2019 Nepean FA Distinguished Service Award Winner – Graham Moore President, Glenmore Park FC
Graham has been actively involved in the GPFC committee for 9 years. His first four years with the club committee from 2011 – 2014 as the Treasurer and from 2015 to the current day, as the club’s President.
But it’s not always about tenure, though tenure is a valuable asset to clubs, sometimes it’s about vision, and sheer dog-headedness, and Graham, when he sets his mind to things, has both those attributes in spades.
Graham has been part of a core group in the GPFC committee over the past decade, who have done some amazing things with the club in the areas of governance, strategic planning for the future years and future members of the club, giving the club a foundation that will stand them in good stead for many years to come.
Graham has always played the beautiful game himself too. A total tragic, but the smile on his face, when he talks of his club, his teams and the game he loves, says it all. His passion and dedication to football is evident and is matched only by the great love for his family, that he couldn’t hide if he tried!
He is an integral leader and coach in the promotion and development of female football within his club and also supports the club in running their mini football programs for 3-5 year old players, assisting them to develop games skills and game passion.
He has successfully led the Association’s largest club and does this with enthusiasm and an energy that is infectious. Neither does he rest on the laurels of what he “thinks he knows”, as many do, but continually works towards excellence by developing his own skills and knowledge, recently completing his C licence coaching course.
Ask those at Glenmore Park FC, and they will tell you “Graham has created, supported, and facilitated a club that leads, is innovative and prides itself on providing the community with a quality football experience”. “Graham is always professional, compassionate towards members of our community and is well respected by many”.
This year the club felt that his hard work and dedication deserved acknowledgment and they put him forward as a candidate for the WSW Community Service Award.
He has successfully applied for grants that have ensured the club facilities are growing and continues to strive for the very best that he and the committee can achieve for their members.
He has introduced a club cadet referee programme & coaching committee to ensure that all coaches have equipment & the availability of mentors to assist with training so players of all ages can participate.
Graham is a humble man too. He’ll be the first to tell you that he works as part of a team, refusing to take all the credit, when it is often so easy to do so. If it were possible, we would have loved to give this award to several on the GPFC committee, however, we’re also conscious that we don’t dilute the kudos that this award carries, and so, we have elected to award it to the club leader. Because, without his solid leadership, achieving their goals would have been just that little bit harder. pg. 10

2019 Football NSW State Award for Services to Football – Nepean FA
2019 Football NSW State Award for Services to Football Nepean FA’s nominee for the Services to Football in the Nepean District in 2019 was Linda Cerone, current General Manager of the Association.
Linda’s involvement in Football spans twenty-eight years within Nepean FA. For many years, she volunteered at Bligh Park FC. Her contributions to her local club included the roles of secretary, treasurer and registrar. Her commitment to the growth and sustainability of Bligh Park FC was recognised by awarding her Life Membership of the club. To this day, she remains active in her positive relationship and involvement with the club.
Linda’s journey with Football brought her to Nepean FA as a staff member twenty-one years ago. She has advanced through the Association to her current position as General Manager of Nepean FA. Throughout this time, Linda has earnt the respect of many and continued to be exemplary in her duties to ensure the continued development, growth and promotion of football and the smooth operations of Nepean FA endeavours. These have included the Association based All Abilities Nepean Dragons FC, the Nepean District Representative FC, the Nepean Referees’ Group, Nepean Summer Football competition, Female Football association activities, Member Club Roadshows and Association based tournaments.
Managing such a large Association of fourteen thousand registered members and maintaining relationships with thirty clubs, Nepean FA entities, creating partnerships with sponsors, all levels of Government and the various tiers of the Football community have been a major undertaking which Linda has embraced. She has lobbied government departments and gained much support for Nepean FA. Linda’s efforts have been rewarded with many successes for the Association, including the announcement in January 2019 of the first synthetic fields within the district.
Through Linda’s involvement and hands on approach, she inspires, encourages and mentors. Her effective and dynamic leadership, outstanding attention to best practice, and her tireless energy in driving through initiatives, has been paramount in growing Nepean FA to one which is highly regarded, respected and sets benchmarks that are acknowledged by many within the local community, NSW and across Australia. Her outstanding contribution to Football within Australia was recognised last year by being named FFA Female Administrator of the Year.
We are very pleased to honour Linda with this accolade of recipient for the State Award for Services to Football in the Nepean District.

President’s Report – Frances Refalo In January this year the Association received some amazing news from the State Government and Penrith City Council, with funding of over $3.7 million towards the first 2 synthetics pitches within the Nepean Association being at Jamison Park. The fields will be installed on fields 6 & 7. The new facility will be a multi-sport facility incorporating, Football, Cricket and AFL and should be available in September of 2020. Over the 2019 season, football within the Nepean footprint has secured funding from the Federal Government, State Government and local council to the sum of over $10 million, this is a remarkable achievement by the association and the clubs alike with the winner being our members and football. The Association is constantly working toward the improvement of facilities and infrastructure for players and coaches to be able to improve their skills while having fun with their friends and family.
In season 2019 the Association maintained steady numbers with approximately 11,800 player registrations and 1,800 volunteers during the winter season, further along within this booklet you will see a more detailed breakdown of all the statistics. Numbers like these are only achieved with the determination, hard work and commitment of our 30 member clubs and their hardworking volunteers. No matter how large or small your club or committee, the same work and effort is required by clubs to ensure deadlines are met, teams are graded, nominations are completed, and teams are formed all in readiness for that first day of the season. Then, because you haven’t volunteered enough and you haven’t got enough to do with your own club, the Association sends out an email asking for help, and the replies start flooding in. I would like to express my deepest gratitude to each and every one of the club committee members, no matter what role you have within your club you have all played a big part in achieving another successful season. I also would like to thank you for the hospitality you show my fellow Board members and I when we visit your club and grounds.
This season we saw a welcome reduction in poor on-field behaviour, but disappointingly, an increase in anti-social behaviour by parents and spectators on the sideline. This behaviour is not limited to the Nepean boundaries but is popping up everywhere. As administrators of football within Nepean District, we all need to be proactive and work together in finding ways to stamp out this behaviour. Statistics and a more detailed report on disciplinary issues appear elsewhere in this report.
Congratulations goes to all teams that competed in the Champions of Champions tournament this season with a special mention to our only winners – Glenmore Park FC U18 boys (IM/1W). To all our Nepean cup winners (refer page 74), a remarkable few days of football that saw almost every game go into extra time, with one game the result coming from the very last kick in extra time. Clubs and players should all be proud of the talented football displayed during this tournament.

