Consultee Responses Consultee Received Community Council 22nd Feb 2019 Guilsfield Community Council at their meeting on Monday 18th February discussed the above application. Council considered 3 written representations from members of the community who put forward objections to the proposed development. It recognised that National Planning Policy, Technical Advice Notes and any other regulatory policies take precedence over any local views which may be expressed including those of the Community Council. Council also recognised that it was not qualified to provide a view in relation to technical detail and the extent to which it may apply to this application. Nonetheless the application was debated at some length and Council agreed to support the application on the following grounds o The log cabin is unlikely to have a detrimental effect on the area and the habitat o Rural areas need new ways of creating income for the benefit of communities and this proposal seeks to make use of local trades people and services. o Whilst the area within which the log cabin is proposed may be designated ancient woodland, we believe that none of the trees are old, having been cut down in the 1930's. The trees that exist continue to support plants, animals and birds. o The site on which the cabin is to be erected does not require the felling of trees or shrubs - having been cleared some years ago. o The site of the proposed log cabin is not visible from the road, even at this time of year. o The proposal is unlikely to attract high volumes of traffic - as a single cabin with capacity for 2 people the likelihood of more than one additional car travelling along the road to and from it is small o We understand that there is no proposal to change current access arrangements from the road or the existing track which leads from the road to the cabin. On balance it was considered that it would be nice to share our lovely local countryside at first hand with those who have to live and work in towns and cities. There are other rural activities such as shooting which probably does more damage but is needed to support our rural economy as will the Log Cabin which will be sited on an existing woodland road. However, Gas pipes owned by other GT's and also privately owned may be present in this area. Information with regard to such pipes should be obtained from the owners. Safe digging practices, in accordance with HS(G)47, must be used to verify and establish the actual position of mains, pipes, services and other apparatus on site before any mechanical plant is used. Please find our response noted below: With Reference to the above planning application the company's observations regarding sewerage are as follows: As the proposal has minimal impact on the public sewerage system I can advise we have no objections to the proposals and do not require a drainage condition to be applied. PCC-(N) Highways 21st Feb 2019 The County Council as Highway Authority for the County Unclassified Highway, U2432 Wish the following recommendations/Observations be applied Recommendations/Observations HC1 Prior to the occupation of the cabins any entrance gates shall be set back at least 6 metres distant from the edge of the adjoining carriageway and shall be constructed so as to be incapable of opening towards the highway and shall be retained in this position and form of construction for as long as the dwelling/development hereby permitted remains in existence. HC2 The gradient of the access shall be constructed so as not to exceed 1 in 15 for the first 6 metres measured from edge of the adjoining carriageway along the centre line of the access and shall be retained at this gradient for as long as the development remains in existence. HC3 The centre line of the first 6 metres of the access road measured from the edge of the adjoining carriageway shall be constructed at right angles to that edge of the said carriageway and be retained at that angle for as long as the development remains in existence. HC4 Prior to the commencement of the development the access shall be constructed so that there is clear visibility from a point 1.05 metres above ground level at the centre of the access and 2.4 metres distant from the edge of the adjoining carriageway, to points 0.6 metres above ground level at the edge of the adjoining carriageway and 43 metres distant in each direction measured from the centre of the access. Nothing shall be planted, erected or allowed to grow on the areas of land so formed that would obstruct the visibility and the visibility shall be maintained free from obstruction for as long as the development hereby permitted remains in existence. HC7 Prior to the commencement of the development the area of the access to be used by vehicles is to be constructed to a minimum of 410mm depth, comprising a minimum of 250mm of sub-base material, 100mm of bituminous macadam base course material and 60mm of bituminous macadam binder course material for a distance of 6 metres from the edge of the adjoining carriageway. Any use of alternative materials is