Winner – Laurie Solomon Cook Park Venue Maintenance, Member Nepean Football Club

Laurie has worked hard both as a volunteer and a paid employee, for both Nepean FA & our Representative Club Nepean FC as the Venue Maintenance Assistant for just over 30 years.

Laurie retired a few years ago, but prior to his retirement, he held down his full-time job at Balfours Bakery as well as doing what needed to be done at Cook Park. His work isn’t limited to the grassed areas of Cook Park either. He line-marks, cleans toilets & changerooms, the George Churchward Pavilion, helps in the canteen, opens up, locks up, sets up fields, attends to maintenance repairs that need to be carried out. The list is almost as endless as the love and enthusiasm that Laurie has for Nepean FC, Nepean FA and football in our district.

On behalf of everyone associated with Football at Cook Park, the association recognised Laurie’s contribution by awarding him the Distinguished Service Award for 2018.

Football NSW State Award for Services to Football

Nepean FA’s nominee for the Services to Football in the Nepean District in 2018 was Frances Refalo, current President of the Association.

Winner – Frances Refalo

Frances Refalo has dedicated the last 18 years of her life as a very active volunteer supporting her local football community.

She has performed in a number of official roles, culminating in her successful election in November 2014 as the President and Chairperson of the Nepean Football Association (NFA). The NFA governs 30 football clubs in the Nepean District with over 12,000 registered players and officials.

Frances is the first female to be elected President of the Association since it was founded in 1961.

From 1999-2005 Frances held various management committee positions at Glenmore Park Football Club, including the roles of Secretary, Competition Secretary, Registrar and Women’s Co-ordinator.

In 2003 Frances was elected onto the board of the NFA and has held various positions over the last 14 years, including Women’s coordinator, Treasurer and now as President of the Association.

In 2008, Frances joined the coaching ranks of the Nepean Dragons, a Sub- Committee of the NFA, which provides football activities to children and adults with special needs, imparting the joys of football to both players and their families.

Throughout the last 18 years Frances has also volunteered as a team coach, manager and club referee and still finds time to play as a registered player in both the Winter competition, Summer Football competition and as an Over 50’s Walking Football player.

Frances is a model volunteer in her local community and often takes a mentoring role for females who wish to progress in the administration of our sport. She is a great encourager to both clubs and individuals who seek out her support.

Each weekend throughout the season she can be found visiting one of our 36 venues, meeting with club committee members, players and parents and is keen to listen to their concerns or comments regarding their experiences in their roles.

Her experience and longevity in our sport is an asset to our organisation and to those who are privilege to work alongside her. Her enthusiasm in contagious.

Nepean FA is pleased to commended Fran for her unwavering devotion, dedication and sacrifice to support her community in the field of football and to put her forward as a worthy recipient of the 2018 Football NSW Award for Services to Football in the Nepean FA.

President’s Report – Frances Refalo Season 2018 has been a somewhat challenging season for the Association ensuring that we were kept on our toes. It started off with disruption to the formation of the Over 35’s competition which resulted in some underserving anti-social comments being levelled at the Association who were left to deal with a difficult set of circumstances.

We then joyously celebrated the achievements of our longest service staff member Linda Cerone, who reached 20 years of service with the Association also being acknowledged with awards from – FFA Female Administrator of the year, Women for Lindsay Award – Sportswomen of the Year, just to name a few, we are as an Association, so lucky to have

an amazing woman like Linda as part of our Staff. Still on a high we celebrated the birth of our first NFA baby Master Ryder Green who is already attending staff meetings and training sessions.

Back to the job at hand and the unfolding competition which saw quite a few age groups fight it out to the last goal in order to declare many of the top position, with a few runaway winners. At the end of the season, we again watched as teams battled it out in the Championship Tournament Finals. I’d like to take this opportunity to acknowledge and thank the participating teams and club committee for the remarkable good behaviour displayed over the finals weekend. It was at this time we also said farewell to long serving staff member Collen McHenry.

Sadly, many of our members paid their final respects to three amazing people from our football family, Greg Murray (NRG), Barry Summer (BMFC) and Roger Phillips (HLFC & NFA). Wow what a season!!!

The Association has reached a membership of 11,800 for the 2018 season winter season down from last year by approximately 425 members, but still holding our placing of 7th largest Association within the Football NSW footprint.

Nepean’s summer competition has had a strong membership of over 1600 players over two venues being Penrith & Blue Mountains, we believe that the Penrith venue could have been stronger but due to scheduled maintenance on field 5 numbers needed to be capped. Although we have had a slight decline in numbers over the past 3 years in our winter competition, we still feel that our membership is strong and steady.

The association is constantly looking at ways to improve the competition we currently hold and ways to encourage new members to the game or past members to return.

This season we saw the formation of two subcommittees to look at improving the Premier League (men & women) as well as women’s football overall, this has bought about the new structure of the Premier League competitions for both men and women, to be introduced for season 2020 as well as some changes to the women’s competition to encourage more senior players to our game.

This season was no different to any other with discipline on the agenda, there has been plenty of occasions where action needed to be taken against players, teams & clubs. Although, in saying this, I am happy to report that the number of occasions resulting in Tribunals appears to decrease each year. I believe that this is a direct result of the support the association receives from our club committees when putting processes and procedures in place to remove violence from our game. There will be a more detailed report further also from our Grievance and Disciplinary portfolio board member. Pg. 14 President’s Report – Frances Refalo

Congratulations to our league winners on a successful season, to our Nepean Cup winners from the Women’s - St. Mary’s Band Club, U16G - Penrith FC, U12G - Glenmore Park FC, U12 – Glenmore Park FC, U14 – Penrith FC, U16 – Glenmore Park FC and Men’s - Penrith Rovers FC. It was so nice to see the additional age groups enter into the Nepean Cup Tournaments this season and I hope this will continue throughout the years to come. Thank you for the nail bitting display of football that each team displayed during the 7 games of the Nepean Cup Finals most going to a penalty shootout, this shows the up and coming football ability within our association and I’m so proud to be a part of the history being created within Nepean Football.

