    Building on the first CIES governance study about national associations and leagues, this second FIFA-mandated research analyses the league-club relationship as well as internal Editions CIES club governance models. The authors draw on core areas of club licensing as a basis for an exploratory global comparative analysis of a sample of eighteen leagues and one- hundred and forty-one clubs spanning all six confederations. Covered here are topics including ownership requirements, political representation and decision-making, financial rights and GOVERNANCE MODELS obligations, players’ status, infrastructure, promotion/relegation and the disciplinary ACROSS FOOTBALL LEAGUES process. The authors outline the limits of where league responsibilities end and club ones AND CLUBS begin. At the club level, the study explores the questions of legal form, political representation and management, administrative structure and the role of supporters and links with the community. Camille Boillat & Kevin Tallec Marston The authors highlight the variety of league- club relationships and internal club governance models across the globe. In general, clubs have a strong voice in the management and governance of their leagues. However, the club-league relationships are far from uniform around the world and cannot be categorized as simply either ‘horizontal’ or ‘vertical’. Clubs themselves have diverse internal governance structures, even if there are some common practices. This book serves as a blueprint for future global benchmarking across leagues and clubs. The research will be a valuable resource for professional football stakeholders as well as the academic field. ARTICLE 1 TECHNICAL RULES FOR THE JFF//WRAY & NEPHEW PREMIER LEAGUE COMPETITION The structure for the 2003/2004 season will comprise of twelve (12) teams playing four Rounds as follows: 1.1 FIRST ROUND The First Round will comprise of twelve (12) teams playing each other once. At the end of the round, there shall be a final between the winner and the second place team based on points. The winner of this game shall be awarded three points and the loser one point. These bonus points are carried forward to the Third and Semifinal Rounds and are used to determine the performance of the teams through Rounds One, Two and Three based on total points accumulated. 1.2 SECOND ROUND The Second Round will comprise of the twelve-(12) teams playing the return games of those played in round one. At the end of this round there shall be a final between the winner and the second place teams based on points. The winner of this game shall be awarded three points and the loser one point. These bonus points shall be carried forward to the Fourth Round and will be used to determine the performance of the teams through Rounds One, Two and Three based on total points accumulated. 1.3 THIRD ROUND 1.3.1 The Third Round shall comprise of two groups of six (6) teams playing each other on a home and away basis.

    National associations and leagues share the responsibility of organising football competitions. However, governance models vary greatly at worldwide level. This book Editions CIES analyses the various existing models of governance. It also studies the role of league representatives and other stakeholders in the decision-making processes of national associations. In order to give a representative insight of the situation at a global level, the analysis includes thirty-two national associations spread across the six continental confederations.