During the season we also had various clubs celebrating significant anniversaries. Congratulations to St Clair United SC – 40 years, Wilberforce United SC – 40 years, Blaxland FC – 50 years, Emu Plains FC – 50 Years. These clubs were all acknowledged at our Annual Awards dinner, by FNSW CEO, Stuart Hodge.
NFC
Nepean FC moved into the 2019 season with great expectations under the expert guidance of their Executive Committee members, Peter Smith (President), Karen Chester (Secretary) & Dominic Micallef (Financial Officer). In 2019 the club started to see their hard work paying off. Congratulations to the Under 18’s & Under 20’s who both made it to the Grand Final and both finishing as Runner’s Up. To NPL2 Youth U13’s a gallant effort throughout the season saw them in the Grand Final against Sydney Uni. They were split at goal difference during the normal season.
I would like to thank the 2019 Nepean FC committee for their work and commitment. Peter Smith stepped down as NFC President. As well as his NFC commitment, Peter also served the association for many years at grassroots level. It has been a real pleasure working with Peter and we sincerely hope that Football hasn’t lost you completely.
Following on from the current restructuring happening at Nepean FC, we see Karen Chester continuing with the club in the role of Men’s Convenor. I would like to thank Karen for her time, dedication and for the love she has for this club. Her 5 years of service to Nepean FC in various roles has made its mark on the club. It has been a pleasure to work with you in your varied roles and I look forward to continuing to work with you.
We congratulate Nepean FC’s new President for the 2020 season Dominic Micallef and our new executive members Branka Popovic (Secretary) and Jason Taylor (Financial Officer). We wish you, your committee and coaching staff all the best for the up and coming 2020 season, and I look forward to working with you in the coming seasons.
NRG
The Nepean Referees Group have completed their 6th year under the NFA banner. This season the referee numbers have remained constant compared to previous years. We have received almost 100% coverage on Saturday games and an average coverage of 82% on Sunday games, further along in this booklet you will see a more detailed breakdown of the coverage within our footprint. Our Referees Group also represent the association by assisting with coverage on FNSW games and school carnivals.
This season, with the aim of increasing referee numbers, the association offered a rebate of the cost of the referee’s course for participants who completed the course and went on to register and perform referee duties in the Nepean District. Although the uptake was not as high as we would have liked there were a few new members joining the ranks. pg. 13

2019 marks the last season that Graham Chapman works in the role of Referee’s Manager. Graham will be stepping aside to a less demanding role within the management committee. I would like to thank Graham for his dedication to the establishment and growth of the NRG over the past 6 years and I look forward to working and continuing to grow the group with the new Referee’s Manager.
In 2019 we also celebrated one of our own NRG referees achieve a personal milestone of 50 consecutive seasons of service as a referee, congratulations goes to James Barnes.
Nepean Dragons
2019 season will be the last season of Nepean Football Dragons as a sub-committee of NFA. From the very first day when establishing the Nepean Dragons the aim was to guide them to be a stand-alone club, and this season saw the committee under the guidance of the association work hard towards this goal. I am pleased to say Nepean Football Dragons are now incorporated and are on their final stages on becoming a stand-alone club. Congratulations! It’s been a long process but you’ve made it.
The Nepean Dragons, being our all ability group have been going for approximately 11 years, with registrations stabilising at around 40 members. The age of members ranges from under 5 to adult players with various types of special needs. In the 2020 season, the Dragons will be moving to a new home ground so lots of changes happening within the group in the season coming. I would like to thank the committee for all the work they do with this special group, and although you will be your own club, we look forward to continuing our working relationship.
My thanks go to our staff members, who keep everything ticking along. We’ve had some staff changes, which always puts some pressure on being able to deliver “service as usual” and on time, but our happy band of staff members has done so, brilliantly.
Finally, to my fellow board members, I thank you for your support and commitment to the growth and success of this organisation. The many valuable hours that you give to this organisation as a volunteer is unbelievable. Without your dedication and commitment, we wouldn’t have enjoyed the many successes that we have this season.
On that note, enjoy the off-season, soak up the rays of sunshine and re-energise and I’ll see you all again refreshed and ready to do it all again for season 2020.