To our finalists of Champion of Champions U14G – Lowland Wanderers SC, U17 – Glenmore Park FC and U18G – Glenmore Park FC, hold your head high you have done your team, your club and your Association proud, it’s an amazing achievement to reach the level you have this season.

A special thank you to our General Manager Linda Cerone, this season has been a very trying season for the Association but you have managed to keep everything together and the wheels turning while still having a smile on your face. From the outside looking in you wouldn’t even notice the trying times we have had with competition and staff leaving.

To James, Rosalie, Caitlin and Alicia thank you for the assistance you provide to the Board through the season, it’s been a pleasure to work along side you all. To Sue & Laurie a special thank you to you both, the work you both do to assist the management committee of NFC to ensure all things are in place for game day to run smoothly. Congratulations also go to Laurie for reaching a significant mile stone of 30 years of service.

Finally, to my fellow Board members I thank you for your commitment to our Association, the passion you have for our game in planning a positive direction for our association in the future.

I would also like to thank all the Clubs for their support through the season and the hospitality shown on my visits to each club. Enjoy you summer and I look forward to working with you all in season 2019.

NFC The 2018 season saw the Nepean Football Representative Club improve on their status from previous years, we saw all 3 teams from the Men’s State League reach semi-finals, the U14 from both NPL and AYL reach semi-finals, the U15G and 1st Grade Women reach semi-finals, Reserve grade Women reach the finals and the NPLU15 reach the Grand Final. You will be able to read more about our representative side and their achievements further along in the reports contained in this booklet. I would like to thank the Executive Committee of the NFC – Peter Smith, Karen Chester and Dominic Micallef, along with the many general committee members of the club, for all their work in running the representative arm of the Association being the Nepean Football Representative Club.

NRG The Nepean Referees Group has now completed their 5th season under the NFA banner. Although referee numbers were slightly down from previous years, we still managed to usually see full coverage on a Saturday and a fairly high coverage on a Sunday. This season saw the introduction of the “sin bin” in senior match which allowed the referee to send a player off for 10 minutes. Often giving the player some time to reflect on their Pg. 15 President’s Report – Frances Refalo

actions and correct their behaviour. The association found this to be an effective tool to reduce the dissent towards match officials in our game and is currently considering the introduction of a 5 minutes sinbin to junior competition teams in 2019 season.

One of the goals set by the NRG on it’s establishment was to have a referee from their own ranks officiating on the A-League or W-League within 10 years of starting, well this goal was achieved in half the time as we congratulate Emma Kocbek who officiated on her first W-League game beside another of Nepean’s home-grown referees, Sarah Ho on the first weekend in November.

I would like to thank the Management Committee of the NRG – Graham Chapman, Kieran Fisher, Rob Young, Rob Roy, Liza Buckley, Emma Kocbek and Nick Farmer for all their work in running the Nepean Referees Group.

NEPEAN FOOTBALL DRAGONS This season was business as usual for the Nepean Football Dragons, still waiting on their big move to Jordon Springs.

The Nepean Dragons, if you are not aware, are a sub-committee of the Association that provide football services to children and adults in our community with special needs, which may prevent them from participating in main stream football.

Nepean Football dragons completed the season with 48 members which is a slight decrease from last year, you will be able to read more about the Nepean Dragons in their report. I would like to thank Sharon Slender, Gary Maton and the entire committee for the amazing job they do I this area of our football community.

I am pleased to present the Finance Director’s Annual Report for Nepean Football Association Inc. (“NFA”) and its major subsidiaries, Nepean Representative Football Club Inc. (“NFC”) and Nepean Referees Group (“NRG”).

I had the privilege of being invited to join the NFA by the Board of Directors in the capacity of Finance Director at the commencement of the 2018 calendar year.

I would like to commence the Finance Report by first acknowledging and passing on a big thank you to the NFA team, both current and former, who have assisted in the maintenance of the accounting function during the year ended 30 June 2018 including assistance with the financial audit post year end. The maintenance of the accounting function is a thankless task but nonetheless one that is extremely important in the management of any organisation.

As a Board we are presented with monthly management accounts which allow us to review the financial position of the organisation on a regular and timely basis. This is essential in allowing the Board to make financial decisions that benefit the organisation. Importantly, the timely provision of management reports allows the Board to exercise its director’s duties and responsibilities including ensuring the organisation can pay its debts as and when they fall due.

I am pleased to report that as at 30 June 2018 each entity within the association is in a strong financial position with short-term assets exceeding short-term liabilities.

Focusing on NFA, the NFA’s financial position is very strong with net assets of $990,742 with short-term assets that significantly exceed its short-term liabilities with a current ratio of 2:1. The short-term liabilities of the association largely (to the extent of 55%) relate to the provision of field maintenance in the associations jurisdiction which directly benefits all affiliated clubs.

As in prior years the audited annual financial reports are presented for each organisation, rather than on a consolidated basis. Whilst the detailed financial reports are distributed to clubs, I would like to present the major themes for 30 June 2018.

