Nepal Response Operation Overview as of 6 May 2015 The Logistics Cluster, when activated in an emergency, is responsible for providing logistics coordination, information management; and, where there is a gap in logistics infrastructure, it acts as a ‘Provider of Last Resort’ by offering common logistics services to support the humanitarian community in their response operations. Logistics Coordination, Information Management and GIS The Logistics Cluster was formally activated on 27 April. Logistics Cluster Cells have been established in Kathmandu and Deurali. Meetings are held on a regular basis both locations. Information is disseminated on a daily basis both through the mailing list of organisations on the ground and via the Logistics Cluster website. The Logistics Cluster has a dedicated GIS officer able to take requests from the humanitarian community for any logistics mapping required. As of 6 May, over 120 participants from 54 organisations attended the coordination meetings KTM Airport Capacity Augmentation From the start of the operation, the Logistics Cluster established regular coordination with the Ministry of Home Affairs (MoHA) to avoid logistics bottlenecks, and one representative has been made available to advise the humanitarian community on customs procedures in Kathmandu. To enable rapid rotations of aircrafts on the landing strip, equipment including forklifts, tele-handlers, and tractors have been deployed by DFID and IOM for enabling a faster offloading of humanitarian cargo. Shunting services are available from Kathmandu International Airport (KTM) apron to the Humanitarian Staging Area (HSA). Air Transport UNHAS currently has one Mi8 and one AS350 helicopters providing cargo transport as well as a passenger service for the humanitarian community. As of May 6, UNHAS has transported over 15 mt of humanitarian cargo on behalf of three organisations. Destinations include Deurali, Kashigaun-Singla-Laprak Lapu-Manbu -Prok Dhunche Laprak. Keruja, Samagaun, Kharibot, Charikot, Chamchet, Ripche, Lho, Man Civ/Mil Coordination The Logistics Cluster is facilitating cargo operations and providing logistics support through the deployment of Civ/Mil Coordinators in Kathmandu to liaise regarding the use of civ / mil assets on behalf of the humanitarian community. The Logistics Cluster is coordinating with partners for air transport, to be provided by the US Air Forces, by helicopters to deliver relief supplies. Destinations are based on needs. Since the start of the operation on 4 May, 32 pallets of tarpaulins have been facilitated on military transport for one organisation. www.logcluster.org Nepal Response Storage Humanitarian Staging Area - Kathmandu WFP, as the lead agency of the Logistics Cluster and as part of the Logistics Response Plan drafted in 2013, established a Humanitarian Staging Area (HSA) as a contingency plan in the event of a natural disaster. The HSA has been established to avoid congestion at the main entry points of affected areas and ease the flow of life-saving commodities, where large-scale relief activities are being undertaken. A storage facility in Dhulikhel (Kavre district) will be established to increase the HSA capacity, to help de-congest KTM and to offer storage capacity for international air shipments before onward movement. Currently eight Mobile Storage Units (MSUs) with total capacity of 2,560 m2 are operational. As of 6 May, a total of 2,600 m3 / 750 mt of interagency cargo has been stored on behalf of 41 organisations Regional logistics hubs Staging areas and logistics hubs will be established within Nepal in the affected areas and located at places where the road infrastructure still allows larger trucks to reach, and where local air operations can be supported. Locations include Chautara (Sindhipalchock district) Bharatpur, and Birgunj (at the Nepali/Indian border). A logistics hub in Deurali (Gorkha district) is operational with four MSUs erected with a total capacity of 960 m2. Road Transport To augment the transport capacity, a 25 truck fleet is available from Kathmandu for inter-agency cargo movements for deliveries towards the affected areas. A fleet of off-road trucks is positioned at the field logistics hub in Deurali. Road transport assets will be further deployed based on need. As of 6 May, a total of 553 m3 / 179 mt of interagency cargo has been transported by the WFP truck fleet on behalf of 20 organisations. www.logcluster.org Nepal Response www.logcluster.org .