The magic of our Nepean FA Football Family rests with every participant from the Aldi MiniRoo Kickoff kids right through, encompassing players, spectators, match officials, administrators and our communities. Having conversations within our communities promotes our Association and its achievements, and it is during these conversations that it is realised just how much has been achieved.
Club Visits and Events
It is always enlightening to visit clubs to hear of their amazing achievements and plans. The challenges each club faces in delivering the best experiences are very real, and discussions and suggestions are valued. The visits also give an opportunity for reporting back to the Association on issues which are highlighted by the clubs. Additionally, they allow for discussions with spectators and players, giving a comprehensive snapshot of the Match Day experience and our clubs in general.
Participating in club events such as Charity Days, Activation Days, Gala Days, Fundraiser events and Presentations is an honour. Celebrating with clubs at special tournaments such as Finals Weekend, Nepean Cup finals, State Cup matches, and Champion of Champions matches further connects with the members of our Football Family and our communities.
My sincere thanks are extended to every member of our Football Family who has made the experiences so welcoming, enjoyable and meaningful.
At Board meetings, there is much intense discussion and debate as decisions and planning are considered. Thank you to my fellow Board members who ensure that the meetings are worthwhile and, most certainly, never dull.
2019 saw a decrease in Grievance and Disciplinary incidents dealt with by the Association.
It is encouraging that clubs are communicating and working with each other to raise awareness and deal with minor issues before they escalate. The benefits are that the issues are often dealt with in an expedient manner and that the clubs are networking and strengthening themselves.
To the clubs who exercise internal measures within their own membership to reduce antisocial behaviours and poor sportsmanship, thank you. The action may be difficult, but it does help in ensuring our game is great.
What is further evident is that there has been a shift with antisocial spectator behaviour emerging as the main challenge for our clubs and the Association. Clubs, spectators and match officials have commented frequently on this aspect and unfortunately most of the pg. 15

poor sideline behaviours are being seen in MiniRoo and Junior Competition matches. There are strategies in progress for implementation in 2020. Once again, our Football Family will unite to improve the spectator sideline behaviour and make a positive difference to ensure that the Match Day experience is the best it can be for everyone. Exercising the principles of Fair Play should be demonstrated by all. Nepean FA encourages everyone to be unaccepting of the belligerent behaviour, to speak up to put an end to it and not simply be a bystander.

It is hard to believe another season has passed! We made it through with little affect from the weather, although I think we all agree that it is time for the rain to fall before the 2020 season begins.
I would like to thank the clubs for the never-ending hospitality and extending a warm welcome during the club visits. This process continues to develop relationships between the Board and the Club Committees and generates meaningful healthy discussions for the future of the sport. Many great debates have taken place and some sharing of great ideas for the football community. These visits highlight the desire and commitment for the game from the parents, the players and club administrators.
I would like to take the opportunity to thank the NFA staff and the Board for their support and enthusiasm to work together towards making the 2019 a success. I would like to acknowledge the great work and passion provided by the NFA staff members James, Alicia, Frank, Sue and Laurie. You were all dedicated to make 2019 a huge success. Linda, thank you all for your support and guidance and the tireless work you put in to ensure each season runs effectively culminating with the NFA Championship and the Nepean Cup Finals. These were amazing events, well supported by the clubs, spectators and the players. Lastly, I would like to acknowledge Linda’s NSW Football State Award, a deserving recognition for not just her longevity but also her administration leadership.
The 2019-2025 Strategic Plan, for the Nepean Association is progressing with strategic initiatives in areas of such Infrastructure, Training and Well Being and Female Football to name a few. The 2020 development of Jamison Park with two artificial playing fields has been an outcome of the process with financial support from the Council and the State Government.
With the Boards goal of promoting football as a year round sport the continual growth of the NFA Summer 6 a side Football Competition continues to be a major success. This gives NFA the assurance that we are offering the right product in the right environment to develop our sport. This competition complements the current Summer Football Programs offered by clubs within our Association. 2019 has continued the success and with player numbers continually increasing, including the start of an Over 30 Women’s Competition, the future looks bright.
The NRG continues to provide a pathway for the development of the young referees, with the goal of identifying young talent to progress to the W or A League being achieved. Training and mentoring programs are continuing to assist referees to improve their technical knowledge and decision making on the field of play. As a referee, I continue to improve my player management and technical knowledge through these sessions. pg. 17

Although referee numbers did not increase in 2019 I have witnessed the hard work the NRG Committee has performed to educate the current group and I am sure are planning for a successful 2020 Winter Season. Great job to the NRG committee.
The NFA Special Needs group, the Nepean Football Dragons, have had an amazing success in providing a framework for the development of many players for over 10 years with the support of the Board. This year the Dragon’s committee has been given the challenge to implement a strategy to be an independent affiliated club to NFA for the 2020 season. Many hours of work has gone into the development of the clubs Constitution and the framework to achieve this goal. Well done team, and I am sure that there are many great years ahead with the potential of growing the numbers and providing the best environment for the continual development of players.

COME AND TRY FEMALE FOOTBALL DAY
On Saturday 26 February 2019 we held our Come and Try Female Football Day at three hub sites.
Firstly thank you to Gail, Dianne, Martin, Alana and Fran for your help in running the sites on the day. A huge thank you to James whose enthusiasm and assistance with the planning and organisation of coaches and session plans for the event were exceptional. Linda and Alicia for their help behind the scenes with flyers, spreadsheets and answering my desperate calls and emails, as well as the many inquiries that came through the office and for their help on the day.
Thank you to Springwood FC, Glenmore Park FC and Richmond Ex-services for being our Hub Site hosts on the day.
We had over 130 females participate in the Come & Try Days with 116 females pre- registering for the day. Approximately 80% of these registrations were not currently playing football. Considering that the aim of the day was to encourage new players to our sport I feel that we were successful in that area.
The breakdown between hubs was;

