Capricorn District Bioregional Plan CAPRICORN DISTRICT BIOREGIONAL PLAN Draft for Comment Complied by: Limpopo Department of Economic Development, Environment and Tourism (LEDET) April 2018 The purpose of this draft bioregional plan document is to provide the reader with the look and feel of the layout and content of the final bioregional plan document. As such, much of the district specific information is not final or has not been gathered yet. The purpose of the stakeholder engagement process is to achieve this. This document is based on the Waterberg, Mopani and Vhembe District bioregional plans, so where we do not have the final content for this document we give representative examples of the final text from these other bioregional plans. Where this is done, the text is highlighted in RED. We encourage the reader to critically apraise this document and to provide the authors with written feedback on where the document can be improved. Preface This is the first bioregional plan for the Capricorn District Municipality and, therefore, does not replace any existing bioregional plan. The Capricorn District Municipality (CDM) falls within the Limpopo Province of South Africa and is comprised of Blouberg, Lepelle-Nkumpi, Molemole and Polokwane Local Municipalities. The bioregional plan for the CDM covers the extent of the district municipal boundaries. The bioregional plan serves as the primary biodiversity informant to a range of planning and land-use authorisation processes, although it is important to recognise that the bioregional plan does not replace any planning and decision-making processes and does not grant, limit or remove land-use rights. NuLeaf Planning and Environmental (Pty) Ltd compiled the Capricorn District Bioregional Plan with support from the Limpopo Department of Economic Development, Environment and Tourism (LEDET), the South African National Biodiversity Institute (SANBI), South African National Parks (SANParks) and various stakeholders within the Capricorn District. This bioregional plan was developed in 2018 and is based on data sets and information available at that time. The Critical Biodiversity Areas (CBAs) and Ecological Support Areas (ESAs) forming part of the Limpopo Conservation Plan V2, 2013 (LCPv2) were discussed in terms of physical aspects and various planning instruments and informants. Additional detail is provided in Appendix 1: Supplementary Information. During this process, real and potential threats and non-alignment between the LCPv2 and the assessed aspects, as well as, the various instruments and informants were identified. A detailed description of the alignment process is contained in the Process and Consultation Report. Resolutions were agreed upon with key stakeholders, specifically the Local and District Municipalities in response to potential threats to biodiversity conservation within the District. Capricorn District Bioregional Plan Draft for Comment i Acknowledgements Sections of the Capricorn District Bioregional Plan are extracted directly or adapted from the bioregional plans for the Vhembe, Mopani and Waterberg District Municipalities. These sections pertain specifically to the purpose, objectives, users, monitoring and review of bioregional plans. The Guideline Regarding the Determination of Bioregions and the Preparation and Publication of Bioregional Plans (DEAT, 2009) was also used extensively to guide the report structure and content. The Map of Critical Biodiversity Areas for the Capricorn District Municipality is based on the provincial product developed in the Limpopo Conservation Plan V2 (Desmet et al., 2013). Acknowledgements are extended to all the stakeholders within the Capricorn District Municipality who contributed to the alignment of this bioregional plan with the spatial plans, programmes and policies applicable to the Capricorn District Municipality. Psammophis trinasalis and P. namibensis, previously treated as subspecies of P. leightoni, are recognised as good evolutionary species which show ecological differences. 2. Psammophis orientalis, previously regarded as a subspecies of P. subtaeniatus, differs from the lat- ter in a suite of characters and is parapatric with it in Zimbabwe, so it is now recognised as an evolu- tionary species. 3. Psammophis brevirostris and P. leopardinus, previously regarded as subspecies of P. sibilans (Linnaeus), are recognised as relict evolutionary species. The Zambian populations previously assigned to P. leopardinus have been described as a new species (Hughes & Wade, in press).     THE HISTORY OF THE PIETERSBURG [POLOKWANE] JEWISH COMMUNITY by CHARLOTTE WIENER Submitted in fulfillment of the requirements for the degree of MASTER OF ARTS in the subject JUDAICA at the UNIVERSITY OF SOUTH AFRICA SUPERVISOR: MR CEDRIC GINSBERG NOVEMBER 2006 SUMMARY Jews were present in Pietersburg [Polokwane] from the time of its establishment in 1868. They came from Lithuania, England and Germany. They were attracted by the discovery of gold, land and work opportunities. The first Jewish cemetery was established on land granted by President Paul Kruger in 1895. The Zoutpansberg Hebrew Congregation, which included Pietersburg and Louis Trichardt was established around 1897. In 1912, Pietersburg founded its own congregation, the Pietersburg Hebrew Congregation. A Jewish burial society, a benevolent society and the Pietersburg-Zoutpansberg Zionist Society was formed. A communal hall was built in 1921 and a synagogue in 1953. Jews contributed to the development of Pietersburg and held high office. There was little anti-Semitism. From the 1960s, Jews began moving to the cities. The communal hall and minister’s house were sold in 1994 and the synagogue in 2003. Its eastern boundary is the watershed between the Sand River and its tributaries and the eastward draining Letaba and Pafuri Rivers. Its northern boundary is formed by Formations of the Soutpansberg Group that built the mountain range of that name. The western boundary consists from north to south firstly of Waterberg Group sedimentary rocks, followed by mafic Bushveld rocks and lastly by strata of the Wolkberg Group including the Black Reef Formation. These strata build the Highlands Mountains and the east- northeasterly trending Strydpoort Mountains that form the southern boundary.

    LIMPOPO WATER MANAGEMENT AREA WATER RESOURCES SITUATION ASSESSMENT MAIN REPORT OVERVIEW The water resources of South Africa are vital to the health and prosperity of its people, the sustenance of its natural heritage and to its economic development. Water is a national resource that belongs to all the people who should therefore have equal access to it, and although the resource is renewable, it is finite and distributed unevenly both spatially and temporally. The water also occurs in many forms that are all part of a unitary and inter-dependent cycle. The National Government has overall responsibility for and authority over the nation’s water resources and their use, including the equitable allocation of water for beneficial and sustainable use, the redistribution of water and international water matters. The protection of the quality of water resources is also necessary to ensure sustainability of the nation’s water resources in the interests of all water users. This requires integrated management of all aspects of water resources and, where appropriate, the delegation of management functions to a regional or catchment level where all persons can have representative participation. This report is based on a desktop or reconnaissance level assessment of the available water resources and quality and also patterns of water requirements that existed during 1995 in the Limpopo Water Management Area, which occupies a portion of the Northern Province. The report does not address the water requirements beyond 1995 but does provide estimates of the utilisable potential of the water resources after so-called full development of these resources, as this can be envisaged at present.

The WMA is almost fully developed and demands from the Letaba River currently exceed the yield capability of the system. Regulation for the Letaba WMA is mainly provided by Middle Letaba, Ebenezer and Tzaneen Dams. In the Luvuvhu WMA the recently completed Nandoni Dam will be used in combination with Albasini, Vondo and Damani dams to be managed as one system. It is expected that the total yield from this combined system will be fully utilized by around 2020, considering only the current planned projected demands. The yield of the Albasini Dam has reduced over the years and as a consequence the dam is over allocated. The Shingwedzi catchment is situated almost entirely in the Kruger National Park and for all practical purposes no sustainable yield is derived from surface flow in the Shingwedzi catchment.
