Municipal Spatial Planning Support Programme in Kosovo

BACKGROUND Since 2005, the Municipal Spatial Planning Support Programme (MuSPP) implemented by UN-Habitat and funded by the Swedish Development Cooperation has been supporting twelve Kosovo municipalities1 in spatial planning processes as well as project design and implementation. Municipalities are being supported through in-house project development and local-tailored methodologies and tools, aiming at further enhance the local planning capacities. This system of capacity development support of local municipal professional has proven to be adaptive and effective.

The programme is also operating in close cooperation with the Ministry of Environment and Spatial Planning (MESP) as a key partner at the central level through support on policy and planning law and further inter-institutional dialogue and coordination with municipalities.

In addition, cooperation with civil society and community representatives was also a key element in the implementation of the programme through MuSPP participatory planning approach in improving liveability in town and cities across Kosovo.

Since MuSPP is approaching to a crucial stage of its implementation, the Programme is looking forward at developing a ‘Strategy on Sustainable Support to Municipalities in Spatial Planning’ that would facilitate the transfer and anchorage of relevant knowledge to the organizations which could provide the needed support in the future.

OBJECTIVES OF THE ASSIGNMENT The objective of the consultancy is to devise support mechanism to Kosovo municipalities in the field of spatial planning with institutionalisation processes, notably by a) assessing the spatial planning- related institutional framework and capacities at the central and local level, and b) drafting a "Strategy for sustainable support to municipalities in spatial planning".

The Strategy should build on MuSPP experience and lessons learnt from planning processes; be developed in close collaboration with MuSPP partner institutions (MESP, Ministry of Local Government Administration (MLGA), Association of Kosovo Municipalities (AKM) and other potential partner institutions); and take in consideration Kosovo context for the implementation of the strategy.

MAIN TASKS OF THE ASSIGNMENT Under the overall supervision of the Chief Technical Advisor at the UN-Habitat Office in Prishtina, the Consultant will be responsible for undertaking the spatial planning- related capacity assessment and producing the strategy for sustainable support to municipalities as per the following outline of the tasks and related outputs:

UN-Habitat Kosovo will be responsible for:  Providing all required documentation and briefings to the Consultant  Facilitating access to key informants  Providing logistical support for the assessment exercise and the workshops with partners  Providing comments to the draft methodological note/ capacity assessment report/ scenarios/ strategy to be addressed in the final versions

The Consultant will be responsible for:  Conducting and delivering activities and outputs as outlined above  Demonstrating professional and ethical standards in conducting the tasks  Performing the tasks in line with the allocated time-frame  Informing MuSPP management about progress of the assignment  Delivering high quality products

All the activities will be conducted in cooperation with MuSPP staff and partner institutions.

The work shall be performed from UN-Habitat Office in Prishtina and home office. Some visits to partner municipalities will be organised for the assessment exercise. Logistical support such as transport to MuSPP partner municipalities (and translation whenever required) will be provided by the MuSPP.

TIMEFRAME AND MISSIONS The assignment is expected to be 30 working days. It should start on 23 February 2015 and finish not later than 25 May 2015. The contract includes two missions in Prishtina, Kosovo from 9-16 March and 20 April-4 May 2015.

QUALIFICATIONS Education  At least Masters Degree in Urban and Regional Planning, Development studies, Local Governance, Urban Geography or other relevant discipline. The candidate should preferably be specialized in the field of capacity building and institutional change management.. Work experience and other requirements:  A minimum of ten years professional practical experience in related fields;  Excellent knowledge of international experience and best practices regarding institutional change management and human resource development, and/or spatial planning, sustainable development and local governance;  Relevant experience on institutional, policy or strategy development;  Solid experience in drafting high level report, concept papers, programme proposals pertaining to capacity strengthening and institutionalisation;  Good ability to assess institutional capacities in the municipal and urban development sector;  Understanding of and experience with demand-driven processes and methodologies of capacity building required;  Good understanding of spatial planning, sustainable development and the associated responsibilities at municipal and national level;  Knowledge of Kosovo legal, spatial and environmental conditions and/or South-East European experience is an advantage. Language:  Excellent proficiency in spoken and written English.

Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general only travel costs will be accepted that do not exceed those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own Resources In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation: Individual consultants will be evaluated based on the following methodology: Cumulative Analysis: When using this weighted scoring method, the award of the contract should be made available to the individual consultant whose offer has been evaluated and determined as responsive/compliant/acceptable and having received the highest score out of a set of weighted technical and financial criteria specific to the solicitation.