I believe the difference in numbers at each hub site is due to how each Hub site approached the day.
Springwood hosted the Mountains Hub site and the attitude of the Springwood committee was exceptional. The Mountains Hub clubs set up a Hub site working group who worked together to promote the event, they also discussed players vacancies with each other and were organised on the day for which club needed players in each age group. they set up together and mingled and truly showed anyone who attended the day what a wonderful football community they have in the mountains Hub.
FEMALE FOOTBALL STANDING COMMITTEE
At the end of the 2018 season we formed the Female Football Standing Committee and offered all member clubs to nominate a person to represent their club.
The standing committee has been vital in promoting all aspects of females in football within our association. I have enjoyed the amazing group of people who have worked together to achieve a common goal and set building blocks in place for future planning. To the clubs who jumped on board thank you, to those who have not yet done so I look forward to seeing your club represented in the coming season.
FEMALE FOOTBALL GROWTH
The numbers of females across all the majority increased in the 2019 season especially in the small sided age groups which is a promising sign that we are heading in the right direction in our approach to encourage new players to our game.
OVER 30’S FEMALE WINTER COMPETITION
In 2019 we were so very close to having our first Over 30’s winter competition kick off just falling short on numbers. We have had 14 teams join our Over 30’s Summer Football competiton, and due to this fantastic response, we will be offering it again for the 2020 winter season hoping that the excitement and disappointment this seasons set back caused will see Clubs and players work hard to ensure the 2020 winter season includes an Over 30’s Women’s Competition.

Well what a year it has been. I was grateful and privileged to be a part of the NFA Board for 2019. I have loved getting to know the clubs and there determined committee members, players and spectators.
My passion for football was formed back when I was just a kid. I think it is safe to say I have an addiction to football, however, that passion couldn’t have happened without grassroots football. Mum and Dad taking me all around the district at 9am, committee members opening the clubhouse, referees, mentors whether they are Coaches or not, and fellow players.
This is when I not only fell in love with football but the idea of volunteering. Through the tireless efforts of volunteers, it is evident that this will continue to happen in the next generation of football. 2019 has shown me many great things about our association.
Our Final Series, Championship Tournament, Nepean Cup and representation at both State Cup and Champion of Champions was second to none. All teams held great respect for not only their team and club, but they represented our association in a way that makes me proud to be involved.
There is still so much more we can do to make it better for our community and continue to make Nepean Football Association a pinnacle organisation.
I’m very excited to see what 2020 has in stall for us, one thing for sure is it will be exciting. 2020 will be a year of continued growth as we try and bring our clubs the best of infrastructure, education, health, top notch competition and the introduction of the Over 30’s Women’s Competition. This is just a couple of things we have been working on and will continue to work on throughout the years.
I personally have a great interest in education, health and wellbeing, governance, growth in both numbers and competition quality. I’m passionate about making football accessible to all regardless of ability and of course these are the many things that encapsulate our association and what we stand for.
I look forwarding to working with the clubs, players, spectators into the future and cannot wait to bring the absolute best to our association in 2020 and beyond.

2019 has seen the Association enjoy another successful season both on and off the field, but as ever a successful season never seems to transpire without its fair share of challenges. By far the greatest challenge faced by clubs and Association administration this season was the FFA’s trouble plagued registration system PlayFootball. This system tested the patience, tolerance and good nature of most club registrars. So, before we review any other area of operation, I would like to offer my congratulations and my admiration for the many club registrars and administrators that endured this fractured registration system.
GRASSROOTS SUPPORT & EDUCATION Notwithstanding the great work done by my colleague, James Rankine in the Coach Education and Player Development space, our work in education has been somewhat quiet in 2019 following some fairly ordinary take up responses from clubs in 2018. However, after a year of rest, it is our aim to make 2020 another year where we focus on volunteer capability building through workshops and education opportunities, along with the re-launch of the National Club Development Program. 2020 will also see the return of Roadshows to all regions to allow us to meet face to face with club administrators as well as team officials who want to be updated on all that’s new and/or changed in our district.
ASSOCIATION STAFF & DIRECTORS In: Frank Seni joined us in April this year to fill the position of Accounts & General Admin. Thanks to the many club volunteers who have made Frank feel welcome, he certainly had to hit the ground running. Out: Caitlin Hietanen left our employ in March after 3 years. Her position of Reception, General Admin & Disciplinary Management was left vacant with the exception of a couple of months of 2019 due to a number of circumstances. However, we expect to fill this position shortly. Alicia Green after returning from a maternity leave absence, furthered her knowledge this year after being awarded a grant to attend the Women Leaders In Sport program. She has been busy implementing her new skills and knowledge developed while on this program. Alicia is an integral part of our competitions and admin team, as well as keeping me organised. James Rankine, our Football Manager will report on his activities separately in the Annual Report, however, as well as working hard to get the revamped Nepean Football Academy back on track with several new focuses, and rolling out 100’s of Coach Education opportunities, he has also been appointed to the role of The National Indigenous Teams Goal Keeper Coach as well as the Assistant Coach of the U14 Girls Indigenous team, a great achievement. James also joined the 10 year long service club on 9th November this year, a pg. 22

