Designed to Kill: Gun Control and the Dunblane and Columbine Massacres Gwendolyn M. Martin Senior Thesis Political Science Advisor: Sidney Waldman 11 April, 2003 In Memory of Laura Wilcox and everyone whose dreams were cut short by gun violence. 2 Introduction On March 13, 1996, Thomas Hamilton opened fire in Dunblane Primary School’s gymnasium in Scotland, killing sixteen five- and six-year olds and their teacher as well as himself. Just over three years later, on April 20, 1999, Dylan Klebold and Eric Harris shot and killed fourteen students and a teacher at Columbine High School in Colorado before taking their own lives. Each incident shocked the world and redefined each nation’s sense of safety as two suburban towns came to symbolize all that is dangerous in the world. The stories of the injured, dead, and emotionally scarred entered the national psyche (Homsher 2001: 232). Although not representative of gun violence nationally, these mass shootings defined the gun issue in the public’s mind. Consequently, they were defining moments in each country’s gun control debate. The actions taken as a consequence had the potential to redefine the national identity. Despite the similarities of the incidents, the effects were markedly different. In the United Kingdom (UK), lawmakers had put in place a ban on all private handgun ownership in homes within two years of the incident. In contrast, the Columbine shootings brought no significant changes in national gun laws, or even other types of violence-related legislation. The parallels between the Columbine and Dunblane shootings were undeniably strong. -

October 2009 Million Voices for Change - Public Works UNISON Scotland has launched its 'Public Works' campaign with the message that public service cuts will increase costs for ordinary families and will delay economic recovery. 'Public Works' is the Scottish arm of the union's 'Million Voices for Change' campaign. UNISON has warned that the headlong rush to cut and privatise public services will lead to delays in coming out of recession It has produced a leaflet demonstrating the importance of public services to everyone's lives and pointing to the huge costs that would fall on people if public services were not available. The ‘A Day in the Life’ leaflet follows an average woman through her day and points out our dependence on public services - from water and sewerage, through environmental health and refuse collection, to education and health care. It points out that all of us rely on public services, not just the most vulnerable, for whom they can be a lifeline. http://www.unison- scotland.org.uk/publicworks/index.html Scottish Labour MSP’s have been quick to add their support to the campaign, including shadow cabinet members, at an event in the Scottish Parliament during trade union week. The UNISON Scotland Labour Link Committee also met recently in Parliament to promote the campaign. They were joined by the Convenor of the UNISON Group of MSPs, Karen Gillon MSP to consider how best to build these ideas into the Scottish Labour manifesto for 2011. Today the challenges facing Britain are immense. Our economy is overwhelmed by debt, our social fabric is frayed and our political system has betrayed the people. But these problems can be overcome if we pull together and work together. If we remember that we are all in this together. Some politicians say: ‘give us your vote and we will sort out all your problems’. We say: real change comes not from government alone. Real change comes when the people are inspired and mobilised, when millions of us are fired up to play a part in the nation’s future. Yes this is ambitious. Yes it is optimistic. But in the end all the Acts of Parliament, all the new measures, all the new policy initiatives, are just politicians’ words without you and your involvement. How will we deal with the debt crisis unless we understand that we are all in this together? How will we raise responsible children unless every adult plays their part? How will we revitalise communities unless people stop asking ‘who will fix this?’ and start asking ‘what can I do?’ Britain will change for the better when we all elect to take part, to take responsibility – if we all come together. Collective strength will overpower our problems. Only together can we can get rid of this government and, eventually, its debt. -

It has been averaging one shooting every week in 2015, and something must be done about it. This problem appears to be limited to the United States since several other nations have been able to minimize, and almost eliminate the number of mass shootings. By taking an analysis of the gun laws of the United States with those of Australia and Canada it can be concluded that some aspects of strict gun control can reduce the number of mass shootings.