Financial Performance

The financial performance achieved by each entity within the Nepean Football Association as well as at a consolidated level are presented below with prior year comparatives:

The NFA achieved growth in net profit of 43% and at a consolidated level growth of 44%.

The NFC improved its financial performance by almost $20,000 from 30 June 2017 which reflects the hard work and efforts of the management team year on year.

The NRG financial performance was impacted by a reduction in referee coverage which directly impacted its revenue.

At a Group level the overall result is strong reflecting the sustained efforts to maintain expenditure at reasonable levels and leverage existing supplier relationships.

The Outlook

The future for NFA looks very bright as we enter the next stage of the organisations growth. To assist in this next stage the organisation has separated the three entities such that each entity holds its own ABN effective from 1 July 2018 which will greatly assist in the financial reporting process.

The organisations balance sheet has been strengthened post 1 July 2018 through the acquisition of a new motor vehicle that is directed at marketing ALDI MiniRoos in the region. The acquisition of the motor vehicle was largely subsidised by FFA & AFC.

Summer Football continues to grow in the region with registrations growing year on year. The organisation achieved a net profit from Summer Football of $49,207 for year ending 30 June 2018 and from all accounts 2019 registrations have been even stronger. with a child playing summer football for a second year the carnival atmosphere and sportsmanship amongst the players and referees alike is very enjoyable to watch. The association should be commended for supporting this initiative in the region.

There are also promising signs of structured coaching clinics to be rolled out in the new year which will benefit the quality of our players and ultimately the game in our region.

I would like to finalise my report by thanking the NFA for presenting me with this opportunity to serve on the Board. The amount of work and dedication that goes into managing an organisation of this size has been eye opening. To all those that volunteer their time to support their local clubs I would like to thank you. It goes without saying that without your support we wouldn’t have a game to watch and enjoy.

There is so very much to celebrate as being part of our NFA Football Family. Many thanks to everyone who is a valued link in the chain that continues to promote, develop and participate in our beautiful game.

Club Visits: What a privilege it has been to connect with clubs! Communicating with clubs, teams, players and supporters assists in celebrating the achievements and understanding the challenges which each face. It is exciting to see how our association grows, and the reciprocal information gained at the club visits assists all parties to continue that growth and development. Many thanks for the warm welcomes.

The connections also extended to our representative club Nepean FC, the Nepean Dragons, Gala Days, the Nepean Cup matches, State Cup, Westfield FFA Cup and Champion of Champions matches and of course, our Finals Weekend. Summer Football gave a very different spin on our beautiful game.

Board Meetings give scope to evaluate, analyse and plan for the future whilst considering what is presently happening across our footprint. They are a source of much discussion and debate, allowing informed decisions to be made. One thing is certain – they are never dull.

Grievance and Disciplinary Portfolio:

2018 saw a decrease in Grievance and Disciplinary incidents. To a degree, this can most likely be contributed to the introduction of the ‘sin bin’ for senior players. Whilst the trend is positive, it is essential to continue the joint approach to impress on everyone that antisocial behaviour is not acceptable and will not be tolerated. With NFA, clubs, officials and participants working together, we can make a difference. Where do you stand in demonstrating fair play and respectful behaviour so that everyone can enjoy the game?

Our Wonderful NFA Staff, a very special word of appreciation and thanks. You keep the wheels turning, no matter what happens. This year in particular, our staff has demonstrated how diverse they are in their roles. Executive Summary

We have completed our 2013-2017 Strategic Plan with a high level of success. Areas of note are: Football all year round, Coach Accreditation, Promotion Acknowledgement, Cadence/Governess, and the continuity and growth of NRG and NFC and Dragons. We have commenced on a Strategic Plan that will take NFA, NRG, NFC, Clubs and our members to 2022 and beyond. Our outcome will be a completed strategy for NFA in mid 2019 that aligns to parent bodies Football NSW and FFA. It will also give our members and clubs a sense of future and leadership in Football.

Strategic Plan Proposal

Realising that there is much work to be done we have allocated one board meeting a month to strategic planning with an intent to have a completed plan by mid-2019. The Strategic Plan will align to our parent bodies, Football NSW and FFA. The Strategic Plan will give our members and clubs a sense of future and leadership in Football. This Plan will have Prioritisation and Cadence that will manage the plan to fruition and review our strategy progress every 6 months. Below are extracts of our plan outlining the key initiatives we have agreed on and prioritised. The initiatives included by order of priority are: Infrastructure/ Marketing/ Wellness/Futsal/Female Participation/Aldi Kick-off/Walking Football and Competition Leverage. The Strategic Plan will also incorporate strategic plans for NRG, NFC and Special Needs Football. Below also is an example of the high level planning completed for each initiative which includes the Proposal, Objectives, Outcomes Risks etc. The next part of the project in collaboration with our clubs and members will be to dig deeper on each of the key initiatives and buildout separate projects for each of the initiatives. This will be followed by active engage of councils, state and federal government representatives in collaboration with Football NSW.

Below is a high level view of the overall project. This will expand out over the next 6 months and will incorporate the detailed planning of the key initiatives. In the planning process we will look at stakeholders, project costs, and detailed research followed by implementation and completion. We will continue to re-evaluate and test the alignment of our initiatives over the coming year.