testament to what a great place Nepean FA is to work at. James is the 3rd Staff member to reach 10 years service. Sue Henderson who is employed on a 3/2 split (NFC/NFA) has once again been a great asset to our team in 2019 especially in the areas of Summer Football and Academy admin work. I mention each of these wonderful humans, who, along with some equally amazing Association Directors have stepped in to have my back on many, many occasions in 2019 during some unsettling periods of ill-health. To those who took up the slack, thank you I will be grateful for a very long time to come. In late October, I was nominated and received the FNSW State Award for Services to Football in Nepean District. It is indeed a very humbling experience to be acknowledged by your peers and I will reiterate my acknowledgement at the time which was; “I really do need to share this award with my hubby and family who have always been so supportive and my co-workers both past and present who make it all happen and to the board of Directors who are confident enough not to micro manage me, but instead see me as a cog in the wheel. Of course, it’s made even easier because I work predominantly for the most amazing bunch of community volunteers who just want to make society work and the world a better place. Easy when all this is behind what you do when you go to work”…… Most of the time, it’s like not going to work at all, but getting stuck into what needs to be done with a bunch of friends you really like being with!
FINANCES Details of the financial health of the Association can be found further in this report and a full comprehensive report of all Association entities can be found in a separate handout. The Association ended the year on an $80,000 surplus although the final figure for summer football surplus is not available as yet for 2019, as the competition is still running, we do expect that to yield another healthy return into the Association’s revenue stream. Summer football revenue is assisting the Association in keeping its running costs to a manageable level during its main period of operation being the winter season. In lieu of any sort of reasonable sponsorship for the Association these alternate revenue streams are vital to the Association’s financial health. The NRG (Nepean Referees Group) financial report indicates that the group was successful in remaining self-funded in 2019 with a $38,000 surplus. Nepean FC have reported a loss for the 2nd year running. Funding representative football continues to be a challenge for all involved. My considered opinion is that strong, meaningful sponsorship and rigorous fundraising will assist the club going forward. NFC’s involvement in our Academy and holiday clinic programs has also recommenced, the proceeds of which should translate to a revenue injection as part of the project partnership terms, but for 2019, the club will eat into their retained earnings again.

PARTNERSHIPS Community partnerships, sponsorships and strong working relationships that deliver extra quality to our stakeholders or benefits to our organisation continue to be maintained. Deploy Football returned again as our Official Ball Sponsors for our Finals Weekend, and our preferred supplier for other tournaments and activities such as Nepean Cup Finals and development programs.
Our partnership with OnePointHealth enjoyed a 2nd year of association. We love working with this group of super-talented medical and fitness experts who joined us again as our Finals Weekend Sideline Medical team and expanded that service to all our Nepean Cup Finals too. Their team of experienced physios, and other allied health professionals provided many players with pre-match strapping to support existing injuries and known weaknesses as well as providing first aid services across the events. We look forward to continuing this wonderful partnership.
We again enjoyed the continued support this year of our Community Sponsors & Partners, NRMA in the form of a grant used towards the delivery of our Female Football Week. We understand that this will be our final year with NRMA due to a change in the Directorship, however we have very much enjoyed having them aboard for the last 4 years.
We continue to enjoy a strong community partnership with WESTERN SYDNEY WANDERERS FC and the match day benefits that our clubs enjoy as a consequence of that longstanding partnership.
I would also acknowledge the very active role that Penrith City Council staff and councillors play in the success of our operations. We also received very strong support from our State MPs, Stuart Ayres, Member for Penrith and NSW Minister for Sport, Prue Car – Member for Londonderry & Tanya Davies – Member for Mulgoa and Macquarie Federal Member Susan Templeton. It is unfortunate that since the Federal election, and in a change in government we have had zero contact with the new Federal member for Lindsay despite several attempts to reach out to her. Perhaps she’s busy?

and how to support us. They continue to show their support when we need it and to help us improve our performance and for us to help our clubs to improve theirs. None of us are perfect, however whilst we all work towards improvement and excellence we travel the right path in good company.
WORKING WITH OTHERS The Association continues to be represented in the Football NSW Standing Committees of Women’s Football (Stacey Fanella), and on the Association’s Standing Committee (by me, Linda Cerone) Working with the Female Football Standing Committee also continues to keep Female Football in a prominent position. I’d encourage all clubs to get involved in this committee. Of course, I continue working closely with both Nepean FC and Nepean Referees Group and it is always an honour. So many amazing volunteers in the football space. This year has also seen the association working closely with Nepean Football Dragons as they transition out of our custodial care and into their own governance. The transition is not quite complete at the time of writing this report, but we expect it to be settled shortly.
STRATEGIC PLANNING It’s an absolute pleasure working alongside the Directors of Nepean FA in developing and delivering their strategic plans and goals. I’m always grateful to have my and my staff’s opinions considered by the board while developing their strategic plans. The point of view and feedback of those who are ultimately responsible for rolling out the plans is often overlooked in other organisations so to work for a board of directors who are confident enough to step out of the area of power plays and count all of those around them as partners in a common goal makes me a very proud ambassador of our Association when I step outside our door and work with others. Thanks to all club committee members. The work you do is second to none. Your dedication to your community and your club is admirable and what everyone should be aspiring to. To those of you who are stepping down or retiring this year, it’s been great working with you! Thanks!! 2019 was another season that just flew by. No sooner are the Championship Tournament Finals over then the next season kicks off with courses and planning to the fore.
I have the great pleasure of detailing the NFA’s coaching story in numbers each year as it’s something that I’m passionate about and this year we rolled out courses and had statistics as we have every year, but we do this for a reason. We want to give our members tools to utilise, things to do, games to play that keep them involved in the game and to help them keep their players in the game. We want to create lifelong lovers of the game. We want active kids and parents. We want to keep people involved in sport for not just the football but all the social, health and psychological benefits that come with it. Here’s what some coaches have said after attending one of our FFA courses. They had 1 word to describe how they’re feeling:
It’s great to see our new coaches heading into the season feeling confident, excited, motivated, encouraged, prepared, empowered and enthusiastic, amongst other things.
If you’ve been hanging out for the numbers, here we go: around 350 Miniroo’s Certificates, 45 Skill Training Certificates, 40 Game Training Certificates and 25 Senior Coaching Certificates sees us have around 450 coaches attaining an FFA Accredited Certification! Following on from last year, that makes around 3000 – THREE THOUSAND – 3K – MMM - pg. 26

