RECEIVED FROM TITLE SUBMISSION BY DfI Roads Designation of Traffic sensitive streets - Consolidation 3 February 2020 Order (extension not granted) Roadworks can sometimes cause disruption to traffic on our roads. You will be aware that DFI Roads and utilities work together to minimise this disruption by balancing the needs of traffic to get to its destination with the Utilities’ duty to attend to their services. Streets which are particularly sensitive to disruption during peak periods are designated by the Department under the Streetworks Order as ‘Traffic Sensitive Streets’. The intention being to minimise the disruption to traffic by reducing roadworks during these sensitive periods. DFI Roads gives notice to all Local Councils that it intends to consolidate and update the existing Order and the draft order is (electronically attached). This Order will consolidate the existing four Divisional Orders into a single document and is listed alphabetically by town for ease of reference. The existing designations from the existing Orders are in black text and any amendments or new proposals are annotated in red. RECEIVED FROM TITLE SUBMISSION BY Northern Ireland office Consultation Exercise on Same Sex Marriage Religious 23 February 2020 Protections and Conversion Entitlements This consultation follows the changes to the law in Northern Ireland made under the powers in section 8(1) of the Northern Ireland (Executive Formation etc.) Act 2019, which came into effect on 13 January 2020, and mean that same- sex civil marriage and opposite-sex civil partnerships are now legal in Northern Ireland. Section 8 of the Northern Ireland (Executive Formation etc.) Act 2019 allows the Secretary of State to make further regulations covering other related provisions including giving the right to convert from a civil partnership to marriage (and vice versa), and also how to allow for religious same-sex marriage ceremonies while providing the appropriate religious protections in Northern Ireland. These are the issues this consultation is seeking views on before further regulations are made. The Commission’s proposals would split the City of Lisburn in two and transfer the bulk of it into a modified South Antrim which would stretch from Lisburn up to Antrim town and across to Glengormley which is situated North of Belfast. It will separate Lisburn from its southern and western hinterlands of Hillsborough, Dromore and Moira, towns which many former Lisburn residents naturally migrate to, and these would then form part of a new West Down constituency. I would argue that there is no rational argument for splitting the City of Lisburn, Northern Ireland's second largest city, cutting of historical connections and community bonds. Similarly there is simply little or no logic for the new constituency of West Down which expands from Bandbridge and Portadown in the west to Carryduff in the east, with Hillsborough, Drumbo, Hillhall, Blaris being paired with Bleary and Waringstown. This new constituency has no centre and destroys numerous longstanding community ties. It would appear to me that such has been the desire to reduce Belfast from four to three constituencies that little consideration has been given to boundaries outside of Belfast.

The IFI Peace Walls Programme is currently working with local communities impacted by approximately 66 of these barriers. There should be no place for physical separation barriers in a truly reconciled society but we have not yet reached that stage and, given that the risks associated with barrier removal processes lie almost exclusively with those residents and communities most impacted by their presence, it is right that we prioritise their views and concerns while supporting them to bring about positive change if and when they decide the time is right. The vast majority of physical barriers are located within communities that have suffered disproportionately during the conflict. These interface areas continue to endure high levels of multiple deprivation including educational under-achievement, mental and physical health inequalities, inadequate facilities, poor delivery of public services, physical blight and neglect.
