Users as Co-Designers of Software-Based Media: The Co-Construction of Internet Relay Chat Guillaume Latzko-Toth Université Laval AbsTrAcT While it has become commonplace to present users as co-creators or “produsers” of digital media, their participation is generally considered in terms of content production. The case of Internet Relay Chat (IRC) shows that users can be fully involved in the design process, a co-construction in the sense of Science and Technology Studies (STS): a collective, simultaneous, and mutual construction of actors and artifacts. A case study of the early de - velopment of two IRC networks sheds light on that process and shows that “ordinary users” managed to invite themselves as co-designers of the socio-technical device. The article con - cludes by suggesting that IRC openness to user agency is not an intrinsic property of software- based media and has more to do with its architecture and governance structure. Le cas d’IRC (Internet Relay Chat) montre que les usagers des médias à support logiciel peuvent s’engager pleinement dans le processus de conception, une co-construction au sens des Science and Technology Studies : une construction collective, simultanée et mutuelle des acteurs et des artefacts. Une étude de cas portant sur le développement de deux réseaux IRC éclaire ce processus et montre que les « usagers ordinaires » sont parvenus à s’inviter comme co-concepteurs du dispositif. -

Debian Med Integrated software environment for all medical applications Andreas Tille 27. February 2013 When people hear for the first time the term ‘Debian Med’ there are usually two kinds of misconceptions. Let us dispel these in advance, so as to clarify subsequent discussion of the project. People familiar with Debian as a large distribution of Free Software usually imag- ine Debian Med to be some kind of customised derivative of Debian tailored for use in a medical environment. Astonishingly, the idea that such customisation can be done entirely within Debian itself is not well known and the technical term Debian Pure Blend seems to be sufficiently unknown outside of the Debian milieu that many people fail to appreciate the concept correctly. There are no separate repositories like Personal Package Archives (PPA) as introduced by Ubuntu for additional software not belong- ing to the official distribution or something like that – a Debian Pure Blend (as the term ’pure’ implies) is Debian itself and if you have received Debian you have full De- bian Med at your disposal. There are other Blends inside Debian like Debian Science, Debian Edu, Debian GIS and others. People working in the health care professions sometimes acquire another miscon- ception about Debian Med, namely that Debian Med is some kind of software primarily dedicated to managing a doctor’s practice. Sometimes people even assume that people assume the Debian Med team actually develops this software. However, the truth about the Debian Med team is that we are a group of Debian developers hard at work incor- porating existing medical software right into the Debian distribution. -

The Internet Is a Semicommons

INTRODUCTION As my contribution to this Symposium on David Post’s In Search of Jefferson’s Moose1 and Jonathan Zittrain’s The Future of the Internet,2 I’d like to take up a question with which both books are obsessed: what makes the Internet work? Post’s answer is that the Internet is uniquely Jeffersonian; it embodies a civic ideal of bottom-up democracy3 and an intellectual ideal of generous curiosity.4 Zittrain’s answer is that the Internet is uniquely generative; it enables its users to experiment with new uses and then share their innovations with each other.5 Both books tell a story about how the combination of individual freedom and a cooperative ethos have driven the Internet’s astonishing growth. In that spirit, I’d like to suggest a third reason that the Internet works: it gets the property boundaries right. Specifically, I see the Internet as a particularly striking example of what property theorist Henry Smith has named a semicommons.6 It mixes private property in individual computers and network links with a commons in the communications that flow * Associate Professor, New York Law School. It is one of the most popular Linux distributions for personal computers and network servers, and has been used as a base for other Linux distributions. Debian 2 Debian was announced in 1993 by Ian Murdock, and the first stable release was made in 1996. The development is carried out by a team of volunteers guided by a project leader and three foundational documents. New distributions are updated continually and the next candidate is released after a time-based freeze. As one of the earliest distributions in Linux's history, Debian was envisioned to be developed openly in the spirit of Linux and GNU. This vision drew the attention and support of the Free Software Foundation, who sponsored the project for the first part of its life.
