Sustainable Management of the Helidon Hills Draft Management Plan Western Subregional Organisation of Councils (WESROC) Sustainable Management of the Helidon Hills Draft Management Plan December 1999 Bruce Boyes, Susan Pope and Michelle Mortimer As amended by Sharon Boyle & Associates under direction of the Interim Management Group The Sustainable Management of the Helidon Hills Project is funded by the Commonwealth Government Natural Heritage Trust (NHT), Gatton Shire Council, and the Western Subregional Organisation of Councils (WESROC) DRAFT FOR CONSULTATION Foreword for the December Draft This management plan is intended to be a living document and this edition brings the achievements up to date for December, 1999 and reflects the intentions and wishes of the Interim Management Group. The action plan now reflects the changes discussed at meetings in Helidon between 28 August and 23 November, 1999. The layout, intent and spirit of the December, 1998 Sustainable Management Plan for the Helidon Hills are untouched. This draft reflects developments such as the • Queensland Land Trust proposal – which closed for comment 30 October • The Queensland Government Plan for the South East Queensland Regional Forest Agreement – which was announced on 16 September • The on-going negotiations with DME in respect of the proposed Key Resource Area for Mt Cross – in particular the meetings on 16 October and 11 December, 1999. • The beginning of the plan review for Gatton Shire Council • And most importantly, the formation of the Interim Management Group. These developments and many more will shape the progress of this ambitious project. The implementation will ultimately rest with the landholders and the interested agencies of the Helidon Hills. Already their achievements have been far greater than are suggested by this updated report, we trust you will keep talking and the outcomes for the Helidon Hills will be far more secure and sustainable than could be otherwise.     Managing flood risk Projects to improve flood mitigation in Brisbane and the surrounding areas have been discussed since European Brisbane River Catchment Flood Studies settlement and have included dredging and removal of a bar at the mouth of the river. Dams have an important role to play in water storage and flood mitigation in the Brisbane River catchment. Somerset and Wivenhoe Dams are the two main dams in the Brisbane River catchment. In addition to providing major water supply, they also play a role in reducing the impact of flood events. It has not been submitted previously for any degree at any University. __________________________________ (James Craig Galletly) ii Abstract The basic question which this thesis seeks to answer is: ‘Was the baseflow which flowed continuously in Lockyer Creek prior to 1980 outflow from adjacent alluvial aquifers or was it outflow from basalt aquifers on the Main Range?’ This question was not obvious at the start of the project when information from ‘official’ sources suggested that Lockyer Creek was ephemeral, and there was no baseflow. To answer this question, it was necessary to define baseflow (as outflow from aquifers) and to devise a means of separating it from overland flow, because the existing methods separate ‘quick flow’ from ‘prolonged flow’: not overland flow from baseflow. The existence of baseflow presumes the existence of aquifers in the catchment, so geology of the catchment was examined to identify its aquifers. Streamflow records at four sites: three upstream and one downstream, were analysed to establish that baseflow was a significant component (25%) of streamflow over the period 1910-2000, and that average baseflow over this period was close to the estimated long-term safe yield of the Lockyer alluvium. The process of aquifer recharge was analysed and it was concluded that the alluvial aquifers are recharged by infiltration of water mainly through the bed of creeks and saturated flow in the aquifer below the water table, followed by unsaturated flow across a saturated/unsaturated boundary at the wetting front.

Some 56,200 claims have been received by insurers with payouts totalling $2.55 billion. This paper backgrounds weather and climatic factors implicated in the flooding and the historical flood experience of Brisbane. We examine the time history of water releases from the Wivenhoe dam, which have been accused of aggravating damage downstream. The dam was built in response to even worse flooding in 1974 and now serves as Brisbane’s main water supply. In our analysis, the dam operators made sub-optimal decisions by neglecting forecasts of further rainfall and assuming a ‘no rainfall’ scenario. Questions have also been raised about the availability of insurance cover for riverine flood, and the Queensland government’s decision not to insure its infrastructure. These and other questions have led to Federal and State government inquiries.

Key Points The relative magnitude and frequency changed dramatically from the top to the bottom of the Lockyer catchment The geomorphic setting of lower Murphys Creek exposed the channel to extreme values of stream power Scouring of channel banks and benches along the confined channel resulted in a 3-fold increase in channel width and a net export of 476 188sediment from the reach Abstract Murphys Creek is one of the main headwaters of the Lockyer Catchment and was subject to the devastating January 2011 floods in southeast Queensland. Rainfall leading to the event had a moderate-high return interval, however, the already wet catchment resulted in very high rainfall-runoff coefficient causing flash flooding. This paper uses gauging station data, pre- and post-flood LiDAR data and modeling to evaluate the flood peak hydraulic characteristics and predict flood peak transport capacity. Major channel change occurred throughout the confined reach with benches stripped and channel banks eroded. Channel width increased up to three times pre-flood width. Peak unit stream powers reached 4700 W m-2 at points along the confined channel but do not appear to be high enough to entrain and deposit the exposed boulders (>2m in diameter) evident on the channel bed after the flood.