Conclusion

We are on the journey to build a plan that will grow football within the boundaries of Nepean and increase wellness. However a plan is only a plan. The real work is the implementation and delivery of initiatives that will create a positive impact on Football in Nepean. This will require a high level of commitment, resources and capital investment. For this reason we will not hesitate in our efforts to gain support from our members, our clubs, our government’s state/federal/local to make this plan a reality. I would like to take the opportunity to thank the Board and the NFA staff for their support and willingness to work together towards making the 2018 a success. I would like to start first by acknowledging the great work and enthusiasm provided by the NFA staff members James, Colleen, Alicia, Rosalie and Caitlin. A big thank you to Linda, who has the ability to juggle many challenges daily to oversee a great Association. Thank you all for your support and guidance and the tireless work you put in to ensure the season runs effectively culminating with the NFA Championship and the Nepean Cup Finals. Lastly, I would like to acknowledge Linda’s 20 years with the Association, well done, a great achievement.

I would like to thank the clubs for the continual hospitality and extending a warm welcome during the club visits. This process continues to develop relationships between the Board and the Club Committees and generates worthwhile healthy discussions for the future of the sport. Many great discussions have taken place and some sharing of great ideas for the football community. These visits highlight the passion and commitment for the game from the club administrators, parents, and the players.

A review of the objectives and goals from the 2013-2017 Strategic Plan has highlighted to the Board the great results achieved through this period. Grassroots Coaching Certificate now covering ages from the Under 5 through to the Under 9 coaches. This provides the best environment for young children to play regardless of age and gender. Well done James for the continual effort in coach education.

In addition, the introduction of the Coach and Manager Roadshow Presentation has been a great initiative providing important administration details for the Club Committees, Coaches and Managers.

With the Boards goal of promoting football as a year round sport the continual growth of the NFA Summer 6 a side Football Competition has been a major success. This competition complement the current Summer Football Programs offered by clubs within our Association. 2018 has continued the success and with player numbers increasing over 1500. This gives NFA the confidence that we are offering the right product in the right environment to develop our sport.

I can say as part of the walking football group for the over 50s again this summer I believe the Association is providing an option for those players who want to stay in the game and for those who have never participated before. It is a great social environment, plenty of laughs and I can say it’s hard to stop yourself from running. The NRG continues to develop and provide a pathway for the development of the young referees, like Emma Kockec who has achieved the goal of reaching the W League this year. Mentoring programs are continuing to assist referees and improve their technical knowledge and decision making on the field of play. As a referee, I have improved my approach and technical knowledge through the mentoring process through either Football NSW or NRG mentoring sessions. Although referee number did not increase in 2018 I have witnessed the hard work the NRG Committee has performed to educate the current group and I am sure are planning for a successful 2019 Winter Season. Well done. Enjoy the summer months and I look forward to seeing you around the grounds in 2019.

General Manager’s Report – Linda Cerone

2018 Season, Winter & Summer, has been a year of both personal and corporate achievements, challenges & progress. Some great successes, some great tests, and a few not so successful episodes, but through it all, we are wise to reflect and learn lessons from our experiences, whether they be on the football field or behind a desk.

FINANCES

We were very fortunate to enjoy the volunteered services of John Mamo as our Director of Finance this year. John brought to the role, a great deal of financial experience and wisdom and added a new dimension to the Association’s financial maturity. He is the first Director to have been appointed to the Board using the scope given to the board to appoint a Director, rather than only having elected Directors, and he was specifically sought out for his accounting expertise. It’s been a pleasure to work with John and benefit from his knowledge.

I will report briefly regarding our finances, that the Nepean Football Association (NFA) and its subsidiaries, Nepean Representative Football Club (NFC) and Nepean Referees Group (NRG) have each finished their financial years on June 30th in a good financial position. NRG and NFC have their annual financial reports dealt with at their Annual General Meeting, which is usually held a month after the AGM of Nepean FA, however, we will provide all clubs with a printed copy of their financials to allow for all information to flow to our clubs.

Nepean FA returned a healthy surplus this year of $79,261.

The extra income stream created by the introduction of Association based Summer Football continues to deliver a healthy injection of funds into our operations, which in turn helps us to keep our overall balance healthy enough for the Association to plan in such a way that we will be able to make meaningful contributions to future projects.

GRASSROOTS CONTACT, SUPPORT & EDUCATION

Over the past few years the association has had a focus of supporting volunteers and clubs in a more meaningful way, and it’s an honour to be part of a team that is working hard in this area.

We have continued with our roll out of pre-season Roadshows, making contact with as many coaches, managers and committee members as are interested in attending and learning about what we do, how we do it and what’s coming up in the coming season. Added to this contact are the ongoing visits to clubs on match days from Directors of the Association.

We continue to provided support, education and training in the areas of Coaching, Skill Development, Competitions, Registrations and Club Governance and we are planning once again in early 2019 to offer a free capability building workshop which will address Sponsorship. We are also always happy to hear from clubs if they have a particular skill deficit in their club governance team, so we can assist them in filling in these gaps.

ASSOCIATION STAFF

After enjoying many years of stability, 2018 saw a year of upheaval in staffing, which presented many challenges & late nights, but I’m pleased to report that the challenges were met, and the future is looking a little more stable again. We said farewell to our Accounts Admin of 15 years, Colleen McHenry, and temporarily let go of our Competitions Admin, Alicia, while she took Maternity Leave to deliver a healthy baby boy and Nepean FA’s first staff baby. Colleen has recently been replaced with Angela Edwards, and Alicia’s absence was covered by Rosalie Jarvis. We’ve welcomed both new staff members and I know that our clubs will also make them feel very welcome. Nepean FC also has a new part time admin, Sue Henderson, who also works out of our office. Our Football Manager, James Rankine, and our Registration & Disciplinary Admin, Caitlin Hietanen have kept the wheels turning smoothly during the staff disruptions. As the sporting landscape changes, and the expectations of our customers becomes more demanding, we regularly review how we deliver football in our district, and I’m pleased to be able to work with this great team who seem to take all the challenges in their strides and just get on with the job. Being a Nepean FA staffer is definitely no place for the feint hearted or the precious and our team continues to take on all the challenges that come our way.