to be agreed in writing by the Local Planning Authority prior to the access being constructed. HC9 Prior to the occupation of the cabins, provision shall be made within the curtilage of the site for the parking of not less than 1 car per cabin excluding any garage space provided. The parking areas shall be retained for their designated use in perpetuity. HC11 Prior to the commencement of the development provision shall be made within the curtilage of the site for the parking of all construction vehicles together with a vehicle turning area. This parking and turning area shall be constructed to a depth of 0.4 metres in crusher run or sub-base and maintained free from obstruction at all times such that all vehicles serving the site shall park within the site and both enter and leave the site in a forward gear for the duration of the construction of the development. HC12 The width of the access carriageway, constructed as Condition HC7 above, shall be not less than 5.5 metres for a minimum distance of 6 metres along the access measured from the adjoining edge of carriageway of the county highway and shall be maintained at this width for as long as the development remains in existence. HC21 Prior to the occupation of the cabins the area of the access to be used by vehicles is to be finished in a 40mm bituminous surface course for a distance of 6 metres from the edge of the adjoining carriageway. This area will be maintained to this standard for as long as the development remains in existence, HC32 No storm water drainage from the site shall be allowed to discharge onto the county highway. HC37 Prior to any works being commenced on the development site the applicant shall construct 2 passing bays, in locations to be agreed in writing by the Local Planning Authority. The passing bays shall be constructed up to adoptable standard prior to any works being commenced on the development site.     FINAL PROPOSALS Community No. B29 - TALYBONT-ON-USK Introduction 1. The north-east part of present community of Talybont-on-Usk lies in the valley of the river Usk where the main settlements in the community - the 2nd tier settlements of Pencelli and Talybont and the unclassified settlements of Scethrog and Llansantffraed - are located. To the north, the valley rises steeply to Allt yr Esgair, which provides a natural boundary between this community and the community of Llangors. In the south, the landscape of this community is defined by the more undulating moorland and heavily forested extents of the eastern Brecon Beacons. It is the high points of this area, at Bryn, Craig Pwllfa, Craig y Fan, Craig y Fan-ddu, Yr Allt, Waun-rydd and Tor y foel, that bound the southern part of community. Here the valley of the river Caerfanell and the Talybont Reservoir provide the main focus for habitation, with the small, unclassified settlement of Aber to the north of the reservoir. In its extreme southwest, this community falls to the upper reaches of the river Taf Fechan, where the community boundary follows a centre line through Pontsticill Reservoir on the northern outskirts of the County Borough of Merthyr Tydfil. The 2nd tier settlement of Pontsticill is partitioned by the community-county boundary, with some ten electors living in the community of Talybont-on-Usk. This settlement is some nine miles by narrow, unclassified county road from Talybont; it is less than three miles from the centre of Merthyr Tydfil. 2. The whole of this community lies within the Brecon Beacons National Park.

Blwyddyn / Year Adroddiad Blynyddol / Annual Report 1950-51 Disgrifiad / Description A manuscript music book, containing Welsh airs, written by Miss Bonsall, 1807; naturalists' calendars kept at Glan Rheidol, 1841, 1866-70; and diaries and notebooks of Henry Bonsall, 1882-1947. An interesting miscellaneous collection of over 100 printed books, mostly of the nineteenth century and in English, but containing eleven books in other languages (Dept of Printed Books). Five of the books in the collection are of eighteenth century date and eight are seventeenth century books. The last-mentioned include Latin editions of works by Cicero (1606), Erasmus (1613), and Ovid (1626), an English political tract of the year of the Restoration (1660), the 1686 edition of Jeremy Taylor's Holy Living, and a travel book of 1797. The two others are of considerable local interest, namely, Shiers's Mine Adventure in Wales (1700) and a volume of verse entitled Poetical Piety or Poetry made Pious, by William Williams (London, 1677). The latter is dedicated to 'Sir Thomas Pryse of Go-gerthan. .', and the author describes himself in the dedicatory letter as 'a native both of your Neighbourhood and County'. There is a pencil note on the fly-leaf in the hand of the testator stating that the copy came from the 'Wallog Library sold by Col. G. G. Williams'. The eighteenth century books include a copy of the 1713 edition of Thoughts on Religion by W. Beveridge, bishop of St Asaph. The bulk of the collection is of nineteenth century date and the books are highly miscellaneous.
