ATHLETICS Running, jumping and throwing are natural and universal forms of human physical expression. Track and field events are the improved versions of all these. These are among the oldest of all sporting competitions. Athletics consist of track and field events. In the track events, competitions of races of different distances are conducted. The different track and field events have their roots in ancient human history. History Ancient Olympic Games are the first recorded examples of organised track and field events. In 776 B.C., in Olympia, Greece, only one event was contested which was known as the stadion footrace. The scope of the games expanded in later years. Further it included running competitions, but the introduction of the Ancient Olympic pentathlon marked a step towards track and field as it is recognised today. CHANDRAKASI: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether it is a fact that the National Sports Development Code of India (NSDCI) is not being followed by all the sports bodies in the country and if so, the details thereof; (b) the details of sports bodies found to be following and those not following the provisions of NSDCI in the country; (c) the details of action taken against specific cases of violation of NSDCI, during the last five years and the current year; and (d) the steps being taken to ensure compliance of NSDCI by all the sports bodies in the country? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR YOUTH AFFAIRS AND SPORTS [COL. RAJYAVARDHAN RATHORE(RETD.)] (a) to (d): Madam, all the National Sports Federations (NSFs) and the Indian Olympic Association (IOA) are required to adopt mandatorily the provisions of the National Sports Development Code of India, 2011 (NSDCI). Archery Association of India, All India Tennis Association, Indian Golf Union and Judo Federation of India had failed to follow the provisions of the NSDCI relating to the age & tenure restriction of office bearers. Hence, annual recognition to these NSFs was not given by the Government of India. The list of NSFs which have been given annual recognition for 2018 is attached as Annexure. The annual recognition of the NSFs which failed to adhere to the provisions of the NSDCI is withheld/ withdrawn.

It is a professional post graduation degree course of four semester duration in Physical Education. ELIGIBLITY: 1. Every candidate seeking admission to the examination for the degree of Master of Physical Education (M.P.Ed.) semester examination shall satisfy the following conditions:- a) The candidate must have passed the Bachelor of Physical Education (B.P.E./B.P.Ed./D.P.Ed./P.G.D.P.Ed.) or B.Sc. (Physical Education, Health Education & Sports) Examination of the University of Delhi or any other examination recognized as equivalent thereto with a minimum of 50% marks in aggregate. In case, a relaxation is given to any specific category of candidate/s it shall be with approval of the National Council of Teacher Education (N.C.T.E.)/Department of Physical Edycation & Sports Sciences, Faculty of University of Delhi. Answer THE MINISTER OF YOUTH AFFAIRS AND SPORTS (SHRI SUNIL DUTT) (a) t o (c) : Government have laid-down guidelines for extending financial assistance to recognized National Sports Federations (NSFs) for promotion of sports. Such assistance is provided on receipt of specific proposals. The Financial assistance provided to National Sports Federations during the year 2003-04 and 2004-05 (till date) are given at Annexure. The recognized National Sports Federations promote their respective sports throughout the country through State level Associations affiliated to them. In addition, under the scheme o f Grants for Promotion of Sports in Universities & Colleges, central assistance i s provided to Association of Indian Universities (AIU), New Delhi for conducting Inter- Universities tournaments, organizing coaching camps, prize money etc. central assistance of Rs. 50 lakhs was released to AIU for the purposes during 2003-04. During the current financial year 2004-05 (till date) no grant has been released. The Sports Authority of India (SAI) was also released budgetary assistance to the tune of Rs.114.06/- Crores during 2003-04 and an amount of Rs.109.40/- Crores during 2004-05(till 30.11.2004).

These are testing times and we need to be brave and disciplined. In these challenging times, the safety and well-being of our athletes is of utmost importance and all support must be extended to ensure the same. It is also heartening that a large number of IOA members have pledged support towards the PM Cares Fund for the cause of our nation’s fight against the COVID-19 pandemic. This truly magnanimous and generous response from our National Sports Federations, State Olympic Associations and Executive Council Members is extremely heartening in this time of need and I would like to express my heartfelt gratitude to each and every one of you. Due to the constantly changing environment and the resulting postponement of the Olympic Games Tokyo 2020, the new dates for the Games of the XXXII Olympiad have been announced and they are scheduled to be held from 23 July 2021 to 8 August 2021. I am sure that all Olympic NSFs have shared communication about the postponement with their qualified and probable athletes. I congratulate all athletes who have achieved Tokyo Olympic qualification in the last quarter. I hope you will work towards bettering your sporting performance in the run up to the Games. Further, in view of this postponement, I request the NSFs to start planning towards our Olympic goal once the remaining Olympic qualification events are announced and the prevailing situation due to COVID-19 normalises.

ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR YOUTH AFFAIRS AND SPORTS [SHRI KIREN RIJIJU] (a) to (c): The National Sports Development Code of India (NSDCI) 2011 has been operational since 2011 and is applicable on National Sports Federations. NSDCI provides for guidelines for granting government recognition to National Sports Federations (NSFs) as also procedure for suspension / derecognition of such NSFs which violates the provisions of NSDCI. Recognition is renewed on yearly basis and in the event of failure to adhere to NSDCI, recognition is not renewed. As the provisions of the NSDCI are not applicable on State level bodies, this Ministry does not deal with them.