WORKING WITH OTHERS

The Association continues to be represented in the Football NSW Standing Committees of Women’s Football (Stacey Fanella), Association’s Standing Committee (by me, Linda Cerone) and Referees Standing Committee (Graham Chapman). We continue to give our members a voice at a state governance level.

Stacey Fanella, James Rankine & I are also part of the FFA’s #GetOnside 2023 Women’s World Cup Bid Team, spreading the word in our local community to encourage footballers & football fans to get behind the FFA’s bid to host the 2023 Women’s World Cup. Fingers crossed that this is a successful bid.

We have also joined forces with our own community members and established the 20/20 Standing Committee to deliver a new plan for Top Level Grassroots Football for Men & Women in our District. James did much of the planning and co-ordination work for this initiative and I’m very grateful to him for the time and attention this required. The deliberations of this committee were delivered to clubs at our October Council of Clubs meeting and will be rolled out in 2020.

I have also enjoyed working on the Female Football Standing Committee which was established earlier this year. This committee made up of club delegates has already delivered the first wave of recommendations to the Nepean FA board for their consideration. Another very dedicated and driven bunch of community volunteers.

PARTNERSHIPS

Community partnerships, sponsorships and strong working relationships that deliver extra quality to our stakeholders or benefits to our organisation continue to be developed or maintained.

We again enjoyed the continued support this year of our Community Sponsors & Partners, NRMA in the form of a grant used towards the delivery of our Female Football Expo.

Deploy Football returned again as our Official Ball Sponsors for our Finals Weekend, and our preferred supplier for other tournaments and activities such as Nepean Cup Finals, Nepean Summer Football operations at Jamison Park and Summerhayes Park and development programs.

We also welcomed a very exciting partnership with OnePointHealth who joined us as our Finals Weekend Sideline Medical team. Their team of experienced physios, and other support staff provided many players with pre-match strapping to support existing injuries and known weaknesses as well as providing first aid services across the weekend. I’m pleased to report that they are keen to join us again next year!

We continue to enjoy a strong community partnership with WESTERN SYDNEY WANDERERS FC and the match day benefits that our clubs enjoy as a consequence. We were also lucky enough to receive Finals Weekend support from WSW players Nic Suman and Josh Risdon.

I would also acknowledge the very active role that Penrith City Council staff and councilors, Bernard Bratusa, John Thain, during his term as Mayor, Ross Fowler, as the current Mayor, play in the success of our operations. We also received very strong, evident support from our State MPs, Stuart Ayres, Member for Penrith and NSW Minister for Sport, Prue Car – Member for Londonderry, Tanya Davies – Member for Mulgoa and Emma Hussar, Federal Member for Lindsay. While you might say “they’re pollies, they have to look like they support you”, I can assure you that the support we receive from our State and Federal Members is very real, genuine and most definitely carries benefits that flow down to clubs from these relationship. We’d love to see more engagement with Hawkesbury City and Blue Mountains City Councils as well as the local members from those districts, and if time permits, I will dedicate more time in the future to forging those relationships.

Our governing body, Football NSW continues to be a great supporter of our Association, and while it appears to be the “Aussie Way” to knock the bloke at the top, we really are very fortunate to enjoy a very strong and productive relationship with our State Member Federation. They’re getting better every year at rolling out programs that build capability at Association level, skills and information that we implement to improve our performance or to help our clubs improve theirs. None of us get everything right all of the time, Football NSW and Nepean FA are no exception to that adage, but while we continue to work towards excellence, we’re on the right track.

GRANTS

In the area of grant funding we’ve had a successful yet less active year to date. From the last AGM to this, we have applied for the following grants across NFA & it’s subsidiaries;

I urge all clubs to set about developing a strategic plans that will underpin grant applications and persist in submitting your applications. Ask for help, petition politicians, councils, FNSW and NFA. Each of those groups has a vested interest in your club being successful and are waiting in the wings to support you.

In closing, I’d like to thank the many club staff and volunteers that we that we get to work with throughout the year. You do great things, often under resourced and understaffed. On behalf of everyone who is touched by the contribution you make, thank you.

ACHIEVEMENTS

In celebrating achievements, I’d like to acknowledge Penrith FC who celebrated their 50th Anniversary, Henry Lawson FC who celebrated their 40th Anniversary, Warradale FC who hit the 35 year mark and Glenmore Park who notched up their quarter century in 2018. Each of these clubs celebrated their successes this year, and rightly so. Their contribution to the football community over a collective 150 years has been outstanding.

I was a little awestruck in the early part of 2018 when I was awarded the FFA’s Female Football Administrator of the Year, followed in the same week with the Lindsay electorate’s Sportswoman of the Year Award. If that wasn’t enough already, Western Sydney Wanderers asked me to do the coin toss in the WSW v Perth Glory match! I waited only two more weeks before being acknowledged by the Association for 20 years service as an employee of Nepean FA. Very big head in March 2018! Just a few weeks after that, we got to be the feature story on “THE PROJECT” SUNDAY where they covered our Walking Football Players. Seriously though, the recognition and the accolades were very humbling and I’m very grateful to so many people for taking the time to wish me well, or congratulate me. I’ve had a very fortunate 20 years working in a job I love, so it’s not really like working at all.

