A solar park is proposed for the site. No designated heritage assets lie within the site. Only one heritage asset is recorded on heritage data sources within the site, comprising ditches identified on 1940s aerial photographs and interpreted as potential ‘Anti Landing’ ditches dating from the Second World War. Later aerial photo evidence indicates that these ditches were backfilled shortly after the end of the war. It is not known if any below-ground remains of the ditches survives: if so, they would be of very limited heritage value. Field boundaries within the site comprise stone banks and hedgerows. Several of these hedgerows follow and demarcate the parish boundary, and as such may fall within the criteria for ‘Important’ hedgerows as laid out in the Hedgerow Regulations 1997. The other field boundaries are also of some limited heritage value, as they reflect the process of post-medieval land enclosure characteristic of this area. The baseline evidence indicates a relatively low potential for currently unrecorded archaeological remains within the site. Potential non-physical effects upon the setting of designated heritage assets have been considered by the report. An assessment of these assets has shown that the development would affect only one of these, the burnt mound south of Jubilee Cottages to the east of the site. There will be some adverse alteration to the setting of this monument, and setting is identified as a contributor to the overall value of the monument (the greatest of which is its physical fabric). This will result in a small adverse effect upon the overall value of the monument (for the duration of the solar park development). No potential development effects have been identified that would be contrary to the guidance within PPW (section 6), or within the Pembrokeshire Local Development Plan Deposit Plan. 1 © Cotswold Archaeology Land at Rose Cottage, Pembrokeshire: Heritage Desk-Based Assessment 1. INTRODUCTION Outline 1.1 In February 2013 Cotswold Archaeology was commissioned by Good Energy Ltd to carry out a Heritage Desk-Based Assessment of land at Land at Rose Cottage, Tiers Cross, Pembrokeshire, (centered on NGR: SM 950 100; Fig. 1). A solar park is proposed for the site. Location and landscape context 1.2 The proposed development site is located approximately 3km north of the northern limits of Milford Haven, to the south and south-west of the small settlement of Tiers Cross. It is set within a rural area of undulating low hills cut by numerous streams, lying to the west of the Western Cleddau river. The field pattern is of many small to medium rectilinear fields, along with larger fields amalgamated in modern times, with embanked and hedged field boundaries, scattered farms and agricultural buildings, small wooded areas and lanes. Scope 1.3 The assessment has been carried out in line with the Written Scheme of Investigation (Cotswold Archaeology 2013) provided to Dyfed Archaeological Trust on 13th February 2013. The assessment focuses upon the buried archaeological resource of the proposed development site itself, although the heritage resource of a minimum 500m ‘buffer’ around it has also been assessed in detail. This is referred to as the ‘study area’ (Fig. 2). 1.4 The desk-based assessment assesses the known and potential heritage assets of the site, their survival and significance. The objectives of the desk-based assessment are: to identify designated heritage constraints within the site and study area to gather information on non-designated recorded heritage assets to assess the above baseline information and offer an analysis of the potential for currently unrecorded heritage assets within the site to assess, as far as possible, the likely depth and extent of below-ground archaeological deposits within the site 2 © Cotswold Archaeology Land at Rose Cottage, Pembrokeshire: Heritage Desk-Based Assessment to assess the significance of the heritage assets and, where possible, the impact of the proposed development upon the significance of these assets, including the setting of designated heritage assets to identify appropriate measures for further archaeological survey/mitigation. 2. METHODOLOGY 2.1 The methodology is based on the guidance provided in the Institute for Archaeologists ‘Standard and Guidance for Historic Environment Desk-Based Assessment’ (IfA 2012). 2.2 The baseline survey required consultation of readily available archaeological and historical information from documentary and cartographic sources. The major repositories of information consulted comprised: UNESCO List of World Heritage Sites. Cadw Listed buildings List of Scheduled Monuments Register of Landscapes of Historic Interest in Wales Register of Landscapes, Parks and Gardens of Special Historic Interest in Wales Register of Battlefields. Royal Commission on the Ancient and Historical Monuments of Wales (RCAHMW) COFLEIN database of archaeological sites and events. The National Assembly for Wales (visited 19 February 2013) Aerial photographs (1940s onwards). Dyfed Historic Environment Record (visited 20 February 2013) Database of known archaeological sites, findspots and previous archaeological works Published and unpublished documentary sources (including development control site reports). 3 © Cotswold Archaeology Land at Rose Cottage, Pembrokeshire: Heritage Desk-Based Assessment Historic Ordnance Survey Mapping from c.1860 to the present to assess former land uses and to identify areas of historic ground disturbance Tithe mapping to assess historic land-use and to identify areas of historic ground disturbance. Pembrokeshire Archives, Haverfordwest Pembrokeshire Archives was unfortunately closed for refurbishment for the duration of the project. Key historic map sources were viewed at Dyfed Archaeological Trust. Online sources Including Local/Regional Plan information from the Pembrokeshire County Council website. 2.3 A site visit was made on 19 and 20 February 2013 in order to examine current land use and topography, and to assess the visible cultural heritage resource. 2.4 All points of cultural heritage interest found in the baseline survey are located on Fig. 2. The gazetteer (Appendix A) correlates points of interest with the individual reference number each has been allocated by the above cited sources, as well as any other relevant statutory designation or status.