in the last 4 years attending a course with NFA alone. That’s a big number anyway you look at it. We’ve been pleased with our rollout of mandatory Coaching Qualifications and what’s more exciting is that other Associations are now following our lead with another 4 implementing it in their own areas.
Following on from this thread of better coaches, better football, we move towards FNSW Champion of Champions results and congratulations to the U18 Men from Glenmore Park FC and the team surrounding them as they picked up our first Winners medals since 2015. This continues NFA’s improvement as more teams run deeper into this competition for longer. As our competitions get stronger and teams play better week in and week out in our local competitions, it prepares them better for playing other teams and we should see more and more teams on top of the podium from here on in!
Club Support and workshops were popular again this year and the most popular by far was our goalkeeping workshops. I ran around 25 sessions at various clubs throughout the season and a whopping 14 of those were goalkeeping sessions!!! It’s always a lot of fun, especially in the Miniroo’s age groups, going through the 4 basic techniques needed as a goalkeeper and it was great to see so many coaches and parents also attending these workshops to get more info for their children and players. Hopefully this interest will translate into registrations at our FFA Community Goalkeeping Coaching Course later in the year.
I ran a couple of Game Leader Workshops to show these key people in our game what a Miniroo’s game should look like and how they can add to the player’s game day experience. This is definitely something that we will be continuing and to also grow as we move forward into season 2020.
We relaunched our development programs in 2019 and the Nepean Football Academy was rolled out. The Academy set out to give players an additional once a week training session at 4 different geographical locations throughout our big Association. We kicked off in Term 2 and had programs in place at Richmond, Warradale, Glenbrook and Penrith with 92 players registered aged between 7 and 12 years old. Term 3 reduced to 2 venues,

Glenbrook and Penrith with 47 players over the 2 sites. Term 4 has 18 players registered and we will be conducting this program at 1 location, Jamison Park, Penrith.
The Nepean Football Academy also runs school holiday football clinics with around 250 players attending the 2 day clinics at various venues throughout the Association in both the April and July holiday periods.
Both these programs are embedded in the training and coaching philosophy of the FFA’s National Coaching Curriculum and expose players to game-based learning in a fun and supportive learning environment. That’s about 400 players receiving additional training and taking their first steps along the player pathway. We have had great success over the years of players graduating from these programs into SAP and GSAP teams as well as either the NPL or Association Youth League teams either with our own Nepean FC, or other clubs. Players have had different Western Sydney Wanderers experiences and we look forward to continuing our Pathway Partnership with them.
I also continued to support the FFA and Football NSW in delivering courses and resources to Western Sydney University, NSW Office of Sport and NSW Dept of Education. We conduct Professional Learning days, Premier’s Sporting Challenge activities as well as any of the FFA Community Coaching Courses requested. A few highlights would’ve been having Trudy Burke come and deliver a couple of female only goalkeeping workshops as part of our Female Football Week celebrations. Football NSW also came to the NFA to conduct a Community FC outreach program at South Creek.
Thanks to all my workmates in the NFA offices as well as the NFA Board of Directors who all enable me to get along with developing our players and coaches within our Association and the biggest thanks to all of our clubs for inviting me in and coming on this journey with me.

Nepean FC moved into 2019 with great expectations on and off the field. Under the guidance of Peter Smith as President, along with Karen Chester and Dominic Micallef fulfilling the roles of Secretary and Treasurer respectively, the Executive continued to operate under the ethos of club values. With our Technical Director Bale (Bill) Kuzmanovski getting the best out of our coaches and players, we had a very positive season. Sue Henderson continues to complete all our Admin needs from Head Office as our Administrative Assistant and ensures the club runs as smoothly as possible.
This was Bill’s first full season with Nepean FC as our Technical Director as he joined us midway through the 2018 season. Bill continues with his large role overseeing the SAP, GSAP, AYL Youth, NPL Youth and our WNPL Youth programs. Bill has worked extremely well with all our coaching staff and we now look forward to the prospect of Bill taking our NPL Youth up into the elite FNSW competition. He has a huge challenge to get us there, but things are looking very promising. Bill will also continue to assist our coaching staff to develop our players in all these leagues to the highest possible level and give them every opportunity to fulfil their footballing goals.
This season we again invited our U8 & U9 Association club teams to participate in our Nepean Football Club Gala Day. It was a huge success with lots of positive comments on the day and after the event. We believe the most important thing for a young developing footballer is to have fun and be encouraged in a positive way. This is what we saw at the Gala Day along with lots of smiling kids.
On the field Nepean FC had some terrific performances. Our SAP and GSAP once again proved how well the programmes are working with great performances and assessments covering the FFA National Curriculum.
Our NPL2 Youth teams performed well again this season with 3 of the 4 teams reaching the semi-finals (1 better than last season) and our U13’s making it all the way to the Grand Final only to be beaten by the Minor Premiers on the day.
Our Association Youth League squads proved to be more competitive this season, with an overall better performance than previous years and this continues to be a true pathway for our local talent into Premier League Youth Football with several players making the transition into our NPL Youth squads.
The WNPL Youth and Women’s programmes again performed well in the WNPL2 programme. Extremely proud of our Reserve Grade Women, taking out the Minor Premiership but unfortunately missing out on the win in the Grand Final with a 1-0 loss. Our 1st Grade Women also made a Semi-Final appearance but were bundled out in the first weekend. Our Women continue to improve year on year and only missed out on promotion pg. 29

to the elite FNSW competition by 10 Championship points. (1st - 191ponts, Nepean - 181 points.) There are some high expectations on Allan Tassas who is our Women’s Head Coach to go one better next season and take Nepean FC into that elite competition, which is 1 level below the W-League.
Our 3 Men’s state league squads again performing well in what were extremely tight competitions with the program finishing 3rd in the Club Championship. Our U18’s and U20’s both making the journey all the way to the Grand Final but unfortunately both teams missing out on the winner’s medals to their respective Minor Premiers in both age groups. Our Men’s program will have a name change to NPL4 next season and our new Men’s Head Coach – Joe D’Ermilio will be leading the way for a Nepean FC promotion. Bringing with him a wave of local Nepean Association players, we are expecting an extremely good season and promotion is a definite possibility.