Better coaches, better football. That’s the FFA’s coach education mantra.

Well, all of us here in the NFA are working towards leading the country in this aspect, although we believe that by having better coaches, we will also have better footballing experiences for everyone. Players, coaches, parents, officials. You have to love the game before you can learn the game and far too many players leave the game too early because they get “coached” out of it.

No-one gets involved in the game to be a bad influence or to do things wrong, but we know there are better ways of doing things that are more beneficial for the long term and short- term outcomes of the game and if coaches don’t attend courses or stay up to date, they don’t know. The biggest point that coach educators across the country keep trying to make is that people don’t know what they don’t know.

We have to continually find innovative ways to make and keep contact with them all. The approach that we’ve taken in the NFA is to make it a condition of appointment to all Under 5 to 9’s teams that the coach holds a current Miniroo’s Coaching Certificate and then in all Division 1 teams, that they hold a current FFA Coaching Accreditation that’s appropriate for the age group they are coaching. We are the pioneers in this roll out across the country which is now in its 3rd year. This has resulted in us conducting around 14 Miniroo’s Certificates during the year for around 400 coaches that attended. We also conducted 4 Skill Training Certificates, 3 Game Training Certificates and 2 Senior Coaching Certificates that had another 150 or so coaches gain accreditation. This would bring us up to around 2500 coaches in the last 4 years that have attended a Nepean FA hosted FFA Community Coach Education course keeping us one of the busiest coach education sites in the country.

You can see from these graphs that in just 3 short seasons, we have managed to completely turn around our numbers. From 74% of coaches with NIL qualifications to just 34%. What is even more pleasing is that we actually have a built-in figure of 42% of coaches who don’t require an accreditation for their team, but it looks like people are attending courses because they see the value in them. Which may be why we have more coaches in the system than we have teams for. This is also a turnaround from 2015.

Champion of Champions – for the second year in a row we still had 5 NFA teams in the Semi Finals of this knock out Tournament. We believe that this is a reflection of better competitions within the NFA as in previous years it was rare to have more than 1 or 2. We set out on our coach education path 3 years ago to improve the footballing experience for everyone and that included those that wanted to play at a higher level. As our competitions get stronger and harder to win, the winners are then in a better position to continue further against other Associations so we’re on the right path.

The Nepean Football Development Program (NFDP) had over 400 players attend either a 2 day school holiday clinic or our 10 week in season program. We were able to have programs conducted at Mulgoa Rise, Knapsack Park, Icely Park and Jamison Park. This program was started and designed to introduce players to some high quality FFA National Football Curriculum based coaching sessions at an affordable cost. Over the last few seasons we have consistently seen players progress from holiday clinics to weekly sessions and then onto either SAP/GSAP or Youth League at either Nepean FC or other clubs. This is proof that the program is working and this year we saw one of our members, Olivia De la Harpe, representing Australia in the junior Matildas as they travelled to the Kyrgyz Republic to (successfully) play in the qualifiers for the Under 16’s AFC Championships in 2019.

There’s some really exciting news coming in this development space, so stay tuned as we continue to provide best practice in this area. In other news we continued to support Football NSW in delivering courses and resources to Western Sydney University, NSW Office of Sport and NSW Dept of Education. conduct Professional Learning days, Premier’s Sporting Challenge activities as well as any of the FFA Community Coaching Courses requested. In the near future we will be partnering with the FFA to help promote their bid to host the 2023 FIFA Women’s World Cup right here in Australia and we are hoping that would include games being held here in NFA. We have proudly been involved in the successful hosting of the Matildas game both last year v Brazil and more recently against Chile and look forward to continuing this support so that our local players can get to see their idols up close and in person.

Speaking of World Cups, it was a fantastic opportunity that I had when I won the FIFA Hyundai team slogan competition and headed off to Russia to watch the Socceroos v France game as well as see the Socceroos team bus with my slogan on the side!!!

Nepean FC moved into 2018 with great expectations on and off the field. Under the guidance of Peter Smith as President, along with Karen Chester and Dominic Micallef fulfilling the roles of Secretary and Treasurer respectively, the Executive continued to operate under the ethos of club values. A few changes were made at the start of the 2018 season with the resignation of Ryan Johnstone (administrative assistant). The Executive re-evaluated the structure and chose to go down a different pathway with the Admin assistant and Technical Directors roles of the club.

Nepean FC welcomed onboard our new Technical Director, Mr Bale (Bill) Kuzmanovski who hit the ground running and has proven a worthy addition to the Club. Bill’s quiet and reserve nature along with his extensive coaching knowledge has proven to be a great asset at Nepean FC. All coaching staff were welcoming with his presence at their respective training sessions along with game day. We are looking forward to seeing Bill take the lead role in the guidance of our SAP, GSAP both girls and boy Youth programs. Along with Bill, Nepean FC welcomed Sue Henderson into the role of Administrative assistant.

Off the field, Nepean FC joined forces with Telstra and WSW to bring a program about encouraging young people to be safe on and off the field. Telstra Playsmart is a program run in conjunction with cyber safety experts Project. It was a free 3 hour session designed to empower 12-16 years by providing important skills around cyber safety and playing sport as part of a team.

This season we invited U8 & U9 Association club teams to participate in our first Nepean Football Gala Day. It was a huge success with 12 U8 teams along with 6 U9 teams competing in a gala day format. In 2019 we look forward to hosting possibly 2 gala days. On the field Nepean FC had some terrific performances. Our SAP once again proved how well the program works with great performances and assessments covering the FFA National Curriculum.

