a virtual mobile area code identified by the digit “9”. The numbering structure for the mobile network will thus take the following form: National number (nine (9) digit length) = virtual mobile area code + user or mobile subscriber number. Under the new structure, existing mobile users wishing to call another mobile will continue to use the existing dialling format, namely: 8XXX XXXX or 9XXX XXXX However, a fixed telephone user wishing to call a mobile user or subscriber will need to use the following dialling format: 09 + 8XXX XXXX or 09 + 9XXX XXXX; where “0” is a prefix to indicate that one is leaving the network. The international dialling format will be: +56 9 8XXX XXXX or +56 9 9XXX XXXX This measure will make available some 80 million numbers for the mobile telephony service, since the mobile numbering series begin with the digits “0” to “7”, while the mobile numbering length remains at eight (8) digits. Morocco (country code +212) Communication of 10.II.2006:

The Agence Nationale de Réglementation des Télécommunications (ANRT ), Rabat, announces that on Friday 24 March 2006, at 2300 hours UTC, the number of numbering zones for fixed telephony will be reduced from four to two.

The national territory will be divided into two numbering zones, in the following manner:

• The “South” zone will be made up of those zones that fall under the “02” and “04” area codes. In the future, they will both be covered by the single area code “02”.

• The “North” zone will be made up of those zones that fall under the “03” and “05” area codes. In the future, they will both be covered by the single area code “03”.

Therefore, in order to place a call to a party in these zones, area code “02” should be used instead of area code “04”, and area code “03” instead of area code “05”. This change does not affect numbering for mobile telephony.

Moroccan National Telephone Numbering Plan

The Kingdom of Morocco’s current national telephone numbering plan is a closed, nine-digit plan in the following format:

CC + N(S)N, where: CC (Country Code) = +212 N(S)N (National (Significant) Number) made up of eight digits: ABPQMCDU.

I) International incoming call The international format is: CC (+212) + N(S)N (eight digits), where: CC = Country Code N(S)N = National (Significant) Number. It is customary in the Kingdom of Morocco to consider that in the format +212 ABPQMCDU, the digits following a National (Significant) Number (N(S)N) are represented by the following letters: A = area code BPQ = destination code for the home exchange MCDU = thousands, hundreds, tens and units: the identity of a subscriber in a given exchange. II) National call

To place a local or national call to a fixed national public telecommunication network subscriber or to a mobile network subscriber, only one format need be used: 0ABPQMCDU. III) Calls to special services

To obtain a two- or three-digit special service nationally, the dialling format is as follows:

1X – where: X = 5 for the fire service and X = 9 for the police

1XY – where: XY = 77 for emergency calls to the gendarmerie royale.

These special services cannot be called from outside the country. IV) International outgoing calls

To place an international call from Morocco, dial the international prefix for Morocco, namely “00”, i.e. the following format:

00 CC NDC SN, where: CC = Country Code NDC = National Destination Code (as required) SN = Subscriber Number. V) Fixed non-geographic numbers

These numbers take the form 0ABPQMCDU, where A = 8 and A = 9. In the number range where A = 8, a distinction is drawn between “freephone” numbers and “split-charge” numbers. The number range where A = 9 is currently intended for “shared-revenue” numbers. These numbers are defined as follows: 1. Freephone numbers are for services that can be dialled free of charge by the calling party. The called party (company) pays its operator the full charge for the call.

2. In the case of “split-charge” numbers, the call costs are shared between the calling party and called party (individual or entity). The cost distribution is different according to the type of number called. 3. In the case of “shared-revenue” numbers, only the calling party pays the cost of the call. The revenue relating to the call and to the value-added service is shared between the local-loop operator, the operator having routed the call (if different) and the called party (entity) having provided the service (e.g. weather information, different kinds of reservation service, etc.). VI) Case of GlobalStar North Africa

The number series beginning with “92 PQMCDU” (where P = from 0 to 2) has been assigned to GlobalStar North Africa for its GMPCS network.

Chad (country code +235) Communication of 2.II.2006: The Office Tchadien de Régulation des Télécommunications (OTRT), N’djamena, announces the national telephone numbering plan of Chad. National Numbering Plan (NNP) • New distribution of “PQs” by zone According to the numbering plan, Chad has seven PQs: 50, 51, 52, 53, 54, 68 and 69. For future needs, it is planned to use the available values of P (P = from 2 to 9), with the following values already allocated or reserved for the following services: P = 2 and 3 allocated to the first GSM operator (Celtel Tchad) P = 4 in reserve P = 8 and 9 allocated to the second GSM operator (Tchad Mobile) P = 7 reserved for the international value-added services The “PQs” reserved for the fixed network (PSTN) are as follows: 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, 66, 67 Chad is divided into four numbering zones:

Zone 1 includes the following departments: , Lac, Batha, BET, Guéra. The PQ 50 is allocated.

Administrations are requested to notify ITU about their national numbering plan changes, or to give an explanation on their web page concerning the national numbering plan as well as their contact points, so that the information, which will be available freely to all Administrations/ROAs and service providers, can be posted on the ITU-T website.

For their numbering website, or when sending their information to ITU/TSB (e-mail: [email protected]), Administrations are kindly requested to use the format as explained in ITU-T Recommendation E.129. They are reminded that they will be responsible for the timely update of this information.