This is my 6th and final annual report for the Nepean Referees Group. What started out as a brave decision in 2014, quickly turned into one of the best decisions in the history of refereeing in this region. The decision to bring the referees group under the banner of Nepean Football Association was a great step forward. It made a lot of sense and quickly back in 2014 in our opening year we surpassed the number of registered referees in the final year of the NDSRA. It was a challenging era personally, having to motivate both existing referees, brand-new referees, parents, relationships with FNSW and NFA board and management. My approach has always been to remain positive and never say never. We have seen referees start their career and end, others return to refereeing to hang their boots up and sadly referees like Laurie Shannon and Greg Murray pass away due to illness. All the while we continued our course and our main goal and that was to ensure football in this region could rely on an organisation to appoint referees and have a high percentage of matches covered. I often wonder if this new era forgets what it was once like and what it is still like in other districts. Low referee coverage and high referee churn. We have not experienced that on my watch as Referees Manager and for that I am proud but on we go into the future.
The year that was….
2019 has been a year where we have seen older referees hang up their boots for various reasons, but it’s also been another year where we have seen a high number of referee courses designed to inspire and encourage both younger and older referees alike to referee. This season we have conducted one main level 3 upgrade course with 11 participants with a further 6 members attended a FNSW level 3 course. 1 level 3 assessor course was conducted with 7 in attendance and most importantly 7 level 4 courses with 67 new referees attending and all becoming referees. 202 registered referees.
This season saw an increased level of senior people doing the referee courses and that’s a positive as most of those had experience playing and were able to almost immediately be placed onto Sunday low level all age matches.
2019 also saw the growth of Alexis Johnson a young lady who is showing amazing promise. I first asked Alexis to join NRG as I believed she had that special spark and all being well during the 2020 season Alexis will be accepted onto the W league. She is currently being mentored closely by the team at FNSW and the feedback is incredibly positive as both an AR and centre referee. Emma Kocbek who was accepted onto the W league panel last year has again been accepted and is now officially into her 2nd season. Emma is showing enormous talent and my prediction is that she could become only the third person from this region to obtain a FIFA badge. Time will tell!

I would like to pay tribute to my management team for another year in ensuring NRG is well received and respected and in particular I would like to pay tribute to Rob Young for his tireless hours dealing with appointments, call offs, clubs, parents and a commitment to the game. Kieran Fisher has had another positive year in preparing monthly training, stepping in to chair monthly meetings in my absence and a commitment to young children and adults alike to ensure they reach their full potential.

The Sin Bin this year has continued to be a valuable tool for all referees to use on all matches. We still need to ensure referees aren’t using the sin bin as an easy way out but in the main it has been used brilliantly by referees.
2020 here we come….
In 2020 our focus is to ensure we have strong referee courses in February and March as history shows this is the best time to capture interested people before their season starts for playing and coaching. Our focus is simple, to have enough referees to cover matches. We will continue to train and educate referees to reach their goals and referee to the best of their ability and like 2019 we look forward to seeing new people fall in love with the challenge of refereeing. It’s important to continue to ensure referees are dressed well, respect our uniform and brand and carry the position of referee with professionalism and integrity.
In this current year, our 202 active referees have done us proud with record numbers officiating in finals weekend and many developing into representative football, higher matches and Summer Football which is getting them ready for the winter season next year. In 2020 our goal is to increase our active numbers to 222 seeing a genuine increase in numbers by 10%.
I am looking forward to another positive year in 2020.

This year we have once again gone way beyond what many expected although from my perspective this is the absolute result of some key strategies that have remained in place since 2015.
Summer Football – same time same place every week!
This year for the 5th consecutive year we witnessed growth in both regions for Summer Football and overall. Can we make it 6 years in a row? Final numbers in 2018 reached 1,622 people. Whilst this was impressive 2019 has seen enormous growth beyond that.
This year we approached the season as we said we would last year by creating an urgency. This strategy worked with teams rushing to secure their positions.
• Blue Mountains has seen an increase on 2018 of 14.41% whilst Penrith has experienced an increase on 2018 of 22.75%. • Our overall numbers in 2019 are 2,101 an overall increase from 1,622 being a real increase of 479 players or 20.85%
The secret to this success is communication and consistency and that’s the message I relay to my team each year. Communication is something we can improve on next year and the strategy there is to commence building teams much earlier than we have in previous years. The registration response we have had from the playing community deserves nothing less than this to be implemented in 2020 as we know the avalanche of registrations will come. What happens each year is that we find ourselves playing catch up and that’s purely because of the enormity of numbers being funneled in during such a short time span. If Summer Football was a club, we would be the biggest club in the district and as such we must maintain our absolute focus on 2020 starting from May next season in educating players, teams, parents because we know the registrations are coming.
There are many highlights including:
• The return of All Age men, all age women and Over 35 men with strong numbers. • The commencement of the over 30 women which we can now leverage for our winter competition. • The enormous numbers of young children playing the sport • The growth in the Blue Mountains for all age groups
This season we have used more new referees and in many cases I have personally and others, have been on the field with the new referees running with them and mentoring them which has proven to be an outstanding success lifting ability and confidence of the referee. It also sends a very clear message to the public that we are a friendly sport with Summer Football. I couldn’t be prouder of the refereeing performance this season.