Our NPL2 Youth teams were introduced to semi finals this season. Both our U14’s and U15’s making it into the semi finals whilst the U15’s made it to the Grand Final unfortunately not being able to bring home the win.

Our Association Youth League squads proved to be quite more competitive this season, with our U14’s making it into the semi finals.

The girls and women’s programs were again successful in the WPL2 program. U15’s making a semi final appearance, along with our Reserve Grade and 1st Grade teams. Our 3 Men’s state league squads all making it into semi finals contentions. All narrowly missing out on a grand final spot.

Sub-Committee Reports – Nepean Referees Group

What started out as a strong year with registrations quickly became challenging in 2018 as we dealt with a high number of senior referees unavailable due to injury and illness. We ended up in 2018 with 175 active referees again covering almost all matches on Saturdays and a high % matches on Sundays.

We once again offered and conducted a record amount of level 4 courses for new referees. In 2019 we will be placing a focus on ensuring we capture as many referees as possible to join NRG and attend the level 4 courses set down for February 2019. This strategy has worked successfully in previous years and we will again target these early months of the year to bring new referees into the fold.

This season has seen many referees mentored through our mentoring program which ultimately benefits the clubs with up and coming referees better trained and focused on dealing with the challenges that face us whilst refereeing.

Referee communication equipment: A successful transition in 2018 to on field communication equipment for all premier league matches. This advantage and new tool for referees has allowed referees to communicate between each other making their job easier when dealing with incidents. This season has seen many instances where players have been caught out with ‘behind the scenes’ behaviour only to be spotted by the Assistant Referees and communicated to the centre referee.

First referee on the W or A league: As referee’s manager I remember mentoring Sarah Ho when she started refereeing in this region back in 1997. She has gone on to be a FIFA Assistant Referee. On the 3rd of November I proudly sat in the grandstands and watched Emma Kocbek debut on the W league in front of almost 800 people on the W league match between the Western Sydney Wanderers and Brisbane. This is an amazing achievement for NRG considering we only started in 2014 and in just under 5 years we have achieved this great honour.

What was even more exciting for NRG was that we in fact had 2 NRG referees officiating as Sarah Ho was on the senior line and there to guide Emma through her first ever match in the big time. The sky is the limit for Emma and at grass roots level we will be working with her in the winter season and keeping her focused to try to be recognised as a centre referee on the W league in future years.

Farewell to Greg Murray: It was a sad year as we farewelled a regular face on our Premier league and in summer football, Referee Greg Murray. Starting his refereeing career in Victoria he joined our local region in 2000. When NRG started in 2014 Greg enthusiastically joined our new era and embraced our beginnings. We miss Greg, an ever-reliable referee and a friend to me and many and we thank him in this end of year report for his lifetime of commitment to our game. Greg Murray RIP

Appointments team: Appointments is an unrelenting wave of matches that need to be covered every week. We start the new jigsaw puzzle each Monday and by the Sunday night it is over, and we set our focus for a new week ahead.

I want to publicly thank my appointments team for their ongoing commitment and dedication to this role. Often it becomes increasingly hard to juggle appointments and remembering they Pg. 35 Sub-Committee Reports – Nepean Referees Group

all have full time jobs. Our coverage this year has once again be impressive and we will again commit to ensuring all matches are covered where possible in 2019.

Sin bin a real winner: 2018 saw the introduction of the sin bin, something I have been advocating for since 2001. It is an incredible tool given to the referees to dismiss a player temporarily for dissent against a match official. No longer does a referee have to tolerate abuse and obvious dissent on or off the field. This has been an outstanding success, and this will eventually see respect and tolerance for match officials increase even further.

In summary another sensational year seeing young people become referees for the first time and an ever increasingly professional feel to our NRG family both on and off the field. We are once again looking forward to commencing another year in 2019 striving to maintain our reputation as a referee’s group that continues to produce high quality referees.

Sub-Committee Reports - Nepean Summer Football

We continue to see incredible involvement of both young and older players taking part in our Summer Football format. This also includes our second exciting year of walking football with the over 50’s enjoying a night out, relaxing and staying connected to the sport they love.

This year for the 4th consecutive year we witnessed growth in both regions for Summer Football and overall. Our final numbers in 2018 reaching just under 1,695 people.

This year we approached the season differently and we will again adopt that in 2019. We focused on educating potential players that we had limited team positions available and if they didn’t reserve their team quickly, they would miss out. Sadly, we saw many players not able to play as age groups booked out quickly. Monday night in Penrith and Tuesday night in Springwood both non-competition nights booked out within 6 weeks of registrations opening.

Penrith saw many age groups including All Age Men, over 35’s, Mixed and All Age Women book out reasonably quickly.

Blue Mountains once again witnessed growth and I am confident that in 2019 we will once again see age groups book out as we have seen this season.

We have around 15% of players enjoying Summer Football that don’t play in winter which is really encouraging as we continue to attract more people to the game and eventually, they may remain for the winter season.

This season has been a season of respect with no issues in the usual all age competitions, they have played hard but fair and this is in direct reflection to how we communicate with players at the start of the season – we are about building a fun off-season culture. After all plenty of time in the Winter for players to act stupidly it’s just not something we have been determined to stamp out from second one with Summer Football.

We have once again used Summer Football as a training ground with lots of young referees officiating on all age matches getting them ready for the winter season ahead.

The 2019 season will once again start in September and registrations will open on July 1st, 2019

Another season over, where does the time go?

This season Dragons again saw us welcoming many new younger players and families to our club as well as many returning players. Our younger numbers have grown and our senior numbers have stayed steady.

