Prólogo a La Segunda Edición, Al Libro La Crisis LA CRISIS DE LA DEMOCRACIA EN VENEZUELA, LA OEA Y LA CARTA DEMOCRÁTICA INTERAMERICANA DOCUMENTOS DE LUIS ALMAGRO (2015-2017) Iniciativa Democrática de España y las Américas (IDEA) es un foro inter- nacional no gubernamental de ex mandatarios, demócratas respetuosos de la alternabilidad democrática durante sus desempeños, que patrocina la Fundación IDEA-Democrática. Desde la sociedad civil y la opinión pública observa y ana- liza los procesos y experiencias democráticos iberoamericanos, reflexiona sobre las vías y medios que permitan la instalación de la democracia allí donde no exis- te o su reconstitución donde se ha deteriorado, así como favorecer su defensa y respeto por los gobiernos donde se encuentra radicada. IDEA busca reforzar la solidaridad iberoamericana e internacional a favor de la democracia, del Estado de Derecho, y la garantía y tutela efectiva y universal de los derechos humanos. Al efecto diseña y realiza programas y actividades para orientar a las sociedades civiles y políticas de las Américas y España, reco- mendándoles medidas y soluciones que permitan la modificación de las tenden- cias que incidan negativamente sobre la citada tríada de la libertad o que sean sus desviaciones. Coopera, en fin, con el fortalecimiento de los elementos esenciales de la misma democracia y los componentes fundamentales de su ejercicio.     OCCASIONAL REPORT ON VENEZUELA’S POLITICAL ELECTORAL CONTEXT CARTER CENTER VENEZUELA MAY 22 –JUNE 30, 2015 WITH PARLIAMENTARY ELECTIONS CALLED FOR DECEMBER 6, 2015 PSUV HOLDS ITS PRIMARIES Executive Summary On June22, the National Electoral Council (CNE) made the rather long awaited call for parliamentary elections, scheduling them for Sunday December 6, 2015 and announcing the respective electoral timetable. In the announcement the CNE formally reiterated its invitation to the Union of South American Nations (UNASUR) to participate in international support for the Venezuelan electoral process. As scheduled, on Sunday June 28 the United Socialist Party of Venezuela (PSUV) held its primary elections. The event was prolonged until 10 pm following PSUV pleas to the CNE claiming large voter turnouts at some polling centers. At the close of election day activities, PSUV vice-president Diosdado Cabello expressed his satisfaction at what he termed the population’s “historic” participation with a total of 3,162,400 voters. Even though the PSUV held its primary elections in all 87 of the country’s districts, only 98 of the 113 candidates to be elected by nominal vote were chosen in the primary process and the party-list proportional deputies were not voted on. Altogether, 59 percent of all nominees were elected in the primaries. The remaining 69 PSUV candidates will be decided on by political party cadres through negotiation or by consensus with all ten member parties comprising the “Simón Bolívar” Great Patriotic Pole (GPPSB). Another significant electoral event was the announcement made by the Democratic Unity Table (MUD) of the opposition slate of candidates chosen by consensus for the December 6 elections.

    OCCASIONAL REPORT ON VENEZUELA’S POLITICAL ELECTORAL CONTEXT CARTER CENTER VENEZUELA DECEMBER 1-29, 2014 RENEWAL OF THE ELECTORAL AUTHORITY EVALUATION AND SELECTION OF CNE RECTOR CANDIDATES. APPOINTMENT OF NATIONAL ELECTORAL COUNCIL RECTORS Executive Summary The Supreme Court’s Constitutional Chamber swore in new National Electoral Council (CNE) authorities on December 29, 2014 in compliance with the ruling handed down by this institution on December 26. Appointment of the new rectors by the Supreme Court (TSJ), rather than by the National Assembly (NA) as stipulated in the Constitution (Article 296) and Ley Orgánica de Procesos Electorales (LOPE) (Article 30), was made by means of the remedy known as “legislative omission,” as announced by the NA on December 22. The Supreme Court chose to designate nominees submitted by the ruling party bloc in the NA on December 22 as authorities with only one modification (switching the positions of a principal and an alternate rector, see Tables 1 and 2). Among these candidates were two outgoing principal rectors seeking re-election (Tibisay Lucena and Sandra Oblitas). The final phase of electoral official renewal was conducted concurrently with the official renewal process in two other branches of government, i.e., the Judiciary and the Citizen Power (which consists of the offices of Comptroller General, Attorney General and Public Ombudsman). Unlike the appointment of CNE members, Citizen Power new representatives were appointed by simple majority vote in the NA,1 though the procedures followed in this process were strongly challenged by a broad spectrum of civil society. So, on December 22, former PSUV Anzoátegui state governor Tarek William Saab was chosen to preside over the office of Public Ombudsman, Manuel Galindo (then Public Prosecutor General) was selected to run the office of Comptroller General, and Luisa Ortega Díaz was selected to serve again as Attorney General.

    OCCASIONAL REPORT ON VENEZUELA’S POLITICAL ELECTORAL CONTEXT CARTER CENTER VENEZUELA JANUARY 1-31, 2015 EXECUTIVE SUMMARY This report includes a summary of some of the major political/electoral events which took place in Venezuela in January 2015, involving both institutional matters (the repercussions of the process of appointing National Electoral Council officials) and actual political matters (the various political forces preparing for upcoming parliamentary elections). Also featured is an overview of progress made on a possible resumption of what is referred to as “national dialogue.” The first item touches on the reactions of political actors to the Supreme Court’s appointment and swearing in of new National Electoral Council officials. While the issue of the appointment of the new rectors and subsequent selection of CNE board members dropped off the news media radar, significant statements were made by representatives of political parties and civil society organizations during the period considered herein. The second item covered in this report deals with the debate stirred up around setting the date for parliamentary elections, which should take place in 2015, and attempts at re-organization and activation of political forces in country (ruling and opposition party supporters alike), of which some are currently concentrating on their primary election processes. Lastly, the report examines the initiatives and controversies introduced into the country by national and international actors concerning the possibility of reopening the national dialogue over political and economic issues. I. Narrowly elected to a six-year term in 2013 following the death of populist President Hugo Chávez (1999-2013), Maduro is deeply unpopular. The Maduro government has used the courts and security forces to repress the political opposition, a coalition known as the Democratic Unity Roundtable (MUD). From March through July 2017, protests called for President Maduro to release political prisoners, respect the MUD-led National Assembly, and schedule elections. Security forces quashed protests, with more than 130 killed and thousands injured. Instead, Maduro orchestrated the controversial July election of a National Constituent Assembly (ANC) to rewrite the constitution. The ANC expelled Attorney General Luisa Ortega (a Maduro critic) and gave itself legislative power. Protests have diminished but may resume, as the MUD has rejected the results of regional elections held on October 15. The government claims it won 18 of 23 governorships, but few observers believe the results. Venezuela also faces crippling economic and social challenges. The economy has sharply contracted due to the decline in global oil prices and government mismanagement. Shortages of food and medicine have caused a humanitarian crisis. The government is struggling to raise the cash needed to make its debt payments and pay for imports.
