2 Internet Filtering: The Politics and Mechanisms of Control Jonathan Zittrain and John Palfrey It seems hard to believe that a free, online encyclopedia that anyone can edit at any time could matter much to anyone. But just as a bee can fly despite its awkward physiognomy, Wikipedia has become wildly popular and enormously influential despite its unusual format. The topics that Wikipedians write about range more broadly than any other encyclopedia known to humankind. It has more than 4.6 million articles comprising more than a billion words in two hundred languages.1 Many Google search queries will lead to a Wikipedia page among the top search results. Articles in Wikipedia cover the Tiananmen Square pro- tests of 1989, the Dalai Lama, the International Tibet Independence Movement, and the Tai- wan independence movement. Appearing both in the English and the Chinese language versions of Wikipedia—each independently written—these articles have been written to speak from what Wikipedia calls a ‘‘neutral point of view.’’2 The Wikipedians’ point of view on some topics probably does not seem so neutral to the Chinese authorities. Wikipedia has grown so influential, in fact, that it has attracted the attention of China’s cen- sors at least three times between 2004 and 2006.3 The blocking and unblocking of Wikipedia in China—as with all other filtering in China, with- out announcement or acknowledgment—might also be grounded in a fear of the communal, critical process that Wikipedia represents. The purpose of Wikipedia is ‘‘to create and distrib- ute a multilingual free encyclopedia of the highest quality to every single person on the planet in their own language,’’4 and the means of creating it is through engagement of the public at large to contribute what it knows and to debate in earnest where beliefs differ, offering sources and arguments in quasiacademic style. -

We hoped the companies, who have spent the last decade collecting new and increasingly detailed points of information from their customers, would realize the importance of implementing meaningful privacy protections. But this year’s Cambridge Analytica scandal, following on the heels of many others, was the last straw. Corporations are willfully failing to respect the privacy of technology users, and we need new approaches to give them real incentives to do better—and that includes updating our privacy laws. EFF welcomes the opportunity to work with the Department of Commerce in crafting the federal government’s position on consumer privacy. The Request for Comment published in the Federal Register identifies seven main areas of discussion: Transparency, Control, Reasonable Minimization, Security, Access and Correction, Risk Management, and Accountability. Using discursive psychology, this text explores the rhetorical organization of text and rhetorical resources used on the Swedish online forum Flashback. The aim is to reveal and problematize truth claims about NRM made by antagonists and protagonists. Questions are (1) how and what do NRM antagonists and protagonists convey in Flashback posts about NRM, and its ideology and members? (2) how do NRM antagonists and protagonists make truth claims about NRM in Flashback posts? The empirical material consisting of 1546 Flashback posts analyzed to identify typical discussions on “NMR’s true nature”; accomplished social actions stemming from the posts. -

Gilboy University of Hull 201108684 Abstract (Thesis Summary) The objective of this thesis is to establish meme theory as an analytical paradigm within the fields of screen and fan studies. Meme theory is an emerging framework founded upon the broad concept of a “meme”, a unit of culture that, if successful, proliferates among a given group of people. Created as a cultural analogue to genetics, memetics has developed into a cultural theory and, as the concept of memes is increasingly applied to online behaviours and activities, its relevance to the area of media studies materialises. The landscapes of media production and spectatorship are in constant fluctuation in response to rapid technological progress. The internet provides global citizens with unprecedented access to media texts (and their producers), information, and other individuals and collectives who share similar knowledge and interests. The unprecedented speed with (and extent to) which information and media content spread among individuals and communities warrants the consideration of a modern analytical paradigm that can accommodate and keep up with developments. Meme theory fills this gap as it is compatible with existing frameworks and offers researchers a new perspective on the factors driving the popularity and spread (or lack of popular engagement with) a given media text and its audience. -

Over the past two decades, more and more illegal activities have been conducted on or facilitated by the Internet. This shift towards the virtual is important for criminologists as traces of offenders’ activities can be accessed and monitored, given the right tools and techniques. This paper will discuss three techniques that can be used by criminologists looking to gather data on offenders who operate online: 1) mirroring, which takes a static image of an online resource like websites or forums; 2) monitoring, which involves an on- going observation of static and dynamic resources like websites and forums but also online marketplaces and chat rooms and; 3) leaks, which involve downloading of data placed online by offenders or left by them unwittingly. This paper will focus on how these tools can be developed by social scientists, drawing in part on our experience developing a tool to monitor online drug “cryptomarkets” like Silk Road and its successors. Special attention will be given to the challenges that researchers may face when developing their own custom tool, as well as the ethical considerations that arise from the automatic collection of data online. INTRODUCTION As my contribution to this Symposium on David Post’s In Search of Jefferson’s Moose1 and Jonathan Zittrain’s The Future of the Internet,2 I’d like to take up a question with which both books are obsessed: what makes the Internet work? Post’s answer is that the Internet is uniquely Jeffersonian; it embodies a civic ideal of bottom-up democracy3 and an intellectual ideal of generous curiosity.4 Zittrain’s answer is that the Internet is uniquely generative; it enables its users to experiment with new uses and then share their innovations with each other.5 Both books tell a story about how the combination of individual freedom and a cooperative ethos have driven the Internet’s astonishing growth. In that spirit, I’d like to suggest a third reason that the Internet works: it gets the property boundaries right. Specifically, I see the Internet as a particularly striking example of what property theorist Henry Smith has named a semicommons.6 It mixes private property in individual computers and network links with a commons in the communications that flow * Associate Professor, New York Law School.