Many of our junior players have gone up to the next group showing the skills they have learnt over the years. It is an amazing sight to watch a young player who would not participate because they were too scared to the touch the ball; now running, chasing and kicking. The excitement from players and the look of pride on parents’ faces is what our Dragons club is all about.

Our players attended the annual Football 4all gala day at Valentine Park and Macarthur Magic Gala Day and as always represented their club showing great sportsman ship, skill and friendship.

Our volunteers continue to return each year; Gary, Eija, Steve and Beau. Thank you for your time each week. To the families that contribute each week through coaching on field, committee work, BBQ, or helping wherever we need, a big thank you. I look forward to seeing you all back next session.

Notice to All Club Secretaries, Life Members and MC Members

Please be advised that the Annual General Meeting of the Nepean Football Association Inc. will take place on Wednesday, 21st November 2018 commencing at 7.30pm in the Association’s club meeting room at: Unit 9/51 York Road, Penrith.

Existing affiliated clubs wishing to re-affiliate to N.F.A. for 2019 are reminded that affiliation forms, which will be distributed by Friday 19th October, must be submitted to the association as instructed, at least 14 days prior to the annual general meeting (7th November 2018).

Nominations for available management board positions will open from the date of this notice and must be submitted on the attached nomination forms. Nominations will be closed at 5:00pm on Friday 2nd November 2018.

Life Membership nominations are to be made in accordance with the constitution and must be received in writing by 5:00pm on Friday 2nd November 2018.

All nomination forms must be signed by the nominee, the proposer and seconder, and either scanned and emailed into the association, or delivered by hand or by post.

Clubs wishing to submit notices of motion to consider changes to the Constitution may do so, in writing on the form contained in this notice. Notices of motion must contain the original reference and wording, the proposed action (to amend, delete, add to existing or add new) and the new word (if new wording is required). Notices of Motion must be received by Friday 2nd November 2018.

The final agenda for the Annual General Meeting will be issued 14th November 2018.

Proxy Voting: (Clause 28 of the NFA Constitution)

(a) Proxy voting shall be permitted at all General Meetings provided a proxy form in the form approved by the Board from time to time, has been duly completed and executed and is lodged with the General Manager at or before the commencement of the meeting. Proxies shall only be exercised by Members entitled to vote. No Member entitled to vote shall exercise more than one (1) proxy vote at any one (1) time.

(b) The instrument appointing a proxy shall be deemed to confer authority to demand or join in demanding a poll. A Delegate shall be entitled to instruct his proxy to vote in favour of or against any proposed resolutions. Unless otherwise instructed the proxy may exercise the proxy vote as he thinks fit.

Should the original club delegate appear in person at the annual general meeting, the club delegate and not the proxy shall be entitled to cast a vote.

It was noted from the presentation that the pending status next to clubs indicated that those clubs are yet to have their AGM and we are waiting on their AGM documents b. ii. Answer: the income falls into the normal categories. Registrations will fall under registrations, we do not charge game fees, so they are not included, wages fall into the wages category etc. If clubs need to see a profit and loss, the association is happy to send to clubs. iii. 8. Election of Office Bearers for the 2018 season. A vote will be necessary to determine which four (4) nominations of the five (5) received will be appointed as Directors of Nepean FA. Each candidate will be asked to give a brief summary of their backgrounds, experience, what has prompted their nomination and how they hope to enrich the association by their service. c. Nominations received from; i. Greg Buechner – Director (incumbent) 1. Greg introduced himself to club delegates as a current board member for past 3 years. He advised his recent portfolio has dealt with strategic planning. G. Buechner provided his background with St Marys Band Club which he has been part of for 19 years with roles varying from Competition Secretary, Registrar, Secretary, Chairman, Player and Coach. renomination believes can add value to the association with both commitment and time. ii. John Yealland - Director (incumbent) 1. John introduced himself to club delegates, advised that he has been involved in football for 20 years now, and believes he has a good understanding of what it takes to be a grassroots club. He has been on the current NFA committee for the past 2 years and would like to continue. J. Yealland provided a background of his experience which includes business skills and strategic planning, and wants to advocate for clubs and grassroots football. J. Yealland advised that he recognises the challenges there and would like to be part of delivering a good product. iii. Stacey Fanella - Director (incumbent) 1. Stacey introduced herself to clubs, and advised that she is a current board member with the portfolio of female football. S. Fanella advised she has been part of the association for 16 years, with experience on the Glenmore Park committee, past President Nepean FC, part of the Competition review and standing committee at Football NSW, a coach, a premier league player, and SAP coordinator at Gladesville Hornsby Football Association. S. Fanella advised that she’d like to stay on the board. iv. Steve Hurley – Director (new nomination) 1. Steve introduced himself to club delegates. Advised that he has been involved with BMFC for 25 years and both his kids play with Nepean FC. Advised he would like to give something back to the local area. S. Hurley is a project manager by day working in construction, and can bring administrative functions to the role. v. Linda Gosbell – Director (new nomination) 1. Linda introduced herself to club delegates. Advised of her affiliation with St Clair United SC and holds the positions of manager, Assistant Registrar, MPIO and Grants Officer at the club. L. Gosbell then advised the meeting of her experience which includes; HR management Finance, Seasoned community advocate, President of the Jamisontown Childrens Centre 2007 – current, On the board for Penrith City Council childrens centre, On the parent representative committee for Parramatta to Katoomba, and A DC delegate for PSA vi. Nominated board members were excused from the room whilst club delegates voted.