Administratively our team in the office again did an exemplary job and once the season has started our ground team have been outstanding. This season I always had an insistence for all staff being visual on the fields with official vests on and this has seen many positive compliments from the public. This is a key strategy of having a presence for when injuries occur, tempers flare, referees need assistance. Like a cop on the beat is a deterrent this strategy has seen a decrease in player and spectator bad behaviour. In fact, I have lost track regarding the positive comments we receive from both regions.
2020 will see the new artificial pitches installed in Penrith and this will be updated via social media through the building phases, all the while building excitement and energy for people to be part of our first ever season on the artificial pitches. Goal for 2020 is to obtain a 20% increase across both regions by way of targeting the age groups where we know we have field capacity.
• 2020 – expected growth 20% - 2,521 • 2021 – expected growth 10% - 2,773
Summer Football is an enormous success for many reasons and the ultimate reward for me is seeing the employment of people in our sport, young children involved and parents relaxed on the sideline cheering their kids on, non-winter players being involved and working on fitness and winter players remaining involved and already talking about winter the following year.
I am excited for the 2020 season and what growth we can achieve beyond the forecast above.

The end of season 2019, sees a new era for the Dragons! Beginning season 2020 we will be stand-alone club under the NFA banner. After 13 years as a subcommittee we are venturing out on our own and will be at a new field! It is fitting at this time to thank the board and its representatives over the years for their help and guidance.
We travelled away from our field this season for the Football4all Gala Day to Valentine Park with the Dragons doing us proud, as always, with their sportsmanship and skills.
Our trip to the Macarthur Magic gala day was fun and our first visit to the Blue Kangaroos was chilly but lots of fun. Thank you to all who continue to help spread the word of Special Needs Football.
We held a gala day for the last time at Jamison Pak, our home ground for 13 years!
Players from Snapparoos, Hazellbrook, Blue Kangaroos & Macarthur Magic all came to visit. It was a sight to see so many special needs players all at one field in our district. Outback Steakhouse Penrith sponsored the BBQ with all proceeds going to the Dragons fundraising, hopefully Mike will be back next season! All in all, a wonderful day for our club. The profile of special needs football is on the rise. We welcomed new sponsors this year, Sydney Automotive Paints & Equipment and Nepean Speech & Occupational Therapy.
As a volunteer group, we need lots of people helping with the variety of jobs that need doing each week. It takes a lot of energy and commitment to ensure each week can happen, THANK YOU!

Notice to All Club Secretaries, Life Members and MC Members
Please be advised that the Annual General Meeting of the Nepean Football Association Inc. will take place on Tuesday, 19th November 2019 commencing at 7.30pm in the Association’s club meeting room at: Unit 9/51 York Road, Penrith.
Existing affiliated clubs wishing to re-affiliate to N.F.A. for 2019 are reminded that affiliation forms, which will be distributed by Friday 18th October, must be submitted to the association as instructed, at least 14 days prior to the annual general meeting (5th November 2019).
Nominations for available management board positions will open from the date of this notice and must be submitted on the attached nomination forms. Nominations will be closed at 5:00pm on Friday 1st November 2019.
Life Membership nominations are to be made in accordance with the constitution and must be received in writing by 5:00pm on Friday 1st November 2019.
All nomination forms must be signed by the nominee, the proposer and seconder, and either scanned and emailed into the association, or delivered by hand or by post.
Clubs wishing to submit notices of motion to consider changes to the Constitution may do so, in writing on the form contained in this notice. Notices of motion must contain the original reference and wording, the proposed action (to amend, delete, add to existing or add new) and the new word (if new wording is required). Notices of Motion must be received by Friday 1st November 2019.
The final agenda for the Annual General Meeting will be issued 12th November 2019.

Proxy Voting: (Clause 28 of the NFA Constitution)
(a) Proxy voting shall be permitted at all General Meetings provided a proxy form in the form approved by the Board from time to time, has been duly completed and executed and is lodged with the Operations Manager at or before the commencement of the meeting. Proxies shall only be exercised by Members entitled to vote. No Member entitled to vote shall exercise more than one (1) proxy vote at any one (1) time.
(b) The instrument appointing a proxy shall be deemed to confer authority to demand or join in demanding a poll. A Delegate shall be entitled to instruct his proxy to vote in favour of or against any proposed resolutions. Unless otherwise instructed the proxy may exercise the proxy vote as he thinks fit.
Should the original club delegate appear in person at the annual general meeting, the club delegate and not the proxy shall be entitled to cast a vote.

7. Consideration of Honoraria a. Linda Cerone took the Chairperson role for item 7. The existing directors were asked to leave the room while the Honoraria was discussed and considered. b. Presented 2017 payments to members to outline what has taken place in the past. c. Motion: Increase honoraria payment for F. Refalo from $1700 to $2000 for recognition of outstanding work, and increase the honoraria payment for G. Macleod-Jones to $1750 for recognition of her work. Remaining Board members to remain the same. Moved: C. Gilchrist Seconded: S. Schaecken Motion: Increase of $50 to the remainder of the Boards honoraria payments. Original motion amended to increase the remainder of the board’s payments by $50. Moved: D. Scarpari Seconded: S. Schaecken Motion Carried d.
